This is a very likely scenario if India does not pay for the repair. India threatening penalty is just a bargaining gimmick. We know that India will get no carrier if it does not pay up. There must be some behind the scene haggling and the end result is that India will pay up with a promise from Russia not to screw India over again. And Russia will promise after altering the language for loopholes. Thankfully for Russia and India, India has too much money so continuing scamming from Russia is no big deal.
