Tasnim News Agency - Navy Commander Urges Iran-India Closer Maritime Ties

Iranian Navy Commander Rear Admiral Habibollah Sayyari called for stronger relations between Tehran and New Delhi in maritime fields.Speaking to reporters on the sidelines of a meeting with a top-ranking military delegation from India’s University of Strategic Sciences, Sayyari said Iran and India, as two influential countries in the region, can develop broad maritime relations with each other.

Sayyari expressed the hope that Iran and India would promote their relations in a way to end trans-regional countries’ presence for safeguarding security in the northern part of Indian Ocean. He then said northern part of Indian Ocean is one of the strategic trade areas of the world due to the existence of energy routes.

Elsewhere, Sayyari announced that the country will host navies from 45 world countries since it has received the official membership of a conference of navy commanders of Indian Ocean littoral countries in 2018, IRNA reported.
Earlier this month, Indian Prime Minister Narendra Modi had expressed his country’s enthusiasm for establishing a new era of relations with Iran.

In a meeting with Iranian Foreign Minister Mohammad Javad Zarif in New Delhi, Modi said he has prepared all Indian officials for a new round of relations with Iran. The Indian premier said he was impressed by the Iranian President Hassan Rouhani’s “positive and constructive” stances in a July summit in the Russian city of Ufa.

Modi said he has felt President Rouhani’s seriousness on the enhancement of Iran-India relations. The Indian prime minister also called for the immediate establishment of a joint commission for the expansion of bilateral relations.

India, Iran and Afghanistan are moving closer. They have finalized a draft for a new transit trade agreement.
A planned land route that has been completed will run through Iran connecting Afghanistan to the Persian Gulf. It will connect Afghanistan to Iran’s Chabahar port. Chabahar port will facilitate the movement of goods from India into Afghanistan and Central Asia. This comes as India needed an alternative to reach Afghanistan to oversee the political hurdles put up by Pakistan. Observers say once this trilateral trade and transit agreement gets implemented it will enhance business opportunities in the region. During his visit to India earlier this year Iranian Foreign Minister Mohammed Javad Zarif held high level talks with his Indian counterpart Salman Khurshid and other senior government officials on speeding up the development of the Chabahar port and other issues related to the project. India is keen to diversify its sea trade routes but has had to face long delays. With this project now becoming a reality the Chabahar port will facilitate a shipping link between Iran and India.

@yavar

Good thread bud! I believe the possibility of cooperation between India and Iran should cross beyond just Oil gas or Financial transactions. We can collaborate in the field of education, Science and technology. I know quite a lot guys from Sharif University, studying in US, you people have brilliant academic background.

NEW DELHI: Iran has accorded India priority status for trade and investment in acknowledgement of the country's support during tough times when the United States and European Union had imposed economic and military sanctions on it.

India is among the three countries, along with Turkey and China, with which Iran wants to collaborate in seven sectors including mining, petrochemicals and food.

A delegation led by the Federation of Indian Export Organisations (FIEO) president SC Ralhan recently visited Iran, while the Iranian minister for trade is expected to visit India next month.

The two nations are likely to have a joint consultative meeting in January next year to thrash out the details of the proposed engagement. "Iran wants to reinforce its relationship with countries which stood by it during its difficult times. Hence, it is reciprocating by giving preference to them," said Ajay Sahai, director general of FIEO.

In 2006-07, when the United States and the EU had imposed sanctions on Iran, India kept exporting commodities like rice, sugar and soybean, along with textiles, and also importing crude oil in large quantities. Earlier this year, the government had issued guidelines to allow third country exports of humanitarian goods such as food, medicines and medical equipment to Iran as part of oil payments due to that country.

In 2014-15, India's exports to Iran stood at $4.17 billion while the imports amounted to $8.95 billion, an increase from $1.44 billion and $7.61 billion, respectively, during 2006-07.

Among other sectors, Iran is also looking at cooperation in agroprocessing, information technology, steel and hotels/tourism.

India, on its part, is also eyeing investments in Iranian ports. Road transport, highways and shipping minister Nitin Gadkari has said that India plans to invest almost almost Rs 2 lakh crore at Chabahar port in Iran in various infrastructure projects.

India has been in talks with Iran to set up a gas-based urea manufacturing plant at the port which is being developed as both a strategic and economic asset, efforts for which were initiated in 2001 when the then Prime Minister Atal Bihari Vajpayee visited the Persian Gulf country.

