Take active part in the process of nation building: Vice President tells young students

Develop the habit of living with nature; Interacts with students from Jawaharlal Nehru University

The Vice President of India, Shri M. Venkaiah Naidu has asked the Students to take active part in the process of nation building. He was interacting with the fresh Students from different centres of Jawaharlal Nehru University, here today. With more than 65% of the population below the age of 35, it is essential for a country like India to realize its demographic dividend to become an economic superpower, he added.

The Vice President explained the students about the parliamentary system and the role and functioning of both the houses of Parliament. He also stressed on the importance of committees such as Parliamentary Standing Committee and informed them about crucial Parliamentary procedures. Indian Parliamentary system is the best and our three-tier structure of governance help the governments implements programmes, he added.

The Vice President asked the Students to develop the habit of living with nature. We need to protect nature and culture for a better future, he added.

Saying that ‘Share and Care’ are the core values of Indian Philosophy, the Vice President also asked them to develop the feeling of oneness and be empathetic to needs and sufferings of fellow citizens.

The Vice President asked them to take active role in welfare of their native places adding that one should never forget their Janmabhoomi. He also asked the students to remember the Mother, Mother tongue, Guru.

The Vice President advocated that a leader should possess four C’s – Character, Calibre, Capacity and Conduct. Four D’s for the youth – Discipline, Determination, Dedication and Devotion to the cause are vital for national development, he added.

Be proud to be called as Bharateeya and live as Bharateeya, the Vice President advised. He also asked students to aim and dream high and also work hard to realize the dreams.

More than 250 Students from JNU have participated in the interaction and the Vice President has personally shown the Uparashtrapati residence to the Students.

* The change in the NEET exam pattern (as against the statement made on 7th July 2018), which will now be a single exam in pen-and-paper mode and in the same number of languages as has been conducted last year, is on the request of the Ministry of Health and Family Welfare, who wanted the same pattern followed last year to be maintained.



NTA is also establishing a countrywide network of test practice centres (TPCs) for students of rural areas so that everyone will have an opportunity to practice before the exam. (2,697) Schools/engineering colleges with computer centres are being made available on every Saturday/Sunday starting from 1st September, 2018 and any student can use the facility free of charge. An App is being developed which will enable the students to choose the nearest TPC.



The TPCs will have a downloaded Computer Based Test (CBT) which will be similar to the actual test to be conducted on the exam day. The practice tests will help the candidates to familiarize themselves with logging into the system, going through the detailed instructions regarding the test, using the mouse or numeric keyboard on screen (virtual) for attempting each question, scrolling down to the next question, navigating between questions, reviewing and editing their options and submit questions.

Create urban amenities in rural areas & adopt eco friendly approach: VP tells budding Architects

Addresses 3rd Convocation of School of Planning and Architecture

The Vice President of India, Shri M. Venakaiah Naidu has advised the Students of Planning and Architecture to create urban amenities in rural areas by providing facilities for people living in rural areas at an affordable cost. He asked authorities, Architects & Civil Engineers to adopt eco friendly approach while designing infrastructure with a perfect blend of modernity and tradition. He was addressing the 3rd Convocation of the School of Planning and Architecture, Vijayawada in Andhra Pradesh today. The Governor of Andhra Pradesh & Telangana, Shri E.S.L. Narasimhan, the Minister for Social Welfare and Empowerment, Andhra Pradesh, Shri Nakka Ananda Babu and other dignitaries were present on the occasion.

The Vice President highlighted on the need to amalgamate tradition and technology to improve the built environment and said that one must work towards sustainable development and ensure that rural areas are not turned into concrete jungles.

The Vice President appreciated the SPA Vijayawada for maintaining standards at par with premier institutes like IITs and NITs and said that it is important that the institution sets its new benchmarks, high standards and create its own brand.

The Vice President said that the role of Architects and Planners in 21st century is not limited to merely designing and giving shape to human settlements and buildings. He called on architects (Engineers) to be innovative and creative to meet the requirements of a fast-changing world in which digital technologies are playing a pivotal role in shaping every aspect of life.

The Vice President advised students not to remain complacent and always aim at achieving excellence. You should become trendsetters in your field and become partners in India’s growth story, he added.

Saying that leading scientific universities of the world not just focus on teaching, but also make efforts to become the nerve centres of innovation and incubation, the Vice President asked the institute to take steps to reach and touch the lives of masses. He also urged all students, faculty and the graduates to strive towards research and innovation.



