Seems like you dont know the meaning of aspiration..he was saying he has a dream of making Mumbai better than Shanghai actually it was not his idea..its Maharashtra CM's idea and PM just share his aspirations..The project was started too..but Human Right groups and other NGO organisations protested and had some march against it....So the entire project was halted..
