Pass marks reduced in CISCE Examinations for Class X & Class XII

The Council for the Indian School Certificate Examinations (CISCE) has informed that it has reduced the pass marks for the Class X from 35% to 33% and for class XII from 40% to 35% from the Examination year 2018 onwards.

The CISCE has informed that this year (ISC year 2018 Examination) the Indian School Certificate (ISC) practical examinations were evaluated in the School on the days of the respective practical examination, as against the earlier practice of evaluating them at the centralized marking centers.

GIAN launched to enable foreign faculty to teach specific courses in Higher Educational Institutions

The recruitment of faculty is a continuous process and the vacancies keep arising due to retirement, resignation and additional requirements on account of enhanced students’ strength. The institutions publish a year round rolling advertisement to attract faculties. Some of the steps taken to fill up the vacancies are invitation to alumni, scientists/ experts and faculty from India and abroad, advertisements in international journals etc. In addition, institutes are engaging contract, adjunct and visiting faculty.



The Government has also launched the Global Initiative for Academic Networks (GIAN) to help foreign faculty to teach some courses in the higher educational institutions. The Government has decided to allow faculty working under the Central Government or Central Autonomous Bodies, to join the newly set up Central Educational Institutions on long-term deputation, for a period of 10 years.



The age of superannuation for teachers in Central Educational Institutions has already been enhanced to 65 years w.e.f 23.03.2007. 5 Visitor’s nominees have been provided to all Central Universities (CUs) for Selection Committees of teachers in order to expedite the recruitment process.



Further, steps such as outstanding young faculty awards, appointment of Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs) to permanent faculty positions have been taken.



The details of vacancies, positions and jobs filled during last five years and current year in IITs, NITs and CUs is being collected.

Pedagogical training of the faculty of the engineering colleges taken up by IITs to improve quality of technical education

Under the Technical Education Quality Improvement Programme phase –II (TEQIP-II), IITs have taken up pedagogical training of the faculty of the engineering colleges.

Special focus districts with high concentration of population of SCs, STs and Muslims identified under SSA

Bridging gender and social category gaps in elementary education is one of the major goals of Sarva Shiksha Abhiyan (SSA). Consequently, SSA attempts to reach out to girls and children belonging to Scheduled Caste (SC), Scheduled Tribes (ST), Muslims and other marginalised communities. SSA has also given attention to urban deprived children, children affected by periodic migration, and children living in remote and scattered habitations.

Under the SSA, the districts with high concentration of population of SCs, STs and Muslims have been identified as Special Focus Districts (SFDs). The criteria for identifying the SFDs in case of SCs and STs is a population of 25% and above, while for Muslims, it is 20% and above population. SFDs also include 121 districts identified by Ministry of Minority Affairs to monitor implementation of SSA as part of Prime Minister’s 15 Point Programme and 88 districts identified by Ministry of Home Affairs as districts affected with Left Wing Extremism (LWE).

Through the interventions made under SSA in SFDs, at the national level the enrolment share of SC children as per Unified District Information System for Education (UDISE), 2015-16, at primary and upper primary level is 19.94% and 19.49% respectively, whereas their share in population is 16.6% (as per Census 2011). Similarly, the enrolment share of ST children at primary and upper primary level as per UDISE 2015-16, is 10.64% and 9.81% respectively, whereas their share in population is 8.6% (as per Census 2011). The enrolment of girls also shows considerable improvement over the years and it increased to 48.21% in 2015-16 from 47.79% in 2005-06 at primary level and at upper primary level it increased to 48.63% in 2015-16 from 48.20% in 2005-06. As per the findings of National Achievement Surveys conducted by the National Council of Educational Research & Training, the SC/ST children have performed better than the national average in Language, Maths, Science and Social Science, in many of the States.

A total of 323 districts under one or more of the above categories have been identified as SFDs under SSA.

Universal enrolment at elementary level is the primary goal of SSA. It has provided 2.04 lakh primary and 1.59 lakh upper primary schools for ensuring universal provisioning of schooling facilities. Preference for opening of school is given to tribal areas, and areas with high concentration of SC, ST and minority population.



Besides, Kasturba Gandhi Balika Vidyalayas (KGBVs), which are upper primary residential schools for girls belonging predominantly to the SC, ST, Other Backward Caste and minorities, have played an important role in furthering the goal of girls’ education in educationally backward blocks of the country. Under the SSA, provisions have also been made for residential schools/hostels for children living in sparsely populated areas, children living in areas where schools cannot be opened due to unavailability of land and children in need of care and protection.

88,994 schools including 43 Smart Schools have been approved under the ICT component of RMSA

The “Information and Communication Technology in School” (ICT) component of centrally sponsored scheme of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) provides for opportunities to secondary stage students to build their capacity in ICT skills and make them learn through computer aided learning process. The Scheme covers Government and Government aided secondary and higher secondary schools. The ICT component of RMSA also has a provision for setting up of Smart schools to act as “Technology Demonstrators” and to propagate ICT skills among students of neighborhood schools. So far 88,994 schools including 43 Smart Schools have been approved under the ICT component of RMSA. Both the components of the Scheme provide for financial assistance for setting up of ICT labs by provisioning for capital expenditure as well as recurring costs, including software such as learning management systems & curriculum based courseware.



Every year, the States/ UTs prepare their Annual Work Plan & Budget proposal for approval under the scheme. The viable proposals under the “ICT in Schools” component including of Smart Schools are considered and approved in consultation with State/ UT concerned.

Allocation of Funds under Sarva Shiksha Abhiyan

The annual plans under the Centrally Sponsored Scheme of Sarva Shiksha Abhiyan (SSA) are prepared by the States and UTs based on their requirements and priority. These plans are then appraised and approved/estimated in consultation with the States and UTs as per the programmatic and financial norms of the scheme and availability of budgetary resources. As per the SSA framework of implementation, the States/UTs are not entitled for financial support for activities that have already been implemented by them.

Funds under the SSA programme are provided by the Central Government to States/UTs based on the approved norms and guidelines of the Scheme. The investment and interventions undertaken by the State Government prior to SSA are not covered under SSA.

Rs. 231 Crore spent by KVS over last 3 years for computerisation and computer aided learning in schools

745 e-classrooms have been set up in Kendriya Vidyalayas (KVs) of Delhi Region. Kendriya Vidyalaya Sangathan (KVS) has informed that lack of e-classroom facility has not been faced by the students as e-classroom facility is available to the students from class III to XII on rotation basis. The teachers are properly trained and e-classroom facilities are being used by them regularly in classroom teaching – learning process. With a view to increasing computer literacy among school teachers and administrators, KVS is organizing need based training regularly.

During last three years i.e. 2015-16, 2016-17& 2017-18, KVS has spent Rs. 231.34/- for computerisation and computer aided learning. Equipments related to computer aided learning are procured by KVS in a centralised manner and delivered to all locations across the country. Computer Aided Learning helps students in publishing, sharing and searching for information, widening the scope of learning and preparing them for future IT skills.

ASHA Certification Programme, examination Under National Institute of Open Schooling (NIOS)

National Institute of Open Schooling(NIOS) has informed that in ASHA Certification Programme, examination is conducted at different stages for the beneficiaries, i.e., State Trainers, District Trainers, and then ASHAs. Till now, a total of 158 State ASHA Trainers across 17 States, and 308 District ASHA Trainers from 106 Districts of 12 States were certified from NIOS. After completion of all the systems and processes such as certification of State and District Trainers and Accreditation of training agencies at State and District level, the first examination for 2256 ASHA workers was conducted on 31st January 2018.The State/UT-wise detailsof ASHAs appeared in various States tabulated below:

Government has taken several measures to increase employability among fresh graduates

The employability of the fresh graduates has risen as a result of different measures taken by Government. As per the data maintained by All India Council for Technical Education (AICTE), the overall employability has increased from 34% to more than 45% in the last five years.



The AICTE participated in a joint initiative of CII, Peoples Strong, Wheebox, United Nations Development Programme (UNDP), AIE and Pearson in Publishing India Skill Report, 2018. The Skill Report is prepared on the basis of Wheebox Employability Skill Test (WEST) taken by 5,00,000 students and employment data from more than 130 corporates spread across 15 industries who participated in India Hiring Intent Survey. As per the survey, Engineering Graduates are most employable as compared to other domains with 52% of the Engineering Graduates having been found to be employable as per WEST.



In order to revamp the engineering curriculum and to impart the requisite skill set to the students to enhance the employability of engineering students, AICTE has approved an action plan with the following objectives:



i) Induction Training.

ii) Revision of Curriculum.

iii) Mandatory Internships.

iv) Industry Readiness.

v) Mandatory Accreditation.



Further, AICTE is implementing schemes namely National Employment Enhancement Mission (NEEM) and Employability Enhancement Training Program (EETP) to enhance the employability of the students. In addition, AICTE has also partnered with Ministry of Micro, Small and Medium Enterprises (MSME), Govt of India, Internshala, NETiit and LinkedIn to provide internship opportunities and industry exposure to students for aligning their technical knowhow with industry requirements.

Several initiatives like IMPRINT, GIAN, HEFA, NAD etc. taken to promote Quality Education

The Government is committed to improve the quality of education and it is a continuous ongoing process. The vision of the Ministry is to realize India’s human resource potential to its fullest in the education sector with equity and inclusion. The Government is committed to provide equitable access to quality education to all sections of the society. Ministry of Human Resource Development took a leap forward in transforming education sector with the motto of “Sabko Shiksha, Achchi Shiksha” (Quality education to all). 'Education For All & Quality Education' guided policy actions and decisions enabling transformation have emphasized upon making education Available, Accessible, Affordable and Accountable.



'Education for All' has driven the expansion in education with new institutes of School (KVS, NVS), initiatives such as Right of Children to Free and Compulsory Education (RTE) Act, 2009, Sarva Shiksha Abhiyan (SSA) programme which aim for improvement in school infrastructure and in teaching and learning, Swachh Vidyalaya and e-governance initiatives like ShaGun Portal, e-Pathshala, Shaala Siddhi, Rashtriya Madhyamik Shiksha Abhiyan (RMSA), ICT in Schools, Centrally Sponsored Scheme on Teacher Education (CSSTE), Rashtriya Avishkar Abhiyan in secondary education and in Higher Education, new institutions like IITs, IIMs, IIITs, IISER etc. have been set up and Institutional capacity building initiatives like, SWAYAM PRABHA - DTH channels on 24X7 basis for educational programmes, restructuring of IIT fees to make more inclusive, Amendments in UGC Act to make more gender sensitive, SWAYAM – MOOCs etc. have been undertaken. On the other hand 'Quality Education' has been emphasized with the thrust on promoting research & innovation, and initiatives like Impacting Research Innovation and Technology (IMPRINT), Global Initiative of Academic Network (GIAN), National Digital Library, National Institutional Ranking Framework (NIRF), Higher Educational Financing Agency (HEFA), Digital ISBN, National Academic Depository (NAD), Seema Darshan, Kala Utsav, Prashikshak Portal etc.