Following is the text of Vice President's address:



"I am delighted to address and share my thoughts with all of you on the occasion of the Third Convocation of the School of Planning and Architecture, Vijayawada, an institute of national Importance under the Ministry of Human Resource Development of the Government of India.

I congratulate all the graduates who have crossed an important milestone in their career and are awaiting a bright career.

This convocation is special as it coincides with the 10th anniversary of the opening of the School of Planning and Architecture Vijayawada. In the last 10 years, SPAV has walked a long and commendable path. In 2008, it started from the temporary buildings in Acharya Nagarjuna University.

As it expanded its horizon and started offering three PG programmes and doctoral programmes, it moved to hired premises in Nidamanuru. Now, it stands on its own and is offering five PG programmes, two Bachelors programmes and also doctoral programmes. I congratulate the leadership of SPAV for the rapid strides made by the institution.

I would like to congratulate all the graduands at the Bachelors and Masters level and their parents for achieving this important milestone in their careers. I also express my appreciation to the faculty, the Director and the administration. I would like the the faculty and staff of the School to keep up the high standards of education and research and continue to produce batches of finest professionals needed for our country in the field of Architecture and Planning.

SPA Vijayawada is in the same league as the second generation of IITs and NITs. It is important that the institution sets its new benchmarks, high standards and create its own brand.

Vijayawada is now a seat of exciting transformation as the new capital of the Andhra Pradesh. Thus, SPA Vijayawada gets to witness and participate in the development of the new capital, both geographically and intellectually. It is indeed a great opportunity for students of SPA Vijayawada to observe, study and contribute suitably to the development process.

I am happy to learn that the students and staff of SPA Vijayawada have documented the heritage town of Amaravati last year and that research is in progress to make available credible data of the heritage town in the vicinity of which the new capital is shaping up. I am also delighted to know that SPAV is closely networked with the key research and educational institutes of this region and is offering its research, consultancy and advocacy services to the Government of Andhra Pradesh in setting up the new capital of Amaravati.

Dear sisters and brothers, the role of educational institutes of excellence, which shape young minds of our country in the disciplines of Architecture and Planning, is of immense value and significance. This is because the role of Architects and Planners in 21st century is not limited to merely designing and giving shape to human settlements and buildings, they have to be innovative and creative to meet the requirements of a fast-changing world in which digital technologies are playing a pivotal role in shaping every aspect of life.

Today, the watchwords for everybody are environmental protection and sustainability. This is particularly important for professionals involved in designing new buildings. The need of the hour is to promote eco-friendly green buildings which use less water and optimise energy and take full advantage of digital technology to build ‘smart buildings’ with automated operations.

To address the phenomenon of rapid urbanisation and moderate the effects of migration to urban areas, one must evolve ways to augment the infrastructure and facilities available in the rural and peri-urban areas. In the process of doing so, there is a need to amalgamate tradition and technology to improve the built environment and also work towards sustainable development. It is important to create amenities in rural areas that are on par with urban centres. At the same time, it should be ensured that rural areas are not turned into concrete jungles and there should be a perfect blend of modernity and tradition. It is also important for architects and city planners to uphold our culture and protect nature for a better future.

I am sure that your learning in this institution must have inculcated the right qualities in you to be dynamic and responsible professionals.

Dear students, India is the fastest growing economy and all set to become the third largest economy in the world in the next 15-20 years. Plenty of opportunities await you as you step out to pursue your dreams and achieve your goals. You should never remain complacent and always aim at achieving excellence. You should become trendsetters in your field and become partners in India’s growth story.

As you all are aware, techniques of designing of buildings and planning of cities have evolved over the years and play a major role in creating healthy and prosperous societies. The leading scientific universities of the world are not just focussed on teaching, but are intent on becoming the nerve centres of innovation and incubation of appropriate technology that can reach and touch the lives of masses. In the same way, I urge all students, faculty and the graduands to strive towards research and innovation that can make our cities happier and safer, and our buildings greener and affordable.

I congratulate the graduates once again and request them to whole heartedly and sincerely contribute towards their profession and designing efficient, happier and safer human settlements.

Union HRD Minister launches the 3rd edition of World’s Biggest Open Innovation Model - ‘Smart India Hackathon- 2019’

For the 1st time, Private industry/organisations and NGOs can also send their problem statements to students under SIH-2019

The third edition of World’s Biggest Open Innovation Model - Smart India Hackathon 2019 was launched by the Union Minister for Human Resource Development, Shri Prakash Javadekar in New Delhi today.

