If all of pakistan's affairs are run properly and not operated as a personal fiefdom---there is no reason for establishment to jump in---.
Why did you not address that part---?
You can't pretend to be so naive. Everyone knows who has the remote control irrespective of if there is a civilian government or not. Control over foreign policy, internal policies leaves civilian government being Name-Sake.
Besides, was it civilian governments who decided on pushing country in Afghanistan mess by fighting America's war? Creating Proxies/Mujahids? Promoting Fundamentalism as state policy? First bias and then brutality on East Bengal?
Pakistan's reputation in today's world has owed a lot from the directions that establishment had taken in the past and it's attitude of "It above law"..."Establishment Can't be questioned". Don't you agree?
