Like Pakistan always gives that lame excuse that terrorists infiltrated into India are 'non-state actors' and that they have nothing to do with them. A convenient method of conducting terror activities in India without accepting responsibility, like 26/11.
So then, India should take a leaf out of this tactic of the Pakistan Establishment, send terrorists into Pakistan and shun all responsibility for their actions by contending they are 'non-state actors' and that India has nothing to do with them!
So let's do what Pakistan is doing to us! After all, two can play this obnoxious game. Such covert operations were terminated by the then PM Gujral years ago. It's time Modi brought this strategy back to make Pakistan think twice before attempting anything, knowing full well that the cost of conducting terror activities in India would be unacceptably high for Pakistan.
We want peace and progress with Pakistan, but not with a gun pointed at our head.
