NEW DELHI: What would global poverty look like if we worked with national poverty lines instead of the accepted international definition of $1.25? Economists Ugo Gentilini and Andy Sumner set out to answer this question and among their findings is that one of the biggest changes would come on account of India - a 45 million person-sized change.

Gentilini, a policy adviser at the United Nations World Food Programme, and Sumner, a Research Fellow at the University of Sussex's Institute of Development Studies, looked at national poverty lines in 160 countries to compare their domestic poverty numbers with those that come from the internationally accepted $1.25 poverty line. At the aggregate level, the two sets of poverty lines are significantly correlated. However with some countries, there are big differences.

Even with its national poverty line just a short way below the $1.25 line, India has 45.5 million fewer poor people according to national estimates than the international community's count, Gentilini and Sumner show in their IDS working paper. In absolute terms, this makes India's national poverty numbers the biggest 'under-estimation' in comparison to the international definition, of any country. China's poverty line 'under-estimates' poverty by 44 million persons but its new definition of poverty, say the authors, comes close to the $1.25 line.

At the other end of the spectrum, Mexico's national poverty estimates of 52 million poor are the biggest 'over-estimation'; the $1.25 per day line puts poverty in Mexico at just 4.8 million people. Just slightly behind Mexico is, surprisingly, the United States; by the international definition, it has no poor people. By its own national definition, however the United States has 46 million poor people.

Part of the explanation is that the $1.25 line is arrived out by averaging the national poverty lines of the 15 poorest countries while a majority of the world's poor now live in middle-income countries, an issue Sumner has written extensively on. "A n interesting question is whether the international poverty line should be based on the average national poverty lines of the countries with the highest number of poor people, rather than the average of the national poverty lines of the poorest countries," Sumner said in an email.
The other issue is that how a country defines its poor is essentially political. So while Japan considers a fifth of its people to be poor, its poverty line is far higher than that of India or China. "Recent upward revisions of national poverty lines in China and India show that policymakers are recognizing the challenge [of low poverty lines]," Sumner said over email. "They are also exploring new ways to better connect national poverty definitions and measures to domestic social protection systems and programs," he added.

Lets post the rates of food items along with basic necessities. Give them a tour of the situation present here.

Why don't you come to India. People over 50 years of age in Indian villages can work in 45 degree temperature and above, walk kilometers and do farming entire day on diet of milk, one onion and 4 rotis, boiled water with mixed chili powder and salt...not on diet of mutton shutton, chicken biryani.

These people live longer than anyone in India. They even smoke bidis and cigarettes but on an average dies at age of 70 or above.

Come to India, I will show you around how tough these "poor" people are. Coz I have lived with them for months.

If you don't know the ground realities, ask it rather than rant about to get back on us without any reason.

because here you can get a plate of rice,fish curry,a veg item for Rs 17.
In Western countries how much would that cost?? Not less than 4dollars.

What about the 35 kg rice/wheat given free of charge to BPL families. Add to that free medical care & education.

Many poor in India also owns 2 wheelers & live in well made houses? Whats your point?

in america 1 cheap pen cost 2 to 5 dollars.... in india we can get 10 good pens in 2 dollars.... Just an real example.... in america a good hotdog cost 2 dollars (before i think it was 1 dollar).... in india we can get 20 kg rice in 1 dollar (that is for bpl).... Cant match indian poverty by american standard.... My auntie went italy in 2008.... She and her friends eaten special italy pizza.... She came home in india and told me it cost around 15,000 indian rupees for 3 pizza which taste like yuck.... This is the reason today europe facing economic crisis.... They just spend like hell.... People shouldnt compare poverty by american standard....

So going by the International Povery Line, 33% Indians are below the poverty line(who have access to subsidized public distribution system), so no more "more than 60% below poverty line" bs thanks.

Also the difference in National and International povertly lines is almost negligible now.

Indeed, China’s new NPL (2,300 yuan) is somewhat similar in PPP terms to the IPL of $1.25/day, and so is India’s new NPL based on the method proposed by the Tendulkar Committee endorsed by India’s Planning Commission

The latest poverty limits of Rs. 29 for rural areas, i.e., $0.53 is much more in PPP. Since the purchasing power of rupee compared to a dollar is roughly 2.5 times more, this translates to 0.53 x 2.5 , which is $ 1.325. And this is above the international Poverty line of $1.25 a day:enjoy:
So in short, we aren't underestimating anything.....

When i visit threads like these i seriously feel like i live in a different country coz the India i live in is very different to this.Last week i was going through an area which had a poor population and i dont know why i felt like stopping and having a look at their lifestyle maybe coz i had read a few articles here on PDF but i was shocked to see these so called poor people having Chinese mobiles,TV sets with cable etc.

I honestly believe instead of 29/50 rs thing we must look at their lifestyle and then decide what they are.In 1 USD you can buy a lot of stuff in India and US standards need not be applied to India.
