No it doesnt,these were simply plans for a development and sadly these same sorts of plans at darkhovain have been repeated time and time again,first with purchasing foreign reactors then when these plans fell through it was claimed that iran would design and build them on their own and yet we have heard nothing more about it and really thats not too surprising as before you could even contemplate designing/building a lwr in the hundreds of mw range you would have to first build an experimental test type/prototype reactor in the 10s of mw range both to gain the experience with design and construction as well as experience operating it.Sadly at the moment thanks to the jcpoa iranians nuclear program has been literally gutted and the sad remnants that are left appear to be virtually on life support or at best frozen with very little to no work being done on new projects or any r&d,compare this to the dprk where they have raced ahead with the construction of their experimental lwr which is well on its way to completion,its a great pity that iran and the dprk did not collaborate on a common design for an experimental lwr.