MHRD, AICTE, Persistent Systems and i4c have joined hands to make a hat trick with their highly popular and innovative Smart India Hackathon initiative (SIH). SIH-2019 is a nationwide initiative to provide students a platform to solve some of pressing problems we face in our daily lives, and thus inculcate a culture of product innovation and a mindset of problem solving.

Speaking on the occasion, the Minister said that in this new edition of SIH-2019 over 1 Lakh+ students from around 3000 institutions will have the opportunity to work on challenges faced within the Public Sector Organizations and the Union Ministries. And for the 1st time, it will also include problem statements from industry as well as NGOs.

He said that while students would get a chance to create world class solutions for some of the top organizations in the world, it would also be a chance for organizations to meet the brightest young minds and brand themselves from hiring perspective. He informed that the students from IISc, IITs, NITs and AICTE/UGC approved institutions will also compete to creatively solve problems and offer technical solutions.

The Minister also informed that like its prequel, Smart India Hackathon- 2019 would also have 2 sub-editions – Software edition (a 36-hour software product development competition) and Hardware edition (a 5 days long hardware product development competition). He said that Public/ Private sector organizations and NGOs may join SIH2019 to get innovative solutions to their problems in cost effective ways.

Dr. Abhay Jere, CIO, Ministry of HRD said, “With Smart India Hackathon 2019, for the first time we are approaching Public and Private sector organizations, and NGOs for sharing problem statements. We expect about 200+ such organizations will join hands with us to challenge young minds from India to come up with the most innovative solutions”.

The earlier two editions of this initiative were a roaring success. Some major key points of Smart India Hackathon 2017 and Smart India Hackathon 2018are mentioned below.

  • Smart India Hackathon 2017 saw problem statements coming from 29 union ministries of India. Out of the top ideas from this edition, 20 projects were mentored and creatively developed. They are now ready for handover to the concerned ministries and deployment.
  • Smart India Hackathon 2018 involved 27 union ministries and 17 state governments and for the first time introduced a special Hardware edition. The ministries are now in the process of shortlisting some of the best ideas from the 200+ winning teams (under both software and hardware editions) and the process of mentoring and developing full-fledged solutions will soon be kick started. Here is a brief snapshot of Smart India Hackathon 2018.

Innovation Cell and Atal Ranking of Institutions on Innovation Achievements (ARIIA) launched by M/o HRD to foster culture of innovation in Higher Education Institutions

In yet another game changing initiative, the Union Minister for HRD, Shri Prakash Javadekar and Union Minister of State for HRD, Dr. Satya Pal Singh launched the Innovation Cell and Atal Ranking of Institutions on Innovation Achievements (ARIIA)at AICTE, New Delhi today. Innovation cell is MHRD’s initiative and has been established at AICTE premises with a purpose to systematically foster the culture of Innovation in all Higher Education Institutions (HEIs) across the country. The primary mandate of Innovation Cell is to encourage, inspire and nurture young students by exposing them to new ideas and processes resulting in innovative activities in their formative years fostered through Network of Innovation clubs in Higher Educational Institutions.

While addressing the gathering, Shri Prakash Javadekar said that we must create innovation culture in India and for the same we are encouraging Higher Educational Institutions to create innovation club in their campuses. He also said that without innovation no country can achieve sustainable development and prosperity. The Union Minister also said that 21st century is century of Innovation, and the Prime Minister of India has called the decade 2010-20 as the ‘Decade of Innovation’, to unleash the creative potential of every Indian. India has already been improving on global stage in terms of Innovation ranking from 86th place, 5 years ago, to 57th place this year.

He further said that if we want to deliver justice to the poor and make them prosper we need to innovate, without which it is not possible. While talking about young population of the country he said that our young population can be converted into an asset if we innovate and for this reason, innovation is most important. He further said that the establishment of an innovation cell leading to innovation club, leading to Smart India Hackathon and leading to student’s start-ups, are the real eco system which we want to build upon for development of innovation culture in India.

The Union Minister said that for the real outcome there has to be some assessment of what is being done to promote innovation. Therefore, Atal Ranking of Institutions on Innovation Achievements (ARIIA) has also been launched today. It will encourage healthy competiveness among Higher Educational Institutions.

The Union Minister of State for HRD, Dr. Satya Pal Singh said that innovation must become the part of our culture and it must not be limited only to engineering students, it must be open for other students as well. He said that innovation means original thinking and everyone can contribute their ideas to promote innovation.

Secretary (HE), MHRD, Shri R Subrahmanyam, Chairman UGC, Shri D. P. Singh and Chairman AICTE, Shri Anil Sahasrabudhe were also present during the event .

