That is a Lie. If you are declaring 100% of the value of the land/house then what is the need to pay him in cash ? You can pay him by cheque and he can withdraw as much cash as he wants from the bank.

The ONLY reason to pay anyone 50% of value in CASH is to help him evade tax and indulge in Black Money.