Further, the Government is in the process of formulating a New Education Policy for which wide ranging consultations were undertaken at multiple levels of online, expert/thematic and grassroots from village to State, Zonal levels as well as at the National level. Initially, a Committee for Evolution of the New Education Policy was constituted which submitted its report in May, 2016 and thereafter, the Ministry prepared ‘Some Inputs for the Draft National Education Policy, 2016’. Both these documents are treated as inputs for policy formulation. Suggestions and inputs have been received from various stakeholders such as, individuals, organisations, autonomous bodies, Hon’ble MPs, GoI Ministries and State Governments on various aspects of education. The exercise of preparing a New Education Policy is still ongoing as a Committee for Draft National Education Policy under the Chairmanship of Dr. K. Kasturirangan has been constituted which will consider and examine all inputs and suggestions and is expected to submit its report by 31.03.2018.

SwachhVidyalaya Initiative to Ensure Toilets in All GovernmentSchools

The Ministry of Human Resource Development had taken SwachhVidyalaya initiative to provide separate toilets for girls and boys in all Government schools within one year upto 15th August, 2015 under the Swachh Bharat Abhiyan. The target fixed under the initiative was achieved with construction/re-construction of 4,17,796 toilets in 2,61,400 Government elementary and secondary schools.



64 Public Sector Undertakings (PSUs) participated in construction of school toilets under the SwachhVidyalaya initiative.



Ministry of Human Resource Development released a handbook and pamphlet on Swachh Bharat: SwachhVidyalaya indicating normative details for construction of toilet blocks under the SwachhVidyalaya initiative. The primary responsibility of building of toilets in school and monitoring its construction process lies with the respective State. More than 300 central observers visited the districts across the country to monitor the construction of toilet under the initiative. Further, the Ministry has advised all State Governments and UT Administrations to ensure proper maintenance of school toilets constructed under the SwachhVidyalaya initiative to keep them functional and also to take steps to bring about behavioural changes among students and teachers through an intensive awareness campaign so that the schools toilets are properly used, and kept neat and clean.



This Department has allocated specific funds under SarvaShikshaAbhiyan (SSA) and RashtriyaMadhyamikShikshaAbhiyan (RMSA) schemes to support States and UTs for maintenance of Government elementary schools including toilets and for construction of toilets in secondary schools respectively, for implementing Swachhata Action Plan (SAP) during 2017-18.



The Ministry of Panchayati Raj has also advised the Panchayati Raj Departments of all States to include the provision for construction of toilets, filling up of gaps in provision of toilets, rehabilitation of existing toilets and drinking water system in schools and regular repair of toilets and drinking water systems in schools, in the Gram Panchayat Development Plans.

Various schemes of the government address issue of female literacy including SC/ST women

As per Census 2011, literacy rates among Scheduled Castes (SCs) and Scheduled Tribes (STs) female, in the age group of 7 and above, are 56.46 per cent and 49.35 per cent respectively.

In order to improve literacy rate, Saakshar Bharat, a Centrally Sponsored Scheme for Adult Education and Skill Development is being implemented in rural areas of 410 districts in 26 States and one UT that had adult female literacy rate of 50 per cent and below as per Census 2001, and including left wing extremism affected districts, irrespective of their literacy rates, with special focus on women and other disadvantaged groups.

In addition, Sarva Shiksha Abhiyan (SSA), a Centrally Sponsored Scheme is also being implemented in conjunction with the Right of Children to Free and Compulsory Education Act, 2009 for universalisation of elementary education for all children in the 6-14 age group.

Elaborate monitoring mechanism at various levels to ensure quality food in Mid-Day Meal Scheme

One of the objectives of the Mid-Day Meal Scheme (MDMS) is to improve the nutritional status of children studying in elementary classes in schools covered under the Scheme, by providing hot cooked meal. The Government of India has issued guidelines on quality, safety and hygiene on school level kitchens to all the States and UTs. These guidelines inter-alia provide for instruction to schools to procure Agmark quality and branded items for preparation of mid day meals, tasting of meals by 2-3 adult members including at least one teacher before serving to children and to put in place a system of testing of food samples by accredited laboratories. Further, the MDM Rules, 2015 provide for mandatory testing of food samples by Government recognized laboratories to ensure that the meals meet nutritional standards and quality.

The Government has also adopted an elaborate monitoring mechanism at Central, State and District levels to ensure quality food is served to children under the Scheme. At national level, an Empowered Committee, headed by Minister of Human Resource Development and also a National level Steering-cum-Monitoring Committee (NSMC) as well as Programme Approval Board (PAB) monitor the scheme and suggest measures for its smooth and effective implementation. At the

State level, a State Level Steering–cum-Monitoring Committee headed by the State Chief Secretary and, at the District Level, a District Level Committee under the Chairpersonship of the senior-most Member of Parliament of Lok Sabha of the district monitors the implementation of the scheme in the concerned District. At local level Gram Panchayats/Gram Sabhas, members of Village Education Committees (VECs), Parent-Teacher Associations (PTAs) and the School Management Committees (SMCs) monitor the regularity and wholesomeness of the mid-day meal served to children, cleanliness in cooking and serving of the meal, timeliness in procurement of good quality ingredients, fuel, etc., implementation of variety in menu so as to make it attractive to children and ensuring social and gender equity on daily basis. In addition, the Centre constitutes Joint Review Missions (JRMs) consisting of educational and nutritional experts, which review the scheme through field visits from time to time. The reports of JRMs are shared with concerned States and UTs for taking suitable action on the findings.

MDMS is a Centrally Sponsored Scheme implemented in partnership with all States and UTs. The overall responsibility for providing a cooked and nutritious mid-day meal to eligible children lies with the State Governments and Union Territory Administrations who shall fix the menu as per their local needs. Though milk is not one of the food articles prescribed under the MDMS, States and UTs may add milk or milk based recipe viz. kheer, dalia etc. in the mid- day meal under the scheme as per the interest of children. Some States and UTs e.g. Gujarat, Karnataka, Kerala, Puducherry, Madhya Pradesh and Uttar Pradesh provide milk, fruits etc as additional item from their own resources.

Deemed to be University shall not engage in commercialization of education

The University Grants Commission (UGC) has informed that it has notified UGC (Institutions Deemed to be Universities) Regulations, 2016. TheseRegulations are available at http://www.egazette.nic.in/WriteReadData/2016/170661.pdf. As per these Regulations no institution Deemed to be University shall charge any fee for an admission test other than an amount representing the reasonable cost incurred by it in conducting such test. Further, as per the Regulations, an institution Deemed to be University shall not engage in commercialization of education in any manner whatsoever, and shall provide for equity and access to all deserving students.



Private Universities are regulated by UGC (Establishment and Maintenance of Standards in Private Universities) Regulations, 2003. Fees for admission test and tuition and other fees are decided either by the Private Universities themselves or by the State Government concerned.

18 IIITs already functional across the country on a Not-for-Profit PPP basis

With a view to addressing the challenges faced by Indian IT industry and growth of domestic IT market, the Ministry of Human Resource Development has approved 20 Indian Institutes of Information Technology (IIITs) on a Not-for-Profit Public Private Partnership (N-PPP) basis across the country. 18 such IIITs are already functioning.

Saksham Scholarship Scheme for economically weaker differently abled students to pursue technical education

Saksham Scholarship Scheme was launched in 2014-15, with the objective of encouraging economically weaker differently abled students to pursue technical education at Diploma and Degree levels. Scholarship amount of Rs. 30,000 is provided towards tuition fee reimbursement and Rs. 20000 as contingency allowance. Under the scheme, 1000 scholarships per annum are available. Number of application received from eligible candidates under the scheme every year, remained low despite wide publicity. Year-wise details of applications received are given in the table below:

A committee of experts was set up, to suggest measures for improving the performance of the scheme. The committee recommended that a provision be made under the scheme to support differently abled student for purchase of Aids and Assistive Devices, in cases where tuition fee was either exempted or less than Rs.30,000/-

As the number of application received during 2016-17 still remained low, the scheme was again amended in 2017, to remove the restriction of Centralized Counselling as a criterion for selection, making differently abled students, who were directly admitted to All India Council for Technical Education approved institutions, also eligible to apply for the scholarship.

Central RTE Rules amended to include reference on learning outcomes

The Centrally Sponsored Scheme of Sarva Shiksha Abhiyan (SSA) has an inbuilt concurrent evaluation and monitoring system. The Ministry of Human Resource Development convenes periodic meetings with State Education Ministers and Secretaries to review the programme. SSA is also reviewed every year by a Joint Review Mission comprising of independent experts. Educational data is collected through a Unified District Information System for Education (UDISE) every year to assess the progress. A National Achievement Survey (NAS) across all States and UTs was conducted on 13.11.2017 to assess the learning achievement of students of classes 3, 5 and 8. The status of these evaluations and monitoring is placed in the public domain on the Ministry’s website.

An independent evaluation of the Scheme was conducted in 2017-18. It has pointed out that SSA has achieved considerable success in universalizing access and strengthening of infrastructure in schools. It has appreciated the enhanced focus of SSA on quality of education in recent years. It has suggested capacity building of district-level institutions engaged in planning and implementation of the Scheme.



The annual plans under SSA are prepared by the States and UTs based on their requirements and priority and this is reflected in their respective Annual Work Plan and Budget (AWP&B). These plans are then appraised and approved/estimated in consultation with the States and UTs as per the programmatic and financial norms of the scheme and availability of budgetary resources.



Since inception of SSA in 2000-01, opening of 3.64 lakh new elementary schools, construction of 3.12 lakh school buildings and 18.87 lakh additional classrooms, 2.42 lakh drinking water facilities, 3.94 lakh boys toilets, 5.17 lakh separate girls’ toilets, 1.40 lakh Children with Special Needs (CWSN) toilets and 19.33 lakh teacher posts have been sanctioned to States and UTs. Out of this, 3.59 lakh elementary schools have been opened, 2.94 lakh school buildings and 17.97 lakh additional classrooms, 2.35 lakh drinking water facilities and 9.95 lakh school toilets have been constructed and 15.16 lakh teachers have been recruited as on 31st December, 2017.



