The nuclear weapon was for preventing a full scale war 2 front war with china with a mind of enslavement, not the pakistani examples you quoted. We are capable of dealing with a short war war with both the aforeshore mentioned countries, and even that is a probability.Based on your reply i can already see that you don't know much about defense needs of a country. Kargil happened when we had nuclear weapons ...Parliament attack and post forces deployment also happened when we had nuclear weapons...China's incursions in Ladakh and other regions are on all the time when we had nuclear weapons...USA and USSR were mighty enemies and a threat of war was always there...even though they had nuclear weapons which can wipe out earth may be 10 times....so in short..."NO"....Nuclear weapons may give you an insurance that you will not be run down by the enemy without them getting an unbearable response, however a) It cannot guarantee a no conflict zone for good b) certainly can't do jack in a limited conflict.
Thus more than a decent conventional firepower is need of the hour...Also this deal is for replacing the existing machines that we had...if not this then what should we do when our existing feet retires?? Make more nukes??

In reality the actual defense budget of India is barely 1.8% of our GDP.Now if we consider all the internal security related expenses(we have nearly a million strong Central Armed Police Forces which is under the command of Ministry of Home Affairs/The Interior Ministry) plus the expenses related to the Strategic Forces Command and Atomic energy Commission then the expenses add up to 2.4% of the GDP which is still a meagre amount considering the fact that we have got two hostile nuclear armed neighbors.What matters is military expenditures as % of GDP:
