Military is not a Priority in India so they go un check many times while in Pakistan Military is taken Seriously and that is why Pakistan keep a decent arsenal in comparison to military Expending by Pakistan.

we have just four modern 4 ships and 3 subs every thing else is at the end of its life
army has its own problems now with war in north west so most of the funds go there

His Major Priority is still Economy so Next Decade may be when India would start taking their Military Seriously. Until then dont keep your hopes high.

Good economy with weak military is not good. Both have to grow together. You cannot allow enemy to screw you because of weak defense.

Air force development got Cancelled by the Lack of Funds due to very worse Economic strife and it has impact on whole Country not just Military within these 7 years and it had nothing to do with our Military Planning. On the other hand India has major Deficit in Planning which is why India couldnt able to Gain Advantage of 7 times Bigger Defence budget compare to Pakistan.

India has Adequate Defence against their Immediate Enemy so instead of keeping Multiple Priorities and getting Confused on both its better to develop one that need Attention as India have got Huge Poverty Problem so Economy is first and foremost Priority while defence has Adequate resources available to their Disposal to defend the country.

Reading the article got me thinking otherwise. Now it is not defense vs poverty question. In India each scam is almost $50 billion. And you will have at least 7 to 8 such scams every years. If corruption goes down poverty will go down.

The first thing Modi has to do is sign MMRCA deal, then fasten up delayed defense deals and increase the defense budget.

If there was another country, those 126 planes would have been flying with their air force. There would have been an order for at least 60 more and talk of assembly and some transfer of technology.

But this is India. Contract for advanced jets going on since 2007, no plane in the inventory yet. Since 2007, despite limited resources, Pakistan on the other hand has multiplied its force.

By the way, it would help if you learnt at least something before you posted. The deal INCLUDED ToT and local manufacture. You have proved that you're points are not to be taken seriously.
 
Impasse over Rafale jets
The Rafale fighters are expected to replace some of India's existing Mirage jets and MiGs. However, defence military officials have said that India insists that Dassault takes full responsibility for production of the air-craft at a state-run facility in Bengaluru.

France has said it will help Hindustan Aeronautics Ltd with delivery schedules, however it cannot give guarantees of air-craft production at a facility that it has no administrative or expert control.


Defence Minister Manohar Parrikar had said at the airshow that India will make a decision on the fate of this deal after March, when a committee of the defence ministry will deliver a report on the issue.

Chairman at Indicia Research and Advisory (a New Delhi-based defence consulting firm) Deba Mohanty said that cancellation would be "disastrous".

"It's a really tricky situation in which the supplier is unhappy, the bureaucrats are unhappy and the end user is disappointed," said Mohanty.

Over the last few years, India successfully introduced Boeing's (BA.N) C-17 and P-8 Poseidon anti-submarine aircraft along with Lockheed Martin's C-130J. Experts said thiss hows off-the-shelf solutions work best.

On the other hand, under Modi's "Make in India" programme, building a domestic defence industrial base is emphasised to reduce dependence on foreign supplies which led to India becoming the world's biggest arms importer.

As a result, the DRDO is working on the Tejas Mark II which is slightly larger than the original place and will feature more powerful engines and better radars along with updgraded avionics.

Local train jets, helicopter programmes and light transport aircrafts are also under way.

"People who fly planes want the best value for money, which means off-the-shelf," said Aboulafia. "People who want jobs and technology development schemes have different priorities. That's why the two groups don't like each other much."
