That would require a considerable redesign which would take time and money,money which the space program doesnt have.If you`re going to go to all the trouble of designing new stages you may just as well just design a new booster to make use of the new liquid fueled technology that iran has acquired ie the khorramshahrs 4d10 engine.I wonder if seems Simorgh is not powerful enough to put required weight into orbit . then why not make the rocket lighter . Why instead of steel body don't made a body of fiber carbon for it or at least use such body for its second stage . if it can reduce the weight of fateh-110 to half just think the rductionin weight can open what possibilities for Simorgh.
The big problem here was that the space program has been on virtual life support for the last 5 years and you cannot successfully launch anything when your space program has been reduced to this state,to even attempt it is a waste of time.
It sounds like once again the problem was the satellites boost stage,which either failed or shutdown prematurely or perhaps the second stage failed to deliver enough thrust.Ideally the post boost system should`ve been tested on something like the safir until all of the bugs had been worked out.
