Russia is clearly interested in resetting ties with Pakistan

When Russian Deputy Prime Minister Dmitry Rogozin came here in July, Prime Minister Manmohan Singh, had a request to make: Could Russian President Vladimir Putin put off his visit to Pakistan in October so that the optics of the India-Russia summit meeting scheduled in November could remain unimpaired?

Mr. Rogozin demurred. Privately his diplomats explained how that would be difficult. Russia was as concerned as India about terrorist activity with bases in Pakistan but Moscow could not be more antagonistic than New Delhi which too is trying to build bridges with Islamabad through a dialogue process.

“We should not dramatise an outdated situation. Even in India, which Indian leaders can say Pakistan is an enemy?’’ stated a Russian diplomat. Even otherwise, the Russian side communicated to New Delhi, Mr. Putin’s proposed first-ever visit to Pakistan was more to do with Afghanistan where any future settlement of the problem will depend on how its neighbours will act, they said.

To South Block’s relief, Mr. Putin did put off his visit to Pakistan. But in an indication that Russia is clearly interested in resetting ties with Pakistan, that was not the end of the Russia story involving India and Pakistan. Russian Foreign Minister Sergei Lavrov, who was to visit India on October 4, landed instead in Pakistan. His Cabinet colleague, Defence Minister Anatoly Serdyukov postponed his scheduled visit to India as Pakistan Army Chief Asfaq Parvez Kayani flew to Moscow.

After Mr. Putin cancelled his trip, Moscow offered to send Mr. Lavrov in his stead. Islamabad was initially reluctant. Like India which did not like the idea of Mr. Putin first going to Pakistan, Islamabad did not want to be offered a Foreign Minister instead of a Head of Government. But Islamabad relented two days before Mr. Lavrov landed.

Officials in South Block maintain Mr. Lavrov had offered to come here from Pakistan but External Affairs Minister S.M. Krishna was unavailable. They also dismissed the suggestion that Mr. Serdyukov had put off his India visit to meet Gen. Kayani in Moscow. “If Mr. Serdyukov had come to India as planned earlier, he would have reached Moscow in time to meet the Pakistan army chief,’’ said one official.

But New Delhi knows only too well it no longer has exclusive rights over Moscow. Russia has sold helicopters for civilian purposes to Pakistan which can be converted to military use with minimal fuss. This trend was only to be expected after India shifted from direct purchases of defence equipment from Moscow to competitive bids in which Russian companies lost a number of orders to the U.S. and other western companies.

India diplomats concur with their Russian counterparts over the main reason for closer Russia-Pakistan engagement — economics and securing the Russian underbelly from religious extremism. “We are not sleeping over the developments. It is entirely in the context of Afghanistan,” the official said.

Growing Russia-Pakistan ties are a reality that India will have to live with as part of Moscow’s growing engagement with other countries in the region such as Bangladesh and Sri Lanka.

“India could have been more loyal to Russia in the field of military and technical cooperation and saved it from the disagreeable situation in which Moscow on its own has to search for markets to sell military equipment meant for Delhi,” said another Russian diplomat. The consolation: even in the most optimistic scenario, the diplomat asserted, military cooperation between Russia and Pakistan would remain insignificant and would not alter the balance of power in the region.

Also we should all spit on the face of Russian president because while he braggs about not selling weapons to Pakistan as India enemy, Russia is the largest weapon supplier to China which is India's largest adversary and threat - even bigger than Pakistan. And Russian made weapons has been used to defeat India.

The primacy given by the Russian Government under President Boris Yeltsin to its strategic partnership and military supply relationship with India. The invoking of the Pressler Amendment by the US Bush Administration in 1990 led to a ban not only on the supply of new military equipment to Pakistan, but also spare parts and maintenance, repair and upgradation facilities for the US equipment sold or supplied to Pakistan before 1990. Apart from the purchase of the Agosta class submarines and re-conditioned old Mirage 5 fighters from France, Pakistan could not succeed in finding alternate sources of supply in the West partly due to the cash crunch and partly due to the fact that even equipment, particularly for the Air Force, manufactured by other Western countries such as Sweden had components such as the engines etc sourced from the US and their sale to Pakistan by those countries also attracted the ban under the Pressler Amendment. In its anxiety not to dilute the primacy of its relationship with India, Russia not only spurned Pakistani approaches for the the purchase of Russian equipment, but also tried to create difficulties in theway of other former components of the USSR like Ukraine selling items such as 300 tanks to Pakistan.
While the primacy given by Moscow to its relationship with India was an important factor in its rejection of Pakistani indications of interest in the purchase of Russian equipment, there were other factors too such as Pakistan's payment difficulties and serious doubts in the Russian mind about the sincerity of Pakistan's interest. Russian officials suspected that the Pakistani military, particularly the Air Force, continued to covet US equipment and that Pakistan's repeated expressions of interest in Russian equipment were really meant to cause concern in the US that if it did not dilute, if not remove the Pressler Amendment, it might drive Pakistan into the hands of the Russian military industry and lose whatever influence it still had in the Pakistani armed forces.
The role of the Inter-Services Intelligence (ISI) of Pakistan in the creation of the Taliban and in assisting it in capturing power in Kabul and in subsequently extending its control to over 90 per cent of the Afghan territory and the equally active role of ISI-supported religious extremist organisations such as the Markaz Dawa Al Irshad and the Lashkar-e-Toiba, its militant wing, the Harkat- Ul-Mujahideen (HUM) and the Tablighi Jamaat in assisting anti-establishment and Anti-Moscow religious extremist elements in their violent activities in Tajikistan, Uzbekistan and Chechnya. Moscow has repeatedly expressed strongly its concerns over the lionisation of extremist leaders from Chechnya in Pakistan and over their training in camps in Pakistani and Taliban-controlled Afghan territories. In the early 1990s, during the second tenure of Benazir Bhutto as the Prime Minister, the ISI and these religious extremist organisations had clandestinely trained Bosnian Muslim groups, with the knowledge of the US, for fighting against the Serbs. The present Nawaz Sharif Government has extended similar clandestine assistance to the Muslims of the Kosovo Liberation Army (KLA) in their fight against Belgrade. Russian officials suspect that despite Pakistan's unhappiness at Washington over the invoking of the Pressler Amendment, it is letting itself be used by the US as its cat's paw to bring about the disintegration of Yugoslavia and fear that the US is similarly using Pakistan to create disaffection against Moscow in the Muslim population of Chechnya and other places in Russia. The alarm created in the Central Asian Republics over the future plans of the Taliban is also shared by Moscow.
Moscow's unhappiness over the ineffectiveness of Pakistan's narcotics control authorities in preventing the increasing smuggling of narcotics to Russia from Pakistan through the Central Asian Republics.