MHRD Innovation Cell (MIC)

Innovation cell is MHRD’s initiative established at AICTE with a purpose to systematically foster the culture of Innovation in all Higher Education Institutions (HEIs) across the country. The primary mandate of Innovation Cell is to encourage, inspire and nurture young students by exposing them to new ideas and processes resulting in innovative activities in their formative years fostered through Network of Innovation clubs in Higher Educational Institutions.

For India to emerge as a global innovation hub, the youth of our country, especially in higher education institutions (HEIs) need to play a crucial role to create a sustainable innovation ecosystem. Hence, ideally all HEIs should have a comprehensive and functional mechanism to convert research into innovations. This ecosystem will encourage, inspire and nurture young students by exposing them to new ideas and processes resulting in innovative activities in their formative years.

To ensure that Innovation is primary fulcrum of all HEIs, Ministry of Human Resource Development (MHRD), Govt. of India is introducing ‘Atal Ranking of Institutions on Innovation Achievements (ARIIA)’ to systematically rank education institutions and universities primarily on innovation related indicators. ARIIA considers all major indicators which are commonly used globally to rank most innovative education institutions/ universities in the world.

ARIIA ranking will certainly inspire Indian institutions to reorient their mind-set and build ecosystems to encourage high quality research, innovation and entrepreneurship. More than quantity, ARIIA will focus on quality of innovations and will try to measure the real impact created by these innovations nationally and internationally. Moreover, ARIIA will set tone and direction for institutions for future development for making them globally competitive and in forefront of innovation.

  1. National Student Startup Policy (NSSP)
AICTE’s Student Start-up Policy:

AICTE crafted its Student Start-up Policy and was launched on 16th November 2016 at the hands of Honourable President of India. This policy is designed for the AICTE approved Institutions in accordance with Govt of India’s "Start-up India" Action plan, that was launched on 16th January 2016. AICTE’s Student Start up policy intends to guide AICTE approved institutions to promote student driven innovations and start-ups.

The policy aims at identifying the innovative and entrepreneurial potential of students and transforming them into start-up entrepreneurs. This can be done by developing an ideal entrepreneurial ecosystem and promoting strong inter-institutional partnerships among technical institutions, other ecosystem enablers, different stakeholders, programs, market and society.

Union Minister for Minority Affairs Mukhtar Abbas Naqvi launches National Scholarship Portal Mobile App

Union Minister for Minority Affairs Shri Mukhtar Abbas Naqvi launched the country's first "National Scholarship Portal Mobile App" (NSP Mobile App) here today.



Speaking on the occasion, Shri Naqvi said that this "National Scholarship Portal Mobile App" will ensure a smooth, accessible and hassle-free scholarship system for students from poor and weaker sections. He said that all the scholarships are being given directly into bank accounts of the needy students under Direct Benefit Transfer (DBT) mode through the National Scholarship Portal which has ensured that there is no scope for duplication and leakage.



Shri Naqvi said that the "National Scholarship Portal Mobile App" will prove beneficial for students, and will help in strengthening a transparent mechanism for the scholarships. The mobile app will be beneficial for the students in many ways: students will get all the information regarding various scholarships on this mobile app; they will be able to apply for scholarships sitting in their home; students can upload necessary documents on this mobile app; students can check the status of their application, scholarship disbursement etc. Students from far-flung/hilly areas/North East will be the most benefitted.



Shri Naqvi said that the Ministry of Minority Affairs has completely gone online, which has eliminated middlemen and benefits of every scheme are reaching directly to the needy without any obstacle. The Minister said that during the last about 4 years, the Modi Government’s “Empowerment without Appeasement” policy has ensured that record about 3 crore students belonging to poor and weaker sections of Minorities have been benefitted from various scholarship programmes. The beneficiaries include about 1 crore 63 lakh girls. He added that school dropout rate among Muslim girls, which was earlier more than 70 per cent, has now been reduced to about 35-40 per cent due to awareness and educational empowerment programmes of the Modi Government. Our goal is to bring it down to zero per cent. Transparent and hassle-free scholarship system has helped in this endeavour.



Shri Naqvi said that Ministry of Minority Affairs has worked with commitment to “3E- Education, Employment & Empowerment”. In the last about one year, thousands of educational institutions of all Minority communities including Madarsas, have been included in the mainstream education system by connecting them with "3T-Teacher, Tiffin, Toilet".