The Government of India has taken several intiatives to facilitate the implementation of the SSA to meet the objectives of the RTE Act and to ensure universalization of quality elementary education in the country. In order to focus on quality education, the Central RTE Rules have been amended on 20th February, 2017 to include reference on class-wise, subject-wise Learning Outcomes. The Learning Outcomes for each class in Languages (Hindi, English and Urdu), Mathematics, Environmental Studies, Science and Social Science up to the elementary stage have, accordingly, been finalized and shared with all States and UTs. These would serve as a guideline for States and UTs to ensure that all children acquire appropriate learning level.



A National Achievement Survey (NAS) was conducted on 13th November, 2017 through which the learning levels of around 22 lakh students of Classes III, V and VIII from 1.10 lakh schools across 700 districts in all 36 States and UTs were assessed. This competency based assessment was based on the Learning Outcomes developed by the NCERT. District report cards (provisional) for NAS 2017 have been released by this Department and are available on MHRD website. Through NAS it is for the first time that the teachers have a tool to understand what exactly the child should be learning in various classes, how to teach this through activities and how to measure and ensure that children have reached the required level.

The RTE Act, 2009 was amended in 2017 to ensure that all teachers acquire the minimum qualifications prescribed under the Act by 31st March 2019 to reinforce the Government's emphasis on improvement of quality of elementary education. The National Institute of Open schooling (NIOS) has been entrusted to conduct this training through Open Distance Learning (ODL) mode.



The Shagun portal has been launched to create a repository of best practices from the states and UTs and to enable online monitoring of implementation of the various interventions under the programme.

Process of Developing Learning Outcome for classes IX to XII initiated by NCERT


National Council of Educational Research and Training (NCERT) has initiated the process for development of Learning Outcomes for Classes IX to XII based on competencies and skills, that every child is expected to achieve in all subject areas.

The learning outcomes focus on the competencies free from particular content of various books used by central and state schools. Teachers will keep learning outcome at fore front and will use various teaching- learning resources. This will reduce dependence of teachers on the textbooks and will also change the mandate/responsibility of teacher from finishing up a book in a year to providing opportunities and facilities to learners in achieving competencies and skills as per learning outcomes.

Learning outcomes focus on the construction of knowledge through enriched experiences within and outside the class rooms obviating the need of students in memorizing many facts and figures as they will enjoy. Clearly defined learning outcomes also help parents and other stake holders in continuous assessment of the progress with which children are learning and may also help either individually or through school system in ensuring the achievement of learning outcomes. The children then enter the next class with minimal deficiency which too can be bridged by the teachers as various competencies and skills will be overlapping in various classes.

The development of learning outcomes will be a a partnership among NCERT, SCERTs, educational researchers, various other organisations working in the area of school education and educational administrators. As a usual practice the drafts of the documents will be shared with the public and state governments and will be finalised on the basis of comments/suggestions/feedback obtained.

Child Domestic Workers

Government is implementing the National Child Labour Project (NCLP) Scheme for rehabilitation of child labour including domestic helps. Under this Scheme, survey is conducted on regular basis by the District Project Societies headed by District Magistrate/Collector to identify child labour including children working as domestic helps. Children in the age group of 9-14 years, rescued/withdrawn from work are enrolled in the NCLP Special Training Centres, where they are provided with bridge education, vocational training, mid day meal, stipend, health care, etc. before being mainstreamed into formal education system. Children in the age group of 5-8 years are directly linked to the formal education system through a close coordination with the Sarva Shiksha Abhiyan (SSA). The Scheme also envisages awareness activities against the evil of child labour and enforcement of Child & Adolescent Labour (Prohibition & Regulation) Act, 1986.

Consequent upon strengthening the legislative framework for complete prohibition of employment of children below 14 years through amendment in the Child Labour (Prohibition & Regulation) Act, 1986, Government has provided robust enforcement mechanism in the form of an online portal PENCIL (Platform for Effective Enforcement of No Child Labour). At the State Government level the monitoring is to be done by State Resource Centre established at State Labour Department. At district level District Nodal Officers (DNOs) are nominated to take action on the complaints of their respective districts. Ministry has also framed Standard Operating Procedure (SOP) as a ready recknor for enforcing agencies and other stakeholders.

Facilities to Beedi Workers

The O/o Directorate General of Labour Welfare through its Welfare Commissioners provides following facilities to beedi workers:-

  1. Health care facilities to the workers and their dependents through 12 Hospitals and 286 Dispensaries.
  2. Financial Assistance for Education of wards of the workers.
  3. Financial assistance of Rs. 1.50 Lakh in three installments under Revised Integrated Housing Scheme-2016 for making pucca house.


As per the directions of Ministry of Finance regarding continuation of Central Government Schemes beyond 12th FYP, orders have been issued for third party evaluation of the Labour Welfare Schemes. Benefits under the Education scheme are being disbursed through the National Scholarship Portal and a portal has been developed for the Housing Scheme to ensure effective and transparent implementation of the schemes.

Financial assistance up to Rs 1 Lakh Crore over next 4 years to IITs, NITs: Dr Satya Pal Singh

Institutes like IITs should find its place in the 100 top global institutes of higher learning, said the Union Minister of State for HRD Shri Satya Pal Singh in his address at the 6th Convocation of IIT Bhubaneswar on 19th March, 2018.

This issue, the Minister added, needs multiple attention like international students and faculties presence in Indian institutes, research and innovation at par with the best institutes in the world, physical facilities second to none etc.

Congratulating the 295 graduating students, and their parents and teachers, the Minister said the country is counting on these bright young minds to help in the nation building for a New India as envisioned by the Prime Minister Narendra Modi. India is in the threshold of fourth industrial revolution to be ushered in by advancements in Robotics, Virtual reality, Cloud technology, Big data, Artificial intelligence and other technologies. Shri Singh informed that his Ministry is committed to greater quality and excellence in technical education.

The Ministry has launched Revitalizing Infrastructure Systems in Education (RISE), which aims to provide financial assistance up to Rs 1 Lakh Crore over a period of 4 years to IITs, NITs, IISERs.

The Minister lauded the Research work in IIT Bhubaneswar undertaken on the wide range of topics from fundamentals to applied areas of immense importance specifically utilization of industrial waste for developing environmental friendly geo-polymer concrete using red mud and fly ash which could be useful in making eco-friendly buildings, bridges, roads and other long-lasting physical assets.

A four-fold increase in outlay under Rashtriya Uchchatar Shiksha Abhiyan will give big boost to quality enhancement of education – Shri Prakash Javadekar

Aspirational districts to get 70 model degree colleges and 8 new professional colleges Rs.75 Crores for setting up hostels for SC/ST girls students

The Union Minister for Human Resource Development, Shri Prakash Javadekar has said that the Cabinet approval for continuation of Rashtriya Uchchatar Shiksha Abhiyan with a substantially increased outlay is a major initiative of the government to enhance quality of education. Addressing a press conference in New Delhi today, the HRD Minister said that the cabinet has approved fourfold increase in outlay under Rashtriya Uchchatar Shiksha Abhiyan. Giving more details, Shri Javadekar said that it was about Rs 600 crores per year, totalling to Rs 2400 crore, for 4 yrs from 2013-14 to 2016-17. Now it is Rs 7100 crores for 3 years beginning 2017-18 to 2019-20. The HRD Minister added that 10 Central/State universities with a rating of more than 3.5 under the Graded Autonomy Scheme will get Rs.100 Crores each. Not only that, 20 states will get Rs 50 crore each, totalling to Rs 1000 crore, to create research clusters in the state.

The HRD Minister said that it is a huge gift for quality enhancement of education sector. It will enhance quality of overall education by creating research labs, academic blocks & curriculum, girls hostels, improving research initiatives, faculty improvement & innovation in teaching. All these quality initiatives will be mapped & grants will be released. This will enable India to innovate efficiently. So this is a step towards transforming education.

The Minister also informed that in aspirational Districts, which have lagged behind in education, the government is granting 70 new model degree colleges with an allocation of Rs 12 crore each, totalling to Rs 840 crore. For transformation of education, the government will also give Rs 4 crore each to 75 degree colleges for upgrading them to model degree colleges.

He further said that 8 new professional colleges are to be established in educationally backward (aspirational districts) states like UP, Bihar, Odisha, Jharkhand, Rajasthan, Madhya Pradesh with a grant Rs 26 crore each totalling to Rs 208 crore. 750 colleges will get Rs 2 crore each, totalling to Rs 1500 crore for upgradation of academic infrastructures like research labs, library etc. He added that in a unique equity initiative to set up hostels for SC/ST girl students, 15 states will get Rs 5 crore each, totalling Rs 75 crores.

RUSA is an overarching scheme, operated in a mission mode for funding the state universities and colleges in order to achieve the aims of equity, access and excellence. It seeks to improve the overall quality of existing State higher educational institutions by ensuring their conformity to prescribed norms and standards.

Vocational education in schools is being promoted in various ways by the government

The Government is implementing the scheme of Vocationalisation of secondary and higher secondary education as a component of Centrally Sponsored Scheme of Rashtriya Madhyamik Shiksha Abhiyan from Class IX onwards. This scheme integrates vocational education with general academic education. Under the scheme, financial assistance is provided to the states/UTs based on the viability of proposals received and availability of funds. The major aim of the scheme is to prepare educated, employable and competitive human resource for various sectors of the economy. Till date, 8227 government schools in 33 States/UTs have been approved for introduction of the scheme including 200 schools of Uttar Pradesh. The Central Board of Secondary Education (CBSE) offers 40 vocational courses at senior secondary level and 15 courses at secondary level in its affiliated schools. The National Institute of Open Schooling (NIOS) also runs 103 vocational courses up to higher secondary level.

All India Council for Technical Education (AICTE) has recently introduced Degree/Diploma programs leading to Degree or Diploma in Vocational Education under National Skill Qualification Framework (NSQF) in 13 Specializations for AICTE approved Institutions. Under this scheme, Education Component is taught by the institute and the skill component is covered by Industry Partner or Skill Knowledge Provider (SKP) approved by AICTE or NSDC or any Government Agency.

The University Grants Commission (UGC), is implementing three schemes namely Community Colleges, B.Voc Degree Programme and Deen Dayal Upadhay KAUSHAL Kendras in Universities and Colleges for imparting skill development based vocational courses offering Certificate/Diploma/Advance Diploma/B.Voc/M.Voc and Research level programme. The skill components of courses are imparted in collaboration with the industry partners based on National Occupational Standards for the concerned job roles.

Implementation of UGC Grievances Redressal Regulations

The University Grants Commission (UGC) Grievance Redressal Regulations, 2012 prescribes for well defined systems and procedures for redressal of grievances of aggrieved students in Universities and Colleges. These regulations are mandatory for implementation by all Universities/affiliated Colleges in India. UGC issues directions to Universities, from time to time, to effectively implement grievance redressal regulations. Further, as per these regulations, an Ombudsman is required to be appointed by each university to effectively address and resolve grievances lodged by students at University level. The UGC has been closely monitoring the implementation of the grievance redressal systems and procedures as contained in the Regulations.



