India could have bagged the deal for Rafael including terms on integration space for Astra, without having to buy missiles from France at extra cost .. Even at subsidised price... Increasing demand from UAE .. Successful deal with Egypt has mitigated the chance of France accepting the deal... US Iran deal which has finalised majority of high risk points is also a reason... I think...
I don't know if you know the current status. Asking the french to reduce per unit price, allow India to integrate other weapons into it (which is more work and costly), and then follow Offsetting laws to build in India.....the French officials negotiating have gone back to their government and told them this deal is a loss in terms of profitability and time. They'll ge penalized to be late but that's due to India's compliance needs for offsetting laws, plus they don't want to do more work for less money.
So as of this morning 8 AM Paris time, this deal has stalled. Let's see what comes out in the media in a couple of days!!