HRD Minister inaugurates more than 3400 Test Practice Centres for entrance examinations for Higher Education, across 622 Districts in the country

Government is committed to provide quality education with equity- Shri Prakash Javadekar Students can practice every Saturday-Sunday at these Test Practice Centres

The Union Minister for HRD Shri Prakash Javadekar has inaugurated a network of more than 3,400 Test Practice Centres (TPCs) spread across the 622 Districts in the country. 25 Test Practice Centres (TPCs) joined Minister of HRD through Google Hangouts in this inauguration at New Delhi today. These test centres have been set up to facilitate students appearing in entrance examinations for Higher Education to hold practice sessions to enable them to get used to the changed mode and pattern of examination.

While interacting with Test Practice Centres (TPCs), the Union Minister said that the government is committed to provide quality education with equity, therefore we are launching Test Practice Centres across the countryfor those students who do not have computers and smart phones. Now no student will suffer due to lack of resources, the Minister added.

He further said that the government has changed the pattern of JEE (Mains) and UGC NET Examination from this year. Now it has become computer based instead of Pen and Paper mode. The new exam pattern is more Transparent, leak proof, scientific, student friendly and fast. In order to provide facility for practice for the changed pattern, National Testing Agency (NTA) has established Test Practice Centres across the country.NTA has also launched a practice App through which students can practice on their own on their computers or on smartphones.This is the real revolution in the field of competitive examinations, the Minister explained.

While interacting with students, HRD Minister informed students that now students can access IIT PAL(Professor Assisted Learning) video lecture on SWAYAM Platform for the preparation of JEE. The HRD Minister received overwhelmed response from all 25Test Practice Centres. Students from various centres appreciated and thanked the government for this particular initiative. Secretary, Higher Education Shri R. Subrahmanyam and DG, NTA Shri Vineet Joshi were also present during the video conference.

In order to bring efficiency, transparency and qualitative difference in competitive examination process for Higher Education, MHRD has set up ‘National Testing Agency’ (NTA), (www.nta.ac.in) a premier testing organization, to conduct entrance Tests for higher educational Institutions. The NTA has been mandated to conduct JEE (Main), NEET (UG),UGC-NET, CMAT and GPAT examinations.

NTA has established, a network of ‘Test Practice Centres’ (TPCs)across the country in about 622 Districts in 33 States/UTs, so that students of rural areas and others, get an opportunity to practice the Computer Based Test (CBT)before the exam. The TPCs will provide Mock Tests to the candidates of JEE (Main) and UGC-NETexaminations.

For setting up TPCs, the NTA has engaged a large number of schools and colleges, that have 30 or more Internet connected PCs/laptops at one location. Depending on the demand, the TPCs function for one shift (02:30 PM – 05:30 PM) on all Saturdays and two shifts (11:00 AM – 02:00 PM, 02:30 PM – 05:30 PM) on Sundays. As on date, more than 3400 TPCs have been setup including 689 Kendriya Vidyalayas and 403 Jawahar Navodaya Vidyalayas. Any student can use the facility in TPC free of charge. For registration, students across the country can register themselves, online through NTA Website (https://www.nta.ac.in) or using ‘NTA Student App’ available on Play Store. They can offer their choice of TPCs near their location.

Students are communicated about the allotted TPC, 1 day before practice date through SMS. In the allotted TPC, they can practice and can experience the actual method of taking a CBT. Computer Based Mock tests are provided to the candidates of JEE (Main) and UGC-NET, so that they can familiarize themselves with the logging process, going through detailed instructions regarding the test, using the mouse for attempting each question, navigating between questions, reviewing and editing their options and submitting questions as they would be required to do in the actual tests.

The TPCs are made operational based on the student demand. A trial run, of Mock Tests, was conducted on the 8th& 9th September 2018, wherein 2,452 candidates practiced at 96 TPCs across the country and the candidates were provided instantaneous assessment & feedback on the Mock Test. About 2,000 candidates were scheduled for 15th September in which 87 TPCs participated and about 3,000 candidates were scheduled for 16th September in which 85 TPCs participated. The Mock Test is also available for students to study at home or anywhere, wherein so far, more than 55,000 candidates have taken on-line test from NTA website and more than 32,000 have downloaded the Mock test for practice in offline mode. The test can also be practiced on NTA Student App; so far more than 10,000 students have downloaded the App.

The “Mock Test”at NTA marks the beginning of complete ‘Computer Based Test (CBT)’, era.