The UGC has launched an Online Student Grievance Redressal Portal to ensure transparency in admission, prevent unfair practices in Higher Education Institutions and provide effective mechanism for redressal of the grievances. This Portal facilitates the students/complainants to lodge their grievance, send reminders and view the status of action taken on their grievances. The system also facilitates Universities to search and browse grievances lodged by the students and post action taken on complaints as well as contact complainant directly through e-mail, phone or by post.

Textbooks for the year 2018-19 updated by NCERT as per suggestions received

National Council of Educational Research and Training (NCERT) has undertaken a review of all of its textbooks, which were developed as a follow-up of the National Curriculum Framework, 2005. In this regard, a web portal was created by the NCERT and suggestions from teachers were invited. Suggestions of approximately 700 teachers, which were found relevant for the review exercise, have been incorporated. NCERT has accordingly updated its textbooks for the year 2018-19. The review broadly pertained to rectification of factual errors, if any, and updation of data.

‘Study in India’ programme to attract foreign students to study in India

Ministry of Human Resource Development has approved ‘Study in India’ programme with, inter-alia, the following objectives:

    1. To improve the soft power of India with focus on the neighbouring countries and use it as a tool in diplomacy.
    2. To boost the number of inbound International students in India.
    3. To double India’s market share of global education exports from less than 1 percent to 2 percent.
    4. Increase in contribution of international student in the form of direct spends, indirect spends, spillover effects.
    5. Improvement in overall quality of higher education.
    6. Increase in global ranking of India as educational destination.
    7. To reduce the export – Import imbalance in the number of International students.
    8. Growth of India’s global market share of International students


The proposed fee waivers to meritorious foreign students in this policy will be decided by the Institute concerned based on the following criteria:

  1. 100% waiver of tuition fees only for the top 25% students
  2. 50% waiver of tuition fees only for the next 25% students
  3. 25% waiver of tuition fees only for the next 25% students
  4. No waiver of tuition fee for remaining 25% of students


The expenditure on the fee waiver will have to be borne by the Institute concerned, based on cross-subsidisation or through its existing funding. No additional cash flow from Government is proposed for the same.

The ‘Study in India’ programme’s primary objective is to target foreign students by branding India as an attractive education destination. As per the existing Government framework, provision of 10-15% supernumerary seats for foreign students is there. ‘Study in India’ programme would target the foreign students to be admitted as per this provision, which would not have any adverse impact on the number of seats/ admission of Indian students.

The Government has approved an expenditure of Rs. 150 crores for the ‘Study in India’ programme for two years 2018-19 and 2019-20 which will be primarily for brand promotion activities.


As the inflow of foreign students depends on various factors viz. individual will and choice, Visa issues etc., estimation about future inflow of foreign students is not possible.

Steps taken to improve the educational standards in private engineering colleges

With a view to improving the quality of technical education and thereby enhancing the employability of engineering students, the following action plan has been approved by the AICTE:

  1. Planning: Long-term Perspective Plans will be prepared for technical education at State level, so that quality issues being faced may be addressed in a focused and planned way in consultation with the concerned State Governments. This will be a guiding document while approving new institutions by AICTE.
  2. Selection: The students for the technical courses shall be selected based on a standardized examination.
  3. Induction training: Every student, on admission, shall be put through a mandatory Induction training to reinforce the fundamental concepts and the required language skills required for the technical education. The model curriculum and the periodicity of this induction training will be separately notified by the AICTE.
  4. Revision of curriculum: Every affiliating Technical University shall constitute subject-wise industry consultation committee (ICC) with the mandate of examining the existing curriculum and for making suitable changes in the curriculum every year. This process shall be completed in the month of December each year for the courses to be offered in the coming Academic year. Each institution, while applying for approval, shall certify completion of this process, which will be mandatory.
  5. Mandatory internships: Every student in technical institution shall do three internships each spanning 4 to 8 weeks before completion of the under-graduation. The responsibility will be on the institution for helping the students in finding suitable industry or organisation for the internship.
  6. Industry readiness: All students passing out of the undergraduate courses shall be imparted technical and soft skills required for working in the industry encompassing – managerial skills, entrepreneurial skills, leadership skills, communication skills, team-working skills and technical skills.
  7. Promoting innovation/start-ups: There shall be efforts at every level for promoting innovation and creativity in the students. The innovation drives like Hackathon shall be promoted, so that innovative ideas would emerge that can be incubated in the start-up centres.
  8. Exam reforms: The final exams being conducted by the institutions shall test the understanding of the concepts and the skill – rather than the subject knowledge. A model exam format would be prepared and shared with the institutions and the technical universities for suitable adoption. This aspect would be reviewed at the time of approval.
  9. Training of teachers: Every teacher in each of the technical education disciplines shall mandatorily undergo an annual refresher course delivered through SWAYAM portal, encapsulating all the major advances in the field of their study. Online courses would also be prepared and delivered through the SWAYAM platform for improving the pedagogical techniques of the teachers. The participation in the courses by atleast 50% of the faculty would be a mandatory condition for approval of the institution. Similarly, there should be leadership training to the heads of the institutions once in 2 years. These trainings would also be hosted through the SWAYAM platform.
  10. Mandatory accreditation: At least half of all the programmes in the technical institutions shall be accredited through the NBA before 2022. Unless there is credible progress each year, the approval of the institutions can be refused. In order to assist the institutions in meeting the mandatory requirements for applying for accreditation, a separate mechanism will be put in place.


Further, AICTE is implementing schemes namely National Employment Enhancement Mission (NEEM) and Employability Enhancement Training Program (EETP) to enhance the employability of the students. In addition, AICTE has also partnered with Ministry of Micro, Small and Medium Enterprises (MSME), Govt of India, Internshala, NETiit, ICT Academy and LinkedIn to provide internship opportunities and industry exposure to students for aligning their technical knowhow with industry requirements.

The AICTE is not closing down any institute on its own. However, some institutes have been closed down based on their request, due to financial non-viability arising from different factors including shortage of students. The Council has also decided to reduce approved intake by 50% in the course(s) where the enrolment has been less than 30% of approved intake for last 5 consecutive years.

Steps for development of Sanskrit language

The Ministry of Human Resource Development constituted a Committee to suggest a long term vision and road map for the development of Sanskrit under the Chairmanship of Shri N. Gopalaswami, Chancellor, Rashtriya Sanskrit Vidyapeetha, Tirupati on 18.11.2015 which submitted its report in February, 2016. The Committee had made several recommendations in i) School education, ii) Higher Education, iii) Traditional education at school level, iv) Traditional education at College level, v) Recommendations for Veda Vidya, vi) Preservation, Propagation and Sustenance of Veda Vidya, vii) Schemes for Development of Veda Vidya, viii) Schemes for Development of Sanskrit, ix) Ashtaadashi (Eighteen projects for sustaining the growth of Sanskrit. Apart from this, the Committee have also given its recommendations on teachers training, ICT in Sanskrit schools and colleges, Additional human resources, Call to Sanskrit scholars etc. Under its general recommendations. This Ministry has forwarded the recommendations to the Heads of all Bureaus/concerned organizations to look into the matter and implement the recommendations which are implementable within the existing policy framework of the Ministry. Further, a Committee under the Chairmanship of Dr. K. Kasturirangan has been constituted for the preparation of New Education Policy which is due to submit its report by 31.03.2018.

Annual average drop out rate of girls is lesser than drop out rate of boys at secondary level

The enrollment of students at elementary level has improved from 18.78 crore in 2009-2010, when the Right of Children to Free and Compulsory Education (RTE) Act, 2009 was implemented, to 19.67 crore as per Unified District Information System for Education (UDISE) 2015-16. The transition rate from class VIII to class IX is 90.62% as per UDISE 2015-16.

As per UDISE 2015-16, the Gross Enrollment Ratio (GER) of girls at secondary level is 80.97% and the GER of boys at secondary level is 79.16%. Further, Annual Average drop out rate of girls is 16.88% which is less than the drop out rate of boys of 17.21%.

Section 16 of the RTE Act, 2009 provides that no child admitted in a school shall be held back in any class till the completion of elementary education. However, various States/UTs have raised the issue of adverse effect of this provision on the learning levels of children. Therefore, in order to improve the learning outcomes in the elementary classes and after wide deliberations with all the stakeholders, it has been decided to amend Section 16 so as to empower the appropriate Government to take a decision as to whether to hold back a child in the fifth class or in the eighth class or in both classes, or not to hold back a child in any class, till the completion of elementary education. Accordingly, the RTE (Second Amendment) Bill, 2017 was introduced in the Lok Sabha on 11th August, 2017.

Dedicated portal launched by NCERT to facilitate supply of books to CBSE affiliated schools

National Council of Educational Research and Training (NCERT) is ready to supply the required number of textbooks to all Central Board of Secondary Education (CBSE) affiliated schools for the academic session 2018-19. NCERT has also enlarged its distribution network of vendors across the country. The details of such (895) vendors have been uploaded on the NCERT website for the convenience of the schools and parents. The NCERT has not received any reports regarding scarcity of textbooks from schools or students so far.

NCERT has discussed the issue of publishing and providing textbooks with the CBSE. NCERT has launched a dedicated web portal (www.ncertbooks.ncert.gov.in) for supply of textbooks to schools and individuals. 3578 schools have placed their requirement of NCERT books on this portal. Thirteen (13) States/Union Territories have taken copyright permission from for printing of NCERT Textbooks for their respective States/Union Territories. Ten (10) States /Union Territories are procuring the Textbooks directly from the . The Publication Division of NCERT is continuously monitoring the progress of availability of textbooks for the academic session 2018-19. Steps taken by NCERT and CBSE for safe and secure use of web space by Students & teachers

The Ministry of Women and Child Development has suggested for inclusion of suitable content in the Course about cyber laws, internet ethics, cyber safety measures, what all to avoid online and why, as well as psychosocial impact of internet addition.


National Council of Educational Research and Training (NCERT) has developed Information and Communication Technology (ICT) curriculum for teachers and students in school education. As part of this Curriculum, social and ethical issues related to use of internet have been dealt with. The focus of the curriculum is on safe and secure use of web space by students and teachers. NCERT has also prepared guidelines in the form of Do’s and don’ts for its use in school education system. Central Board of Secondary Education (CBSE) has also developed guidelines on Cyber safety and security and shared them with schools affiliated to it across the country.

