long article from what I get seems like IAF will not be able to achieve its sanctioned strength by early 2030s.
in my opinion here is how IAF will likely look in 2025::
PAK-FA/FGFA looks unlikely before late 2020s
Rafale might get follow on orders
Tejas production rates will increase
AMCA might have shorter prototype to production cycle but not be ready for service by mid 2030s

IAF in 2025:
likely will have

312 Su-30 MKI (being upgraded to super sukhoi standard with su-35s & pak-fa accessories.)
36+18 Rafale
40 MK1 + ~20 MK1A Tejas being inducted

51 Mirage-2000 upgraded
61 Mig-29 Ugraded
100 Jaguars upgraded

Mig-21/27 retired... by 2025

PAK-FA/FGFA unlikely to be in production by then so is MK2 Tejas or AMCA...
Single engine fighter procurement likely canceled