Union HRD Minister presents Swachh Vidyalaya Puraskar 2017 – 18

Swachhta activities in schools will bring out a positive behavioural change in the society – Shri Prakash Javadekar

The Union Minister for Human Resource Development, Shri Prakash Javadekar conferred the Swachh Vidyalaya Puraskar 2017 – 18 at Dr. Ambedkar International Centre in New Delhi today. This Puraskar was launched as a follow up to the Swachh Vidyalaya Initiative started in 2014 by the Ministry of HRD. Shri Parameswaran Iyer, Secretary, Ministry of Drinking Water and Sanitation, Smt Rina Ray, Secretary, Department of School Education and Literacy, MHRD and other officials of the Ministry were also present on the occasion.

Speaking on the occasion the Minister said that Swachhta campaign has become a mass movement which is changing our mindsets and inculcating the habit of cleanliness everywhere in the country. He said that the Swachhta activities in schools will bring out a positive behavioural change in the society. The Minister reiterated that the students are ‘cleanliness ambassadors’ and they will lead the vision of Clean India of our Prime Minister Shri Narendra Modi through awareness and sensitization programs.

He informed that this edition of the award saw a phenomenal participation with 6,15,152 schools registering for the awards. This number is more than double the number of schools (2.68 lakh schools in 2016-17) who participated last year. He also informed that the awardee schools are being given Certificate of Recognition along with an additional school grant of Rs. 50,000/- through digital payment.

The Swachh Vidyalaya Puraskar honours the schools that have done exemplary work in the field of water, sanitation and hygiene. These awards are given to ensure long term sustainability and behaviour change towards cleanliness. It also provides a benchmark and roadmap for schools to make further improvements. This year, first time the awards have also been extended to private schools besides government and government aided schools.


Salient Features of Swachh Vidyalaya Puraskar 2017-18

  • The methodology for the awards was evolved in consultation with UNICEF and Administrative Staff College of India (ASCI), which were the Implementation and Technical partners for the awards.
  • The schools voluntarily applied online through a website and mobile App for the awards.
  • Schools were rated through a transparent mechanism on five broad parameters of (i) Water (ii) Toilet (iii) Hand washing with Soap (iv) Operations and Maintenance (v) Behaviour Change and Capacity Building.
  • Out of 52 Awardee schools, 37 schools are from rural areas and 15 from urban areas. 45 are government/government aided schools and 7 are private schools. Further, 24 are elementary and 28 are secondary/higher secondary schools. The awardee schools also include 5 Kasturba Gandhi Balika Vidyalayas and 2 Navodaya Vidyalayas.
  • 4 States (Puducherry, Tamil Nadu, Gujarat and Andhra Pradesh) and 9 districts (Pondicherry, Srikakulam, Chandigarh, Hisar, Karaikal, Latur, Nellore, South Goa, Vadodara) were also awarded with Certificate of Recognition for having maximum number of schools awarded with National Swachh Vidyalaya Puraskar.

The Vice President of India, Shri M. Venkaiah Naidu has said that Technology brings transparency, prosperity and opportunities for rural youth. He was addressing the gathering after launching 100 Digital Classrooms in 75 Rural Government Schools in Gwalior district under ‘Mera School Digital School’ programme, in Gwalior, Madhya Pradesh today. The Union Minister for Rural Development, Shri Narendra Singh Tomar, the Minister for Higher Education, Govt. of Madhya Pradesh, Shri Jaibhan Singh Pawaiya, the Minister for Urban Development and Housing, Govt. of Madhya Pradesh, Smt. Maya Singh and other dignitaries were present on the occasion.

The Vice President said that India’s future is bright because it rests on the innovative abilities of our younger generation. He further said that connecting rural students with digital technology will change their lives as technology gives them access to information, opportunities at par with those living in urban areas and helps them become part in the process of Nation Building. Technology is an equalizer it has the potential to bring transparency, prosperity and opportunities for rural youth, he added.

Lauding the efforts of Government and the NGOs, the Vice President said that education is essential for enhancement of knowledge, economic progress and empowerment. He stressed on the need to provide education to all the girls, especially in rural areas.

The Vice President said that these digital classrooms will help students understand the complexities if science and Mathematics better. Audio-visual content and the support of internet will help them immensely, he added.

The Vice President said that if knowledge is power and education a deliverance from ignorance and poverty, then teachers are the agents of social change and schools are social assets and education a community resource. These digital intervention have made schools truly social assets, he added.

Following is the text of Vice President’s address:

“Any adventure into the realm of fresh ideas is an exhilarating experience. It fills you with hope for exciting opportunities. It is a very positive experience. And I am experiencing exactly the same sublime feeling, as I join you in inaugurating this project of 100 Digital Classes in Madhya Pradesh.