Implementation of UGC Grievances Redressal Regulations

The University Grants Commission (UGC) Grievance Redressal Regulations, 2012 prescribes for well defined systems and procedures for redressal of grievances of aggrieved students in Universities and Colleges. These regulations are mandatory for implementation by all Universities/affiliated Colleges in India. UGC issues directions to Universities, from time to time, to effectively implement grievance redressal regulations. Further, as per these regulations, an Ombudsman is required to be appointed by each university to effectively address and resolve grievances lodged by students at University level. The UGC has been closely monitoring the implementation of the grievance redressal systems and procedures as contained in the Regulations.


The UGC has launched an Online Student Grievance Redressal Portal to ensure transparency in admission, prevent unfair practices in Higher Education Institutions and provide effective mechanism for redressal of the grievances. This Portal facilitates the students/complainants to lodge their grievance, send reminders and view the status of action taken on their grievances. The system also facilitates Universities to search and browse grievances lodged by the students and post action taken on complaints as well as contact complainant directly through e-mail, phone or by post.

Vocational education in schools is being promoted in various ways by the government

The Government is implementing the scheme of Vocationalisation of secondary and higher secondary education as a component of Centrally Sponsored Scheme of Rashtriya Madhyamik Shiksha Abhiyan from Class IX onwards. This scheme integrates vocational education with general academic education. Under the scheme, financial assistance is provided to the states/UTs based on the viability of proposals received and availability of funds. The major aim of the scheme is to prepare educated, employable and competitive human resource for various sectors of the economy. Till date, 8227 government schools in 33 States/UTs have been approved for introduction of the scheme including 200 schools of Uttar Pradesh. The Central Board of Secondary Education (CBSE) offers 40 vocational courses at senior secondary level and 15 courses at secondary level in its affiliated schools. The National Institute of Open Schooling (NIOS) also runs 103 vocational courses up to higher secondary level.

All India Council for Technical Education (AICTE) has recently introduced Degree/Diploma programs leading to Degree or Diploma in Vocational Education under National Skill Qualification Framework (NSQF) in 13 Specializations for AICTE approved Institutions. Under this scheme, Education Component is taught by the institute and the skill component is covered by Industry Partner or Skill Knowledge Provider (SKP) approved by AICTE or NSDC or any Government Agency.

The University Grants Commission (UGC), is implementing three schemes namely Community Colleges, B.Voc Degree Programme and Deen Dayal Upadhay KAUSHAL Kendras in Universities and Colleges for imparting skill development based vocational courses offering Certificate/Diploma/Advance Diploma/B.Voc/M.Voc and Research level programme. The skill components of courses are imparted in collaboration with the industry partners based on National Occupational Standards for the concerned job roles.

Allocation of funds for RISE

Higher Education Financing Agency (HEFA) has been set up by the Government to mobilize funds from the market as per requirements of the centrally funded higher educational institutions set up in all the States of the country including Rajasthan. The funding is being made to centrally funded higher educational institutions without any State-wise targets by HEFA.



An Announcement in the Budget 2018-19 has been made to step up investments in research and related infrastructure in premier educational institutions, including health institutions, to launch a major initiative named ‘‘Revitalising Infrastructure and Systems in Education (RISE) by 2022’’ with a total investment of Rs.1,00,000 crore in next four years by structuring HEFA.

Facility of reader or computer for students with special needs

The Central Board of Secondary Education (CBSE), on the recommendations of the examination committee of the Board, has advised all the CBSE affiliated schools vide there Notification No.CBSE-JS/Coord./16Feb/ EC/2018 dated 27.02.2018 to grant the following additional concessions/ facilities to the Candidates with Special Needs (CWSN) category for the examination year 2018 and onwards subject to the fulfillment of certain conditions indicated therein:

  • Use of Computer in writing the examination as per the actual need and skills of the students with disabilities.
  • Provision of reader in case students with disability does not want the facility of scribe and need a person to read the question paper.
  • Relaxation in mandatory attendance may be granted if any student with disability could not attend the school for prescribed days.

These concessions are admissible only to theCWSN category as notified in the Rights of Persons with Disabilities (RPWD) Act 2016 and valid medical certificate is must.

No minority status to educational institutions on Linguistic basis

National Commission for Minorities Educational Institutions (NCMEI) under the Ministry of Human Resource Development gives the minority status to the educational institutions on the basis of six religious communities notified by the Ministry of HRD under the NCMEI Act, 2004, viz., Muslims, Christians, Sikhs, Buddhists, Zoroastrians (Parsis) and Jains only. Linguistic Minorities do not come under the ambit of the NCMEI Act, 2004. Hence question of empowering any Agency to issue minority certificate on linguistic basis does not arise.

‘First Indian Sign Language Dictionary of 3000 Words’ Launched

“First Indian Sign Language Dictionary of 3000 words” was launched by Shri Thaawarchand Gehlot, Union Minister for Social Justice and Empowerment at a function here today. The dictionary has been developed by Indian Sign Language Research & Training Centre (ISLR&TC) under Department of Empowerment of Persons with Disabilities (DEPwD), M/o Social Justice & Empowerment. Ministers of State for Social Justice and Empowerment Shri Krishan Pal Gujar and Shri Ramdas Athwale and Shri Krishan Pal Gurjar were also present on the occasion.

Addressing on the occasion, Shri Thaawarchand Gehlot said that the basic aim of developing the ISL Dictionary is to remove communications barriers between the deaf and hearing communities as it is focused on providing more information in Indian sign language. Its aim is to give Deaf people the constitutional right to speech and opportunity of freedom of expression and also bringing them into the main stream of the society. He said that soon many new words will be added in this dictionary. The ISL dictionary has focused on providing more information in Indian Sign Language. He hoped that more and more people use this dictionary and get the benefit of learning Indian Sign Language.

ISLR&TC has been working on its dream project of developing the Indian Sign Language Dictionary for last one and a half years. As per the census 2011, there are 50, 71,007 Deaf people and 19, 98,535 with speech disability in India. ISLRTC, New Delhi realized the gravity of the situation and issues being faced by the large number of Deaf people in common communication.

Therefore, ISLRTC has developed an ISL Dictionary for Deaf people and Hearing people, offering them the maximum words to learn and expressing their feelings, ideas etc. ISL dictionary consists of various categories of words for example legal terms, medical terms, academic terms, technical terms and daily use words. The videos are subtitled.

The English and Hindi terms for the dictionary will also help deaf children to learn English. The ISL dictionary consists of words of five categories:

  1. Everyday Terms - This category includes terms that are used in everyday communication. The videos contain the sign and the corresponding English term.


  1. Legal Terms – This category includes videos for 237 legal terms help explain complicated legal terminology like “Affidavit”, “Acquittal”, etc. That are used in various legal situations.


  1. Academic Terms - To help deaf children understand complex academic concepts, the academic dictionary contains explanations for terms like “Nervous System”, “Rotation” and “Revolution”, etc. The words are from various subjects like Physics, Geography, Biology, Maths, etc. This category contains 229 videos for 212 terms.
  2. Medical Terms – This category includes 200 sign videos for 200 medical terms will help the deaf community to better understand medical terminology used in hospitals and in medical situations.


  1. Technical Terms - This category has 206 videos of sign and explanations in ISL for 204 technical terms that are used in vocational training or in computer courses.

The Vice President of India, Shri M. Venkaiah Naidu has advised the students IIM Rohtak to develop into managerial leaders who can foresee the future trends and shape the world in the best possible way. He was addressing the gathering at the 7th Convocation of Indian Institute of Management at Rohtak in Haryana today. The Governor of Haryana, Shri Kaptan Singh Solanki and other dignitaries were present on the occasion.

The Vice President advised the students to not be content with merely ‘managing’ well but must learn to lead. He further said that institutes like IIM Rohtak produce Business Managers, Leaders who have the wisdom and courage to reform the institutions, business corporations and government. With this enabling policy framework, I am sure the IIMs will strive to innovate and grow even further, he added.

The Vice President said that institutes like, IIM Rohtak should work with businesses and policy makers to provide excellent education and promote research for the benefit of the society. He further said that students must adapt to new situations in the corporate world as they evolve and emerge. The world of learning and the world of work are changing very rapidly and you need to be ever alert, ever agile, he added.

Remembering Mahatma Gandhiji, the Vice President asked students to shun: “Knowledge without character, commerce without morality, science without humanity.” Your actions in private and public life must be guided by a moral and ethical compass, he added.

"I am happy to be here today at Indian Institute of Management Rohtak at the 7th Convocation of the institute. I congratulate all the students who are graduating today from India’s one of the most prestigious management institutions, IIM Rohtak.

I am glad that IIMs established to provide managerial leadership mainly to a number of public sector enterprises that were started after independence, have emerged over the last sixty years as centres of excellence.

IIM Rohtak was started in 2009 with a view to shape the future of our nation by producing Business Managers and Leaders who have the wisdom and courage to reform the institutions, business corporations and government.

You are all aware that the Indian Institute of Management Act, 2017 has declared IIMs as Institutes of national importance and has given them greater autonomy than before. With this enabling policy framework, I am sure the IIMs will strive to innovate and grow even further.

I am happy to note that IIM Rohtak, strategically located in the National Capital Region, has taken forward the legacy of the IIMs, and grown significantly in such a short span of time. It is commendable that the management and faculty of the Institute continue to make their mark and are continuously updating their knowledge and skills to equip the students to face the fast changing global environment.

I hope that IIM Rohtak will work diligently in association with businesses and policy makers to provide excellent education, enhance the knowledge base and promote relevant research for the benefit of the society.

The IIM Act 2017 has envisaged that each IIM should carry out research, publication, consultancy and advisory work to advance new knowledge and innovation and to provide global leadership in management theory and practice.

It is heartening to note that the faculty of IIM Rohtak has been diligently working to create high quality research and knowledge base in close association with its students and industry that will have a positive impact on various segments of society.

I am glad to note that IIM Rohtak is among top 3 institutes in research publications and that the faculty of IIM Rohtak has more than 70 high quality research papers published in leading national and international journals and more than 60 papers presented at various international conferences.

I have been informed that the Institute has also initiated research collaborations with the faculty of various international universities like University of Namur, Lancaster University, University of Alabama, and CEIBS, Shanghai University of Missouri, USA. I am hopeful, that with these diligent efforts, IIM Rohtak will soon become one of the best Management Research Institutes.

I am pleased that the Institute is deeply involved in public policy work. During the last one year the institute has trained nearly 1000 personnel from industry and government in various aspects of management. Specifically, it has trained personnel from LIC, IRCTC, Prasar Bharti, Power Grid, IOCL, Asian Paints, Yes Bank, LNG Petronet, CRPF officials, Coal India Ltd, among others. Additionally, institute faculty is consulting with J&K government, India Post, Ministry of Consumer Affairs (Food and Public Distribution).

