A phenomenon which the Pakistani military leadership hopes to exploit. Thus far, our political structure and law of governance have prevented this from happening so it's still an unlikely probability.

The question still remains, what can Pakistan offer any newly formed state?

Kashmir is merely a flash point of hostilities between two religious communities. It's unproductive to view it as an insulated territorial conflict. Yes, Southern states are less likely to have strong opinions on Kashmir but you deal with India as a whole through the central government which represents all states. So when you point nuclear weapons at India, it includes the North, South and East. It's similar to how the rest of the world deals with the EU.

Seriously, if Pakistan has any conflict with india then its overtly associated with Kashmir. Rest are at their own, so their is no state policy involved with any of such separatist movements in india.