This project has proved that India’s future is bright because it rests on the innovative abilities of our younger generation. They have the drive to make a difference. They have ideas and vision for their country. We only have to provide the facilitative framework to make them realize their dreams.

The story is really remarkable.

A group of youngsters came together to teach children in an orphanage over weekend- By itself a commendable initiative- But they didn’t stop at that. With the generous help of a socially conscious Company, they scaled up their initiative to make it a social start-up. Two concepts that are currently in vogue - Corporate Social Responsibility and Start-up programme have gained a remarkable relevance and salience. Kindling the imagination of our youth and motivating them to become entrepreneurs is the need of the hour. I appreciate the achievement of Shri Abhishek Dubey and his team of 250 volunteers who have shown an incredible passion to educate young boys of three districts-Gwalior, Bhopal and Indore. It is heartening to learn that these 100 rural schools will transform the learning experience of some 15000 students and 300 teachers.I also compliment Hindustan Zink Ltd. for their social consciousness and activism.

Sisters and brothers,

Governments have been constantly trying to improve the school infrastructure but there is much more to be done. The results of independent surveys of learning outcomes in village schoolsshow that quality of learning is a matter of great concern in many schools, especially in rural areas.

Most often, children find arithmetic difficult and develop a lifelong aversion. We need new ways of teaching. We must focus on concept formation and application of knowledge. We must promote active learning and enable children to learn by discoursing, questioning and experimenting.

Many of our rural schools lack requisite infrastructure for science education.

It is becoming increasingly difficult to find and retain good maths and science teachers for village schools. Science and Maths are not even offered as subjects for want of subject teachers in higher classes in these schools. This imbalance in school education must be corrected to develop the scientific temper in our society.

Fortunately, we have many digital tools that can improve the quality of education in our schools. With Digital Classrooms equipped with multimedia environment, abstract scientific concepts like configuration of atoms or biological Cells, movement of electro-magnetic waves, can be easily understood. A three-dimensional multi-media digital projection can make children understand a complex mathematical equation or a scientific concept very easily.

Sisters and brothers,

If knowledge is power and education a deliverance from ignorance and poverty, then teachers are the agents of social change. Schools are social assets and education a community resource. Your digital intervention has made schools truly social assets.

Technology, more so the Digital Technology, by itself has a great democratising impact over society. It has linked insulated communities with information highways and World Wide Web networks. It has delivered the power of knowledge to people on their handheld smart phones.

Quality education with the help of digital technology can be delivered on various mobile devices. It will make quality education widespread and inclusive. It will open new horizons and enhance access to knowledge to school students in remote villages. Technology helps us transcend the limitations of space and time. One can now learn anywhere, anytime and virtually in any language one wants.

I believe you will also be teaching English to the students. It is a welcome step. However, do take care to ensure that the child learns his or her mother tongue first. Every language has its own rich vocabulary and distinct grammar. Every language bears the creative wisdom of ages.I hope you will create a conducive learning environment in these schools where children start learning in their mother tongue and gradually learn English and other languages.

Your initiative will require regular development of content, using multimedia technology, in an imaginative way. This will not only require expert content writers but also graphic designers, animators etc. I am sure with the requisite skill sets, you will be able to set an example in using the hidden powers of technology to transform learning.

I will also suggest that, education and skill development should be part of all education programmes.

I am hopeful that soon you will be able to expand your foot prints and area of activity to cover 1000 schools located in rural and semi-urban areas. You will be able to bridge the knowledge and skill gap between rural and urban education. It will be great service to the society if you could improve the learning outcomes in these schools.

New 840 Higher Educational Institutes enrolled in Unnat Bharat Abhiyan as a part of celebrations to mark 150th Anniversary of Mahatma Gandhi

Under “Unnat Bharat Abhiyan” scheme, 688 institutes selected in the phase-1 are involved in various activities aimed to enrich rural India. This includes field visits, house to house survey, identifying the felt needs of the rural masses, developing technology or process to improve their lives.

Now, in the next phase, on a challenge mode, 840 Institutions have been selected and will be part of UBA 2.0. Out of these 840 Institutes, 521 are Technical Institutions and 319 are Non-Technical Institutions.

