If the ONI is dismissing capabilities, then it's far more realistic.
Facts speak for themselves. Your first real deterrence patrol was carried out in 2015, just a few months before Arihant was commissioned. And from within your regional waters, your only realistic targets are in India, not the US.
Back in 2009, I can only say that ONI was trying to predict the specs of a future nuclear sub that didn't exist yet.
And for sure, they wouldn't figure out that China has already mastered the technology of the shaftless pump-jet propulsion prior the construction of the Type 095/096.
If ONI wanna keep sticking their mentality in the 1990s, then that's their problems, not ours. We have no obligation to accept their indoctrination.