It has already been done once and can be done again.. grounding most of your Air force and important logistics.... Ukraine might come for the aid but they too have limitations specially in the field of after-burning turbofan engine.

What must also be noted that.. inspite of repeated visits by the Head of State Pakistan Zardari and COAS Keyani and all that boot liking in Russia to go with tail wagging in Pakistani media and Pakistan.. and rest longer than **** and deeper than **** still gets them spit on the face.

You must be at a very High post in Pakistani Govt. to challenge the Authority of Russian spokes person and their Deputy PM... what are you ?... I don't think even your Head of State and COAS have such guts.

This Indian strategy is old and failed, first Talibans are in power and Northern Alliance and other elements ars weak so investing in such proxies is waste of time and money, secondly Russia is not interested in Indian gameplay in A'stan thats why they are engaging Pakistan. :D Against Pakistan India best bet is TTP, Americans using them and later may cancel some leaders and give remaining assets to India.

Only an idiot would be unaware that JF17 uses a specially modified engine and as well all millitary hardware end user certification is required. That means Russia decides if the end user is approved to have the engines or not regardless of where they are exported. You are arguing a notion that engine were exported to China and then re-exported to Pakistan which only exposes your frail understanding of military affairs. Putin himself signed the export declaration to permit export of engines to Pakistan knowing full well what the intended use was. Indians tried their best to wiggle the Putin wrist with no success

General Kayani’s upcoming visit follows the first ever trip to Moscow by Pakistani Air Chief Marshal Tahir Rafiq. It’s not clear whether the two sides have followed up on those decisions but the 50 JF-17 Thunder fghter planes that China is supplying to Pakistan use a Russian engine, and it’s likely that Russia gave the green signal for China to go ahead. New Delhi was probably not impressed, but it has kept its silence.

Indians have a habit of thinking that they are center of the world, it is a legacy from the caste system where as the truth is otherwise. India does not have the strategic outpost which Pakistan posses which means if Pakistan as a state is crippled, it will have dire consequences on the entire asia. While if India as a state is cripped either economically or militarily, it will have a jack sh_t impact on whole Asia other than a considerable hike in desperate Indians trying to work in gulf countries illegally. Russia has blocked the sale of 100 RD-93 engines to China for FC-1, the joint Sino-Pak fighter, which could emerge as a rival for its MiG-29 fighter in the global markets, according to a report on Monday. "The new contract with China for the sale of 100 RD-93 engines has not been signed," Kommersant reported quoting its sources in the military-industrial complex.

The T-80UD supplied to Pakistan was from the Soviet Union... the part of which became Ukraine and got the share of Partition as did other countries who broke out... Those old T-80UDs were rotting for years in the open(with Ukraine having no industrial base to support them).. when Pakistan decided to buy it... and Ukraine got much wanted $$ for their new MBT projects.

There are still there as we speak and If Pakistan is so interested in having them they can go and pay a few millions more in $$ Ukraine would be more than Happy.

Thats the Problem with Pakistani... you cannot think independently... you need some one.. like a helpless 32 year old woman needs a man to protect her... feed her and and support her through the life.

The mentality has been there through intense rape and submission the people have made through the years to different set of invaders.. you think your country as an asset for some other nation.. like a depraved woman who thinks her body as an asset for other men... you cry If any-thing happens to you and ask other to correct it in your country... you allow US drone strikes and blame the US drones for killing your people... The sooner you get out of this the better for you and rest of the world.

In the longer run.. India and Indians think of achieving self sufficiency and self reliance in most of the fields unlike you and your country who cannot not get out of the mindset of being controlled by others... today your country is crippled and your people are flooding Gulf for work... your state is breaking and yet you want a Master to control and Order you.... It was the US earlier and is still is... now you want Chinese to take the role and are appeasing Russian to do the same.

Think about this and conclude where you are heading towards... even an animal can learn if they are taught the proper way you are still humans.

Again a problem with Hindustani they think the world revolves around them. The objection to engine sales was made by chiefs of Sukhoi and Mikoyan on the basis of emerging as a competitor to Mig 29.

Some countries have their own side - India and some like minded countries do not need to side with anyone - they have their own independent policies, and routinely follow policies that they think is appropriate, these steps might look as if its favoring one or the other sides, but the steps are purely taken with regards to their own liking or their understanding.
