It's pretty absurd an outside agency (UNESCO) is dicating to Indian authorities how it modernises its own infrastructure!

That's because Chhatrapati Shivaji Terminus is a world heritage site.Its a historical monument.You can't simply modernize something like that.If you do that it won't be a historical monument.You should renovate it.