I am glad that the Institute has forged a strong link with the corporate world and the students are able to secure 100% Final Placements and Summer Placements. I am told that the Institute has been creating benchmarks year on year with the tremendous growth in its highest and average salary. This is a testimony to the institute’s committed leadership and efforts of one and all involved in shaping the future of the students.

I am happy to inaugurate the new buildings for this Institute. In this new campus with the state of the art facilities, this institute should be able to provide an even more nurturing environment to their students under the able leadership of the Director, Prof. Dheeraj Sharma.

I congratulate the visionary leadership of IIM Rohtak for the extensive efforts in promoting the girl child education and various other social initiatives taken by the institute with the motive to bring harmony, equality and empathy among the people of the region.

Institute has been extensively involved in organising various cultural, management and sports events like Udaan, Mini Marathon, Infusion, TEDx Talk, Aluminate, etc. There has been boundless effort in bringing industry in correlation with the academics by conducting management summits across the cities and leadership lecture series for intensive mentoring of the students. This reflects the progressive approach taken by the institute in giving its students a sense of excellence, strong social consciousness and a commitment for core values.

I convey my best wishes to all the students, management, faculty and others associated with the institute. I appreciate the untiring efforts of one and all in continuing their mission of shaping the future of management education in our country.

Dear Students, you are among the brightest young minds in our country. You have had a unique educational experience in this reputed institution. After graduation, some of you will be taking up dream jobs in the industry. Others will dream of becoming young entrepreneurs who will lead the change process in the country’s development landscape.

Local Status to Employees in AP

Government of Andhra Pradesh forwarded a proposal to the Government of India for amendment in the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974 and the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 to facilitate the people who opt and shift, for educational and employment purpose, to Andhra Pradesh from Telangana before 2nd June, 2017, to avail the local status in Andhra Pradesh. The Ministry of Home Affairs vide Notification No, G.S.R. No. 590(E) & 591(E), both dated 09.06.2016 amended the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974 and the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 respectively, for providing local status to the candidates who migrate to any part of the State of Andhra Pradesh from the State of Telangana within a period of three years from the 2nd day of June, 2014, for the purpose of education and employment. Further, at the request of Government of Andhra Pradesh, this time limit of three years has been extended for two more years i.e. from 01.06.2017 to 01.06.2019 vide Notifications No. GSR No. 1350 (E) & 1351(E) issued on 30.10.2017.

Survey on Higher Education

To portray the status of higher education in the country, Ministry of Human Resource Development has started an annual web-based All India Survey on Higher Education (AISHE) with the objectives of strengthening official statistical system to produce Education Statistics periodically with timeliness and quality so as to assess and review the performance of education sector and regional divergences across the country, to review the actual results over time and identifying data-gaps and to Strengthening Institutional Coordination with the Ministry and other data producing agencies such as University Grants Commission, All India Council for Technical Education and other regulatory bodies of higher education. The first survey was conducted in the year 2011 for the survey year 2010-11. Since then the survey is continuously being conducted annually by the Ministry through web based portal www.aishe-gov.in.

The survey covers all the Institutions in the country engaged in imparting of higher education. Data is being collected on several parameters such as teachers, student enrolment, number of programmes, examination results, and infrastructure. Indicators of educational development such as Institution Density, Gross Enrolment Ratio, Pupil Teacher Ratio, Gender Parity Index etc. are calculated from the data collected through AISHE. These are useful in making informed policy decisions and research for development of education sector. All the reports of All India Survey on Higher Education are placed on the web site of the Ministry. The results of important parameters of the survey such as Institution Density, Gross Enrolment Ratio, Pupil-Teacher Ratio, Gender Parity Index for the last three years of the survey is given as under:

Setting up of National Academic Depository (NAD) for Digitalization of School Records

Government has setup National Academic Depository (NAD) which is a 24x7 online store house of academic awards digitally lodged by various academic institutions/school boards/eligibility assessment bodies. The University Grants Commission (UGC) has been designated as authorized body to operationalise NAD. The academic awards to be lodged on NAD cover degrees, diplomas, certificates, mark-sheets including awards issued for skill development. The framework of NAD includes various Central Universities, Central Higher Educational Institutions, State Universities, Deemed to be universities, Central Board of Secondary Education (CBSE), State School Education Boards etc. located in various States/Union Territories including the State of Maharashtra. NAD comprises of two interoperable digital depositories viz., NSDL Database Management Limited (NDML) and CDSL Ventures Limited (CVL). Maintenance of academic awards in a digital depository not only enables online access, retrieval and verification of these awards, but also helps eliminating fraudulent practices such as forging of certificates and mark-sheets etc.

CBSE has introduced “ Parinam Manjusha” which acts as:-

  • Academic Repository
  • Facilitates Online Verification and
  • Students can get digital documents such as Mark Sheet, Pass Certificates and Migration Certificates of CBSE examination through Digi Locker.

Various steps taken to achieve the target of Gross Enrollment Ratio of 30% by 2019-20

The Government has been constantly striving to develop a system of higher education of quality appropriate to the national needs and aspirations and in tune with global trends. To increase access to Higher Education, new Institutions of National Importance viz. Indian Institutes of Technology, Indian Institute of Information Technology, Indian Institutes of Science Education and Research, National Institutes of Technology, universities and Colleges are established, intake capacity of existing institutions is enhanced, quality distance education is promoted and quality private education institutions are allowed to operate for creating opportunities for students belonging to disadvantaged section of the society.

Further, Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a Centrally Sponsored Scheme (CSS), provides strategic funding to eligible state higher educational institutions. The objective is to achieve the target of Gross Enrolment Ratio of 30% by the year 2019-20 with equity and inclusion.


The Department of Higher Education has a scheme called Central Sector Interest Subsidy Scheme on education loan for students belonging to Economically Weaker Sections. The objective of the Scheme is to encourage poor students aspiring to pursue Higher Education especially in Technical and Professional education. Government of India bears full interest subsidy during the Moratorium period.

As per All India Survey on Higher Education(AISHE) 2016-17, the total number of Enrolment at Graduate level is 28348197 whereas number of students enrolled under Science stream is 4730209 and in Engineering stream is 4161252. No specific data is available for comparing number of students pursuing Engineering & Technology and Science stream in India with that of students pursuing Engineering & Technology and Science stream worldwide.

The Ministry has launched the Rashtriya Avishkar Abhiyan (RAA), a convergent framework across School Education and Higher Education aiming to encourage children towards learning Sciences and Mathematics and to develop their interest through activities related to Science and Mathematics. One of the interventions under RAA is strengthening of school Science and Mathematics; laboratories, through the Rashtriya Madhyamik Shiksha Abhiyan (RMSA). Further, under RMSA, important interventions i.e. Science Fair/Exhibition and Talent Search at district level; mathematics and science kits to schools, visit of students to higher educational intuitions and learning enhancement of students have been approved.

“Innovation in Science pursuit for Inspired Research (INSPIRE)” is an innovative programme sponsored and managed by the Department of Science and Technology for attraction of talent to Science. The basic objective of INSPIRE is to communicate to the youth of the country the excitements of creative pursuit of Science, attract talent to the study of science at an early age and thus build the required critical human resource pool for strengthening and expanding the Science and Technology system and R&D base.

No need to submit original certificate at the time of College Admissions

The University Grants Commission had issued a notification dated 6th December, 2016 on “Remittance and Refund of Fees and other Student Centric Issues” wherein Vice-Chancellors of all Universities were requested to issue necessary instructions to University Departments and affiliated Colleges for compliance of various student welfare centric measures at the time of admission into such Universities/Colleges. As per the notification, no Higher Educational Institution (HEI) shall insist upon a student to submit original academic and personal certificates and testimonials like mark-sheets, school leaving certificates and other such documents at the time of submitting admission form (Clause 4.1 of notification available at http://www.ugc.ac.in/pdfnews/5681274_Fee-Refund-Notification.pdf). Further, as per the notification, institution of higher education shall physically verify the originals at the time of admission of the student in his/her presence and return them immediately after satisfying themselves about their authenticity and veracity, keeping their copies self-attested by student for record. This provision in the notification along with others would benefit a number of students who are unable to withdraw admission from the institutes for better prospects due to the retention of their original certificates. As per the provisions made in the notification, no HEI shall make it mandatory for applicants to purchase institutional prospectus any time during the course of the program of study. Purchasing prospectus shall be the personal choice of the student and he/she will have rights to decide against it in case he/she wishes to access the same information from institutional website. The notification prescribes adoption of standard operating procedures in the matters relating to the verification of certificates and testimonials with a view to prohibit coercive and profiteering institutional practices, if any, at the time of admission. This move will also enable students to explore multiple opportunities and choices in terms of their academic career.

Female enrolment in IITs to be increased to 20% by 2020-21 by creating supernumerary seats

The University Grants Commission (UGC) has informed that it has undertaken several schemes for the benefit of girls and women to enhance their accessibility and provide more opportunities such as provisions of various scholarships and fellowships exclusively for single girl child and women. The UGC is also implementing schemes for development of Women’s Studies in Indian Universities and Colleges, setting up of Women Hostels for Colleges and Universities, Capacity Building of Women Managers in Higher Education, Establishment of Day Care Centre in Central and State Universities.

Further, in order to encourage girl education, a Sub-Committee under Central Advisory Board of Education (CABE) has been constituted to look into the issues related to Girls’ Education. The interim recommendations of the Sub-Committee inter-alia, include setting up of Residential Degree Colleges and Polytechnics for Women in the District Head Quarters, Exclusive Women University in each State and providing free education to girls upto PG level etc.


Also under the Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), Central support is offered to increase access, equity and quality of higher education. Till date, the scheme has approved central assistance for 232 women colleges across States and Union Territories under various components such as through various components, such as creation of Model Degree Colleges (MDCs), new colleges (professional & technical), Equity Initiatives, Upgradation of Colleges to MDCs, Infrastructure Grants to Colleges, etc. Approval under the scheme is dependent upon submission of each State Higher Education Plan (SHEP) which is submitted by the State after analyzing its higher education requirements in terms of access, equity and quality.


As informed by All India Council for Technical Education (AICTE), the council has taken pro-active measures to attract girls in technical education through measures such as providing relaxation in land norms, FDR and Processing Fee for setting up of technical institutions specially for girls. Additionally, the Pragati scholarship scheme provides scholarship for girls in AICTE approved Institutions.


