No it's not . US did it with a single stage short range ballistic missile in mercury freedom 7 (suborbital flight ) that couldn't even put a 1 kg sat into orbit . the first mission will be suborbital . It means even safir slv is more than enough to do it .

Rodong (or Nodong) as far as I know is a single stage rocket. Safir has two stages. The difficulty is passing the threshold of single stage into multiple stage.
