WASHINGTON: As part of their effort to enhance defence engagements, India and the US have agreed to identify areas of cooperative and collaborative projects in advance defence technologies and systems in the next one year.

Applauding bilateral defence cooperation and expressing satisfaction with the progress achieved to date in defence relations, Prime Minister Manmohan Singh and US President Barack Obama in a joint statement yesterday emphasised the need for more intensive defence cooperation on both sides.

The two leaders, post their meeting at the White House on Friday, endorsed a joint declaration on defence cooperation as a means of enhancing their partnership in defence technology transfer, research, co-development and co-production.

"The two sides look forward to the identification of specific opportunities for cooperative and collaborative projects in advanced defence technologies and systems, within the next year," the Joint Declaration on Defence Cooperation said.

The two countries share common security interests and place each other at the same level as their closest partners, the joint declaration said.

The same principle will apply with respect to defence technology transfer, trade, research, co-development and co-production for defence articles and services, including the most advanced and sophisticated technology, it said.

The declaration said the both countries "will work to improve licensing processes, and, where applicable, follow expedited license approval processes to facilitate this cooperation. The US and India are also committed to protecting each other's sensitive technology and information".

The US said that it continues to fully support India's full membership in the four international export control regimes, which would further facilitate technology sharing.

"The two sides will continue their efforts to strengthen mutual understanding of their respective procurement systems and approval processes, and to address process-related difficulties in defence trade, technology transfer and collaboration," it said.

Obama welcomed India's decision to participate in the Rim of the Pacific (RIMPAC) naval exercise hosted by US Pacific Command in 2014.

The two leaders, in the spirit of their continuing non-proliferation cooperation, reviewed the close cooperation of the US-India to realise New Delhi's intention of joining the multilateral export control regimes. Obama also reaffirmed the US support for India's early membership in these groups, the declaration said.

Looking ahead to the 2014 Nuclear Security Summit in The Hague, the two nations will seek to deepen their cooperation through the 2010 Memorandum of Understanding with India's Global Centre for Nuclear Energy Partnership, to strengthen global nuclear security.

The two leaders also called for expanding security cooperation between the India and the US to address 21st century challenges in the areas of counter-terrorism, cyber, space, and global health security.

U.S.-India Joint Declaration on Defense Cooperation


India-United States defense cooperation and engagement has increased significantly over the past decade, in step with the overall deepening of India-U.S. relations. We continue to work toward achieving the full vision of expanded defense cooperation set forth in the 2005 New Framework Agreement.

In this context, India and the United States endorse the following general principles for fulfilling this vision:
• The United States and India share common security interests and place each other at the same level as their closest partners. This principle will apply with respect to defense technology transfer, trade, research, co-development and co-production for defense articles and services, including the most advanced and sophisticated technology. They will work to improve licensing processes, and, where applicable, follow expedited license approval processes to facilitate this cooperation. The United States and India are also committed to protecting each other’s sensitive technology and information.

• The United States continues to fully support India’s full membership in the four international export control regimes, which would further facilitate technology sharing.

• The two sides will continue their efforts to strengthen mutual understanding of their respective procurement systems and approval processes, and to address process-related difficulties in defense trade, technology transfer, and collaboration.

The two sides look forward to the identification of specific opportunities for cooperative and collaborative projects in advanced defense technologies and systems, within the next year. Such opportunities will be pursued by both sides in accordance with their national policies and procedures, in a manner that would reflect the full potential of the relationship.

Technological gap between India and US is too great ....there will be very few common grounds where meaningful joint ventures can be conducted !

Finding such areas of common ground and common interests with mutually complementing capabilities in itself will be a task ....

Good for India I guess but bad for China and Pakistan - and - this may lead to a decision someday within couple of years. What decision? Its a foretold decision of China and its shared defense pact with Pakistan. Naimatuallah Shah Wali is about to prove right yet and yet again and when he would.. Indians wouldn't like to know what next he foretold.

We it will most definitely ,but its also upto our planners and diplomats to massage some freebies wherever we can in the name of a greater strategic partnership,

well have to wait and see what comes out of this.

why do u guys have the tendency to fall deeper into ignorant drivel mongering whenever ur brought up with a challenge? China is beter off going Alone , Pakistan quite frankly is more of problem than a solution. UR shyttines outweighs ur resourcefulness.

India has dealt cautiously so far vis a vis US .

But Pakistan has played ang got played into hands of both US as well as China !

Don't know if it god or bad for India. As we know relations between Pakistan and USA are getting worse because of drone attacks so USA should have strong ties with any country in this region. So he goes with India. If relation between USA and India get stronger then the relations of Pakistan and Russia can be strong. So strong ties between India and USA can benefit Pakistan

No other country except pakistan has so spectacularly failed at common stetesmanship .
Don't go about Equating India with Pakistan. Even smaller vassal states show more backbone and less deceit.

Maybe Yes , may be not . US is not saint ....I can't explain sudden American discovery of Indian virtues after decades of hostility ....except China angle .

I do believe while India needs to move from Cold war era mentality but as far as US is concerned India needs to trade carefully .


As far as Pakistan is concerned...It is real sad despite close relationship it enjoyed with Superpower like US ....It failed to corner real fruits of that close relationship.

Us gave Pakistan what it wanted ....but Pakistan didn't ask right things ...


US is good is using countries like tissue paper and throwing them away ...once it's job is done .


I hope India will play with US correctly .


Truth is that India subcontinent is turning into theater of Shadow boxing between Superpowers and people of subcontinent are the biggest losers !

Yeah, who is this Naimatullah Shah dude? Is he some kinda fortune teller or prophet to make some prophesies?
Anyway do tell us what he prophesised. Lets also see what this new prophet on the block is.

I am not in the favor of judging our potential as a "by-product" of relationship which India has with a country but keeping this aspect aside, I do not see Pakistan will have voluminous benefits from Russia because India looking somewhere else. Russian interest in this region are not opposite to that of India and if you evaluate, its USA who has changed its stance towards India and Russia is keeping the lines it had. That means Russia doesn't need to change its ally from India to Pakistan. A stronger India wouldn't hurt Russia and I do not see any major change happening in the equation of India, Russia and Pakistan.

However in the eyes of Russia, Pakistan has turned and will be seen rather a neutral country. Russian interest in the new decade will remain business oriented and in terms of Business, India values more, but Pakistan values too. But because of India-Pakistan resistance, India will keep canceling (or reducing) our due potential of trade and defense benefit from Russia. That means a slight increase in cooperation between Russia and Pakistan may happen. Pakistan on the other hand has China as more reliable partner than Russia and Pakistan may not need to look towards Russia either.

Looks like my post has actually hurt you. Never mind but I have mentioned an expected and rational balancing equation. To India and you, obviously Pakistan is a trouble and this means a lot to China. Also its only India who talks of two front-war but for China and Pakistan, its two-front-attack on a common enemy. If you don't see potential, I wonder what is visible to you.