Further, the low representation of female enrollment in Indian Institutes of Technology (IITs) was reviewed by a Committee constituted by the Joint Admission Board (JAB) and on the recommendations of the Committee, it has been decided to increase female enrollment in IITs from 8% in 2016 to 14% in 2018-19, 17% in 2019-20 and 20% in 2020-21 by creating supernumerary seats.

The number of out of school children has declined substantially

Census 2011 has reported that 8.4 crore children do not go to school in the age group of 5 – 17 years. However, under the Right of Children to Free and Compulsory Education (RTE) Act, 2009 the mandated age group for free and compulsory elementary education in a neighbourhood school is 6-14 years. According to Census 2011, the number of children who do not attend schools (including never attended and attended before) in the age group of 6-13 years are 3.81 crore. Census 2011 has shown a marked decline in the number of out of school children in this age group from 5.8 crore in 2001 to 3.8 crore in 2011, a 35% decline over a period of ten years.

As per an independent survey commissioned in 2014 by the Ministry of Human Resource Development (MHRD), 60.64 lakh children were estimated to be out of school in the age group of 6-13 years. The number of out of school children has declined from 134.59 lakh in 2005 to 60.64 lakh in 2014 in the same age group.

The differences in the number and proportion of out-of-school children mainly arise from differences in the definitions used by different data sources, inter-state variations in schooling systems, timing of survey and differences in data collection and estimation processes

The RTE Act covers all children in 6-14 age group, 19.67 crore children were enrolled at elementary level as per Unified District Information System for Education (UDISE), 2015-16.

As per an independent survey commissioned in 2014 by the Ministry of Human Resource Development (MHRD), poverty,need to work for supplementing house-hold income etc. were some of the reasons for children not attending the school. In order to address these issues, Universalization of elementary education through Sarva Shiksha Abhiyan (SSA), which is the designated scheme for supporting implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 is implemented in partnership with states and UTs. Section 4 of the RTE Act, 2009 provides for special training for age appropriate admission of out of school children. Those children who have missed out certain academic years either for having never enrolled to school or having dropped out of school, have a right to Special Training in residential and non residential mode, subsequently to be mainstreamed in formal schools in age appropriate class. SSA has been successful in achieving considerable progress in its goal of universal access and retention with 99.36% habitations having schools at primary and 98.20% habitations having schools at upper primary level. Kasturba Gandhi Balika Vidyalayas, which are residential schools for girls at upper primary level, have also been sanctioned to the States for improving access to marginalised girls particularly out of school, either dropped out or never enrolled.

Under SSA, provisions have also been made for residential schools/hostels and transportation/escort facility for children living in sparsely populated areas, children living in areas where schools cannot be opened due to unavailability of land and children in need of care and protection. Special training is also provided to all such children who are school dropouts and long absentees and they are enrolled in “back to school” camps.

Additionally, other strategies adopted under SSA such as strengthening school infrastructure, improving pupil-teacher ratios, providing incentives like free textbooks, uniforms for eligible category of children and mid-day meal in schools have proved to be useful in increasing the enrolment of children in elementary schools.

AICTE New Model curriculum launched to give boost to Innovation & Research in Engineering courses

The All India Council for Technical Education (AICTE) Model Curriculum for UG and PG Level Engineering Courses launched on 24th January, 2018 has been designed and framed by leading experts from premier technical institutes and industries to give boost to innovation & research and motivate students and faculty to take up projects in new emerging areas of artificial intelligence and robotics, etc.

The Government is implementing the following schemes/ programmes as a measure to support higher education institutions with necessary technology and infrastructure to facilitate innovation:

i) AICTE Start-up Policy: The AICTE has launched Start-up Policy in November, 2016. The policy is designed in accordance with "Start-up India" action plan, Govt. of India to guide and promote student driven innovations & start-ups in AICTE approved institutions across the country.

ii) Smart India Hackathon: The Government, in association with AICTE, Persistent Systems & i4c, is organizing “Smart India Hackathon (SIH)” as a non-stop digital product development competition to harness creativity and expertise of students.

Anti Ragging toll free helpline 1800-180-5522 operational in 12 languages

In order to address the issue of increase in ragging cases in campuses, the UGC has brought out the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009. These regulations are to be followed mandatorily by all Higher Educational Institutions (HEIs). Further, to increase awareness against ragging, media campaign is also undertaken every year. UGC also sends advisories to the Vice-Chancellors of all Universities to curb the menace of ragging. Ministry of Human Resource Development also writes to all States/UTs every year to create a sustained awareness campaign against ragging. An Anti-Ragging toll free “helpline” 1800-180-5522 in 12 languages has been made operational with Call Centre facilities for helping victims of ragging, besides facilitating effective coordinated action by all concerned. The UGC has developed an Anti-Ragging Website i.e. www.antiragging.in. The Portal contains the record of registered complaints received and the status of the action taken thereon. An Anti-Ragging Mobile Application was launched on 29th May, 2017 for filing the complaint on ragging/ filing the anti-ragging undertaking/ for calling the helpline number. This App can be downloaded from Google Play Store. The UGC has uploaded few videos on campaign against ragging, videos on different perspective of ragging (of offender, of parents and of victim) and an Anti-Ragging documentary. These videos are available at the UGC Webpage, http://www.ugc.ac.in/page/Videos-Regarding-Ragging.aspx. The Central Board of Secondary Education (CBSE) has informed that whenever it receives any complaint of ragging in a school affiliated to it, it takes action as per the Affiliation Bye-laws and existing guidelines which are available at www.cbseaff.nic.in and www.cbse.nic.in, respectively.

The Ministry has constituted a four member Committee of mental health and public health professionals to ascertain the psychological impact of ragging on students, reasons and circumstances under which ragging happens, assess and quantify the impact of ragging and indiscipline on the standard of education and recommend urgent and mandatory mental health measures to be implemented in, and practiced by school, colleges and all educational and vocational institutions. The important recommendations of the Committee include organizing welcome and orientation programmes at the beginning of every academic session involving the students, installation of proper surveillance mechanism, having a clear Standard Operating Procedure, offering psychosocial support and counseling to victims and perpetrators, assessing and monitoring the social climate of institutions through regular surveys, organizing programs for fostering civic engagement and responsibility among students, etc. The important recommendations have been issued to all the Regulatory bodies and Vice-Chancellors of all the Universities for taking urgent action.

Various steps taken to achieve Academic Excellence

The University Grants Commission (UGC) has informed that UGC provides financial assistance under the Scheme “General Development Assistance” to eligible Central Universities, Deemed Universities, State Universities and colleges in each Plan. The main objective of the Plan Grant, in addition to others, is to set up new and strengthen existing infrastructural facilities in the institutions. The financial assistance to institutions is provided in accordance with the extant guidelines, taking into consideration the requirements of university/college and the overall budget.

Some of the major steps taken by the Ministry of Human Resource Development (MHRD)/ the UGC recently are listed below:-

  1. The Government has approved a scheme for providing a Regulatory Architecture for setting up/ upgrading of 20 Institutions (10 from public sector & 10 from private sector) as world class teaching and research institutions known as ‘Institutions of Eminence”. The Regulatory Architecture has been provided in the form of UGC(Declaration of Government Institutions as Institutions of Eminence) Guidelines, 2017 for public Institutions and UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 for private Institutions, so as to enable such institutions to evolve into Institutions of world class in a reasonable time period.
  2. UGC (Conferment of Autonomous Status upon Colleges and Measures for Maintenance of Standards in Autonomous Colleges) Regulations, 2018 have been notified on 12.02.2018. These regulations ensure that quality HEIs become autonomous. The autonomy is expected to enhance quality of education on one side and to promote innovation in teaching and research on the other side.
  3. UGC has notified University Grants Commission (Categorization of Universities (Only) For Grant of Graded Autonomy) Regulations, 2018 on 12.02.2018 to provide autonomy based on quality benchmark to the Higher Educational Institutions (HEIs). The universities have been categorized into three categories based on National Assessment and Accreditation Council (NAAC) grades and benchmarks as provided in the regulations. Such universities will be provided academic, administrative and financial autonomy which will improve academic quality and promote excellence.
  4. The Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is being implemented by the Ministry of HRD with the aim of promoting access, equity and quality. The focus of the scheme is on serving the unserved and underserved areas. Under the scheme, central assistance is provided, inter alia, for components such as Infrastructure grants to colleges and universities, upgradation of existing colleges to model degree colleges, etc. Under these components, funds are provided to institutions for support for strengthening of infrastructure facilities for construction/renovation of libraries, laboratories, hostels etc and for purchase of equipment in state Higher Educational Institutions (HEIs).

Cabinet approves continuation of the Credit Guarantee Fund for Education Loans Scheme and continuation and modification of Central Sector Interest Subsidy Scheme

The Cabinet Committee on Economic Affairs under the Chairmanship of Prime Minister Shri Narendra Modi, has given its approval for continuation of Credit Guarantee Fund for Education Loans Scheme and continuation and modification of Central Sector Interest Subsidy Scheme with a financial outlay of Rs. 6,600 crore for period from 2017-18 to 2019-20. This will provide education loans to 10 lakh students during this period.

Modifications in the present proposal:

  1. In order to allow more students to access the benefit, (and also considering that the average loan size has been only Rs. 4 lakhs), the ceiling on the loan amount has been refixed at Rs. 7.5 lakhs.
  2. The moratorium period would be course period + 1 year.
  3. To promote quality education, the scheme would cover loans for pursuing professional/technical courses from NAAC/NBA accredited Institutions/programmes or Institutions of National Importance or Central Funded Technical Institutions (CFTIs). This condition would however, be applicable with prospective effect, and would not apply to the current loans.
  4. A dashboard would be put in place for better monitoring of the scheme.


Coverage:

As against the scheme which ran since 2009, in which average educational loans per year were only 2.78 lakhs, under the revised scheme, the number of loans per year are expected to be at least 3.3 lakhs, showing a 20% increase over the previous scheme.

The above restructuring of the scheme is in accordance with the policy of the Government to make good quality education affordable to all.

Background:

Central Sector Interest Subsidy (CSIS) Scheme was launched on 1st April, 2009. Under the Scheme, full interest subsidy is provided for the education loan taken from Scheduled Banks under the Model Education Loan Scheme of Indian Banks' Association, covering a period of course duration + 1 year. This is made available for all the professional/technical courses in India and students with annual gross parental income up to Rs. 4.5 lakhs were eligible. The loans are disbursed without any collateral security and third-party guarantee. An amount of Rs. 9,408.52 crore has been disbursed towards interest subsidy and 25.10 lakh students have benefitted till date.

Credit Guarantee Fund for Education Loans (CGFEL) Scheme provides guarantee for the education loan under the Model Education Loan Scheme of Indian Banks' Association, disbursed by the banks without seeking any collateral security and third-party guarantee, for a maximum loan amount of Rs. 7.5 Lakhs.