Iran may seal $4.5-bn undersea gas pipeline agreement with India
The base case originates in Oman, at the Middle East Compression Station, and ends in India, at the Gujarat Pipeline Receiving Terminal, near Porbandar

With the lifting of Western sanctions, hydrocarbon-rich Iranis positive on finalising an agreement with India for setting up a $4.5-billion undersea gas pipeline.

Iran state-owned National Iranian Gas Export Company’s (NIGEC’s) managing director Alireza Kameli said the 1,400-km pipeline would transport natural gas via the Oman Sea and Arabian Sea, and was among the four major contracts under negotiation by the Iran’s state-owned firm. “Our negotiations have been under serious considerations for some time and we hope to soon finalise an agreement for the South Asia Gas Enterprise (SAGE) pipeline project,” Kameli said, during the fifth World Energy Policy Summit here.

SAGE’s proposed pipeline would bypass Pakistan’s exclusive economic zone and transport up to 31.1 million standard cubic metres per day of gas from Chabahar in Iran and Ra’s al Jifan in Oman to Porbandar in Gujarat, with a possible extension to Mumbai later. India has not been participating in talks on the Iran-Pakistan-India (IPI) pipeline. Also, the Turkmenistan-Afghanistan-Pakistan-India (TAPI) pipeline project is yet to take off.

Companies keen to buy gas from Iran would be able to sign supply contracts with NIGEC and theSAGE pipeline would work as a common carrier, charging a fees. The current rate for bringing gas from Iran to Gujarat is $2.25 per million British thermal units.

“Pakistan is building a smaller pipeline from Iran to Pakistan. Also, we have been talking about TAPI and IPI for more than 20 years. It is time for at least one project to get going. Both the oil ministry and the ministry of external affairs are supportive of the project,” SAGE director S K Jainsaid.

Adding: “The gas infrastructure will be used by all state-owned companies like GAIL and Indian Oil Corporation.” SAGE, a consortium of global companies in deepwater pipeline projects, is promoted by Delhi-based Siddho Mal Group, in joint venture with a UK-based deepwater technology company.

PIPELINE ROUTE
  • Two options exist for transportation of natural gas through the SAGE pipeline. Passing through the Arabian Sea, the pipeline will reach depths of 3,400 metres under the sea and a length of 1,400 km
  • The base case originates in Oman, at the Middle East Compression Station, and ends in India, at the Gujarat Pipeline Receiving Terminal, near Porbandar
  • In the first route, MECS-GPRT, a single uniformly-sized pipeline can be laid from the Oman coast near Ra’s Al Jifan, crossing the Gulf of Oman and Arabian Sea to terminate at Gujarat
  • In the second, there will also be an Offshore Gas Compression Station, about 300 km from the Omani coast, on top of the Murray Ridge, which is around 3,000 metres in height
  • The second option proposes laying a dual-sized, single pipeline from the Oman coast near Ra’s Al Jifan to the Indian coast at Gujarat, via a Mid-line Re-compression Station situated on the Murray ridge

Jain added the consortium has been working on the geo-politically sensitive project for more than seven years. “Laying the pipeline is a two-year job. Getting the gas supply contracts and financing takes time. SBI Caps is our financial advisor,” Jain said.

Commenting on the IPI pipeline, Kameli said Iran is focusing on the Iran-Pakistan part of the project. New Delhi has not been participating in talks on IPI pipeline.

“Iran’s production is going to rise from the current 700 million cubic metre per day to over one billion cubic metre per day in three years. So, Iran will be a good and reliable supplier of natural gas to consuming nations like India,” Kameli said.

In a related development, ONGC Videsh managing director N K Verma refused to confirm recent reports on Iranian authorities having agreed to award a $3-billion contract for the development of the Farzad-B gas field in the Persian Gulf to India. “We have not yet heard anything on the matter from them,” Verma, who was also present in the event, said.

ONGC Videsh, the overseas investment arm of state-owned explorer Oil and Natural Gas Corp had earlier this year submitted a $10-billion integrated proposal to Iran for developing the gas field and shipping the gas to India. A consortium of OVL, Oil India and Indian Oil Corporation had discovered 12.8 trillion cubic feet of reserves in the gas field in the Farsi block in 2008.
