India biggest consumer of heroin in South Asia, reveals UN drug report
NEW DELHI: Contrary to the impression that India is being used as a transit point by international traffickers to smuggle Afghan heroin to both Europe and the US, the United Nations drug report, 2011, has said that India is the biggest consumer of heroin. Of the 40 tonnes produced in south Asia, nearly 17 tonnes are consumed in India, the biggest consumer in the region with the trade valued at $1.4 billion.

When they say Iran consumes 40% of world opium, one should take into account, the amount of this opium that is being transformed and used as medication; i.e: Morphine
The most reliable news I have heard from Iranian police is that around 1 million people (or 1.1% of total population) are addicted to drugs in Iran.
Maybe a little more in Pakistan, but not that much.

It's more probable that Pakistan has twice, or even three time as many opium users than Iran. As we do get much more illegal trade, and have a population of 100 million more people than Iran.