Government of India sign $ 150 Million LoanAgreementto support India’s First Global Skills Park in State of Madhya Pradesh


The Government of India signed a $150 million LoanAgreement in New Delhi todayto establish a Global Skills Park (GSP) in Madhya Pradesh, the First Multi-Skills Park in India, to enhance the quality of Technical and Vocational Education And Training (TVET) System in the State and create a more skilled workforce.

The signatories to the Madhya Pradesh Skills Development Project were Additional Secretary, Department of Economic Affairs Ministryof Finance, who signed on behalf of the Government of India.


Speaking on the occasion, Additional Secretary, Department of Economic Affairs Ministryof Finance said that the Project will help improve the quality and relevance of the State’s TVET programs and will help impart advanced job-ready skills training of international standards that can meet the employment needs of the State’s emerging sectors.


Additional Secretary, Department of Economic Affairs Ministryof Finance said that the Project will engage international TVET partners to support advanced training at the GSP who will bring global best practices in TVET management, training infrastructure, industry cooperation, and quality assurance.

The new GSP campus, which will be established in Bhopal will consist of core Advanced Training Institutes including the Center for Occupational Skills Acquisition and the Center for Advanced Agricultural Training as well as other support services focusing on entrepreneurship, training of trainers, and skill-related research. The campus will have training facilities focusing on skills for manufacturing, service, and advanced agricultural jobs, benefitting about 20,000 trainees and trainers. The Project will also help in modernizing 10 industrial training institutes across the state by renovating training infrastructure and upgrading skills courses to align with industry and market needs.

The Vice President of India, Shri M. Venkaiah Naidu has said that Science and technology should ultimately result in the betterment of human condition. He was addressing the gathering after inaugurating the Diamond Jubilee Celebrations of National Institute of Technology (NIT), Warangal, Telangana today.

Expressing his deep affection for the city of Warangal, the Vice President said that Warangal had a very unique character, that it is a smart city as well as a heritage city. He expressed hope that story of Warangal would serve as an example to all of us. It urges us to embrace modernity but hold on to all the good things that our ancient culture and traditions have given us. He congratulated NIT Warangal for being one of the top technology institutions in India and lauded the many new initiatives being taken up by NIT to further technological and scientific research. He insisted that technological institutions such as the NIT should focus extensively on innovation. He proposed that innovation be the one Mantra that leads the institution forward. He remarked that innovation was no longer a luxury for a country like India but an urgent necessity.

The Vice President said that India is committed to build a five trillion-dollar economy by 2025, making India the 3rd largest consumer market in the world. He added that the world was watching India. The Indian growth story has taken the world by surprise and a number of foreign businesses wish to invest in India. He cautioned that for India’s growth to be sustainable we have to go on an innovation ‘overdrive’. He argued that India just cannot afford to be obsolete anymore.

The Vice President opined that innovation today should keep the coming 20 years in mind. This innovation should be clean and green. He added that we should ‘plan’ and ‘plant’ for our children.

Appreciating Warangal’s Smart City status, he said that a smart city should be a livable, comfortable and happy place and that everything from offices to people to the utilities should be ‘smart’. He urged town planners and civic authorities to take measures to conserve the native architectural structures such as monuments, water flow systems and heritage sites in smart cities. He also asked them to keep spaces for construction of affordable housing for those who needed them badly. He stressed upon the need to create livable, eco-friendly urban spaces keeping in mind the growing demand of infrastructure requirements in mind.

The Vice President expressed pride that India has always been known for its frugal innovations. Innovations help in combating corruption and pilferage of subsidies. Innovation makes it possible to overcome the most pressing problems of our time efficiently and effectively. He added that as India prepared to cut the red tape and lay the red carpet to invite the world, we have to focus on simplifying and making our procedures transparent. He observed that we would have to innovate to drive governance online so that we see no more long lines to avail services.

The Vice President also spoke about the need for colleges such as NIT to have linkages with the industry as well as with the alumni. He complimented the proactive alumni base of NIT, Warangal for coming together to build a modern convention centre on the campus.

The Vice President reaffirmed that in the present era of growing materialism, education must lay the foundations for building a society rooted in strong values and morals. Students must imbibe the values of tolerance, empathy, simplicity, honesty and generosity, he added. He expressed hope that engineers passing out of premier institutions like the NITs would use their knowledge and capabilities to solve problems related to drinking water, health, transportation and education and improve the lives of people, especially in rural areas.

The Director of NIT, Warangal, Prof. Ramana Rao, the Dean, International Relations & Alumni Affairs, Prof. K.V. Jayakumar, the Registrar, Shri Goverdhan Rao, Deans, Faculty Members and Students of different branches of NIT were present on the occasion.
