I have a Question ... why pakistan canceled space launch vehicle program ?
Well, SUPARCO's budget for 2013-2014 is only $7.3 million while politicians have bullet proof vehicles more expensive than that. You simply cannot build an SLV with such short funding. Plus, there was way too much economic pressure on Pakistan between 2008-2011.
Pakistan will now only go for an SLV once they can first build their own satellite within the country.

Iran practically can. I won't deny their ability to send a man into space. Thing with Iran is that they are rushing towards a proud moment that an Iranian will travel in space on an Iranian rocket. They must realize that having a bigger rocket is more important than sending a man in space on a missile. Iran needs rocket capable of atleast 4000kg to LEO and over 2000 kg to GEO. That's when they will be considered a true space power.

Pakistan's ballistic missile program was born out of desperation to counter Afghanistan when that country was armed with over 2,000 SCUD-B ballistic missiles 1989. Then the Pakistani missile technology was very very carefully matured due to the missile race with India.