A third party evaluation of the scheme has been made by IIM Bangalore, which suggested that the scheme should be rationalised to serve more students from economically weaker sections.

Cabinet approves formulation of a new Integrated Scheme for School Education from 1st April, 2018 to 31st March, 2020

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi has approved the proposal of Department of School Education and Literacy to formulate a Integrated Scheme on School Education by subsuming SarvaShikshaAbhiyan (SSA), RashtriyaMadhyamikShikshaAbhiyan (RMSA) and Teacher Education (TE) from 1st April, 2018 to 31st March, 2020. An estimated allocation of Rs 75,000 crore over the period has been approved which is a 20% increase over the current allocations.

The scheme comes in the backdrop of PM’s vision of SabkoShiksha, AchhiShiksha and aims to support the States in universalizing access to school education from classes pre-nursery to XII across the country.

Main Features of the Scheme:

The vision of the Scheme is to ensure inclusive and equitable quality education from nursery to senior secondary stage in accordance with the Sustainable Development Goal for Education. The main emphasis of the Integrated Scheme is on improving quality of school education by focussing on the two T's - Teacher and Technology.

The objectives of the Scheme, across all levels of schooling, are:

  1. Provision of quality education and enhancing learning outcomes of students;
  2. Bridging Social and Gender Gaps in School Education;
  3. Ensuring equity and inclusion at all levels of school education;
  4. Ensuring minimum standards in schooling provisions;
  5. Promoting vocationalization of education;
  6. Support States in implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009; and
  7. Strengthening and up-gradation of State Councils for Educational Research and Training (SCERTs)/State Institutes of Education and District Institutes for Education and Training (DIET) as nodal agencies for teacher training.
Impact:

The Scheme gives flexibility to the States and UTs to plan and prioritize their interventions within the scheme norms and the overall resource envelope available to them. It will help improve the transition rates across the various levels of school education and aid in promoting universal access to children to complete school education. The Scheme, by providing quality education, aims to equip the children with varied skills and knowledge essential for their holistic development and prepare them for the world of work or higher education in the future. It would lead to an optimal utilization of budgetary allocations and effective use of human resources and institutional structures created for the erstwhile Schemes.

The Vice President of India, Shri M, Venkaiah Naiud has said that language is a living tool - you must use it or you lose it. If we lose a language we lose an important part of cultural identity, he added. He was addressing the 9th Convocation of Dr. D.Y. Patil Vidyapeeth, in Pune, Maharshtra on March 29, 2018. The Guardian Minister for Pune, Maharashtra, Shri Girish Bapat and other dignitaries were present on the occasion.

The Vice President quoting Mahatma Gandhi, said "We, the English educated Indians, often un consciously make assumption that the microscopic minority of English speaking Indians are the whole of India." All the states should consider using local languages extensively in the day to day work and it could also make it an integral part of school curriculum and an essential qualification for employment at appropriate levels in administration, he added.

Highlighting the importance of language learning in our education system, Vice President said that it is a reflection of our ideas and values, out thoughts and emotions. Language is a tool for transmission of culture and it is truly the life blood of a civilization, he added.

The Vice President said that Mother tongue, the language of home, is the root of the huge tree of life. He further said that we must all learn our mother tongue well and one must ensure that this foundation is strengthened. We must constantly nourish it by speaking, writing and producing literature in the language and use it in schools, colleges and universities, he added.

The Vice President said that innovation is the key to success in today’s world and don’t ape your predecessors or peers blindly. Think creatively to find solutions to the problems faced by the society, he added.

The Vice President said that Higher education has a unique role in preparing torchbearers of tomorrow in different fields from medicine to management. It is essential for higher educational institutions to mould the next generation by inculcating the core values of patriotism, honesty, responsibility, discipline, compassion, respect for women and pluralism, he added.

Following is the text of Vice President's address:

"I am delighted to be here at the 9th Convocation of Dr. D. Y. PatilVidyapeeth, Pune, which was granted the deemed university status by the Ministry of HRD in 2003. I am also happy to note the commendable journey made by your Vidyapeeth in a short span of time.

Convocation is an important and memorable milestone in the lives of the students, who are passing out today. At the same time, it also re-affirms the invaluable role played by the institution and its teachers in imparting knowledge and shaping the outlook and personality of every student. Convocation also symbolizes the importance of continuity and the duty of each generation in transmitting knowledge, wisdom and cultural values to the next ones.

I am told Vidyapeeth offers graduate, post graduate, super-specialty and also Doctoral programs in various disciplines of health care. As many as 1056 students are getting their degrees in this convocation. I am glad to know that 19 students are getting gold medals and 12 others are being awarded Ph.D degrees. I extend my heartiest congratulations to outgoing students for their achievements and my sincere appreciation to parents for nurturing the talents of their children.

Recognizing contribution made by eminent personalities in various fields is part of Indian culture and I am happy that Vidyapeeth is honouring three such personalities by conferring on them the degree of Doctor of Letters (Honoris Causa) and Doctor of Science (Honoris Causa). The contribution of these great personalities needs special mention and appreciation. I congratulate Dr. AchyutaSamanta for the Doctor of Science (Honoris Causa) conferred on him for his contribution in the field of education and social transformation of tribal children in the country. I congratulate Dr. PratapsinhJadhav for the Doctor of Letters (Honoris Causa) conferred on him for his contribution as a social reformer and progressive agriculturist.

I also congratulate Vishnu R. Parnekar for the Doctor of Letters (Honoris Causa) conferred on him for his contribution in establishing social, economical and spiritual organizations and spreading the life management philosophy called Poornawad.

I am glad to know that Vidyapeeth with its motto to uplift the society is focusing on imparting education in various disciplines such as Allopathy, Homeopathy, and Ayurveda besides Dentistry, Nursing, Physiotherapy, Optometry, Visual Sciences, Biotechnology, Bioinformatics and Management.

Dear Sisters and Brothers, higher education has a unique role in preparing torchbearers of tomorrow in different fields from medicine to management. Irrespective of whether the students choose to become teachers, administrators, businessmen or social scientists, it is essential for higher educational institutions to mould the next generation by inculcating the core values of patriotism, honesty, responsibility, discipline, compassion, respect for women and pluralism.

I am sure, the teaching and research projects taken up by Dr. D. Y. PatilVidyapeeth are fully in tune with the requirements of the 21st century knowledge society. Today, the digital revolution is sweeping the world and technology is completely changing every facet our life. We not only have to keep pace with various advancements, but we also need to visualize future requirements and reorient our curricula accordingly.

Dear students, please remember that there is nothing like a full stop to learning. It is a continuous process and graduation is just a chapter in the book of your life’s journey. Keep adding more chapters as you continue in this voyage of knowledge, self-discovery and self-realisation.

Do not be content with what you have achieved in terms of knowledge and skills or securing employment. Education does not end with earning a degree, it is the sum total of knowledge, skills, attitude and behaviour and aims at holistic development of a person. The world of learning and acquiring knowledge has no boundaries. An essential feature of medical profession is to keep updated constantly through training programmes.

I understand that many students after graduating from the Vidyapeeth might prefer to pursue further studies in Institutes of Higher Education, either in India or abroad. There is nothing wrong in furthering your career prospects. But my advice to anybody who ventures to go abroad is to return and serve the motherland. Go, learn, earn and return must be the credo. Never neglect or forget your mother tongue, place of birth and the motherland. Also never succumb to pressures or temptations that will make you tread on the wrong paths. Strong character, discipline, hard work, unwavering commitment and passion to the goals set by you must always be your guiding principles. Every person will have some strengths and weaknesses. One must always try to overcome the weaknesses no matter how difficult the path is to attain success.

Innovation is the key to success in today’s world. Don’t ape your predecessors or peers blindly. Think creatively to find solutions to the problems faced by the society. It is also important for you to dream big to make a mark and achieve success.Albert Einstein had once said: “I'm enough of an artist to draw freely on my imagination, which I think is more important than knowledge. Knowledge is limited. Imagination encircles the world."

Dear sisters and brothers, this institution is called a “Vidyapith”. This word that is commonly used by many to refer to a University has a lot of meaningful suggestive connotation that goes to the root of Indian conception of education. We should try and understand how the ancient Indian thinkers have encapsulated a lot of concepts in simple terminology.

“Vidya” denotes “to discover and know what it is”. “Peeth” means a “centre” or a “pedestal”. So, a Vidyapeeth is a centre where the discovery of new facts and unravelling of new knowledge goes on. Because it is a “peeth”, it is a sustainable foundation for further learning. In the Indian world view, we are all lifelong learners. Please note that the Vidya emphasizes the spirit of “discovery”, and “innovation” so crucial for our present and future growth as a learning society.

Many successful individuals in the world have followed this approach and became famous. This is not an easy path. There will be obstacles and failures, what matters is your ability to stay focused, trying to discover new realities and to pursue you dreams undeterred by failures and obstacles.

I would like to highlight the critical importance of language learning in our education system. Language is a tool for transmission of culture. It is a reflection of our ideas and values, out thoughts and emotions. It is truly the life blood of a civilization.

We live in a globalized, multi- lingual world where language is not only a means of communication but it is a window to the treasure house of literature, music and fine arts. It is the invisible thread of our cultural fabric of all these languages. Our Mother tongue, the language of home, is the root of the huge tree of life. We must ensure that this foundation is strengthened. We must all learn our mother tongue well. We must constantly nourish it by speaking , writing and producing literature in the language and use it in schools, colleges and universities.

We in India have a rich heritage of literature in so many Indian languages. We must preserve this and enrich it further. We must remember that language is a living tool . You must use it or you lose it. If we lose a language we lose an important part of cultural identity.

Mahatma Gandhi Ji had once said:

"We, the English educated Indians, often un consciously make assumption that the microscopic minority of English speaking Indians are the whole of India."

For him, governing the people and running day to day administration has to be in Indian languages, the languages spoken and understood by the people. In fact democracy and Surajya can be strengthened only if institutions of governance like courts and offices use local languages.

I would like to underscore that all the states should consider using local languages extensively in the day to day work. It could also make it an integral part of school curriculum and an essential qualification for employment at appropriate levels in administration.

I am keen that each Indian should be proficient in her or his mother tongue. At the same time, we should learn as many other languages as we can and need. We should broaden our horizons , strengthen our bonds with our heritage through classical languages like Sanskrit and acquire knowledge in other world languages. But our feet must be firmly on the ground, our proficiency must be strong in our native mother tongue. Mother tongue is veritably our eyes. Rest of the languages are useful add-ons like eye glasses.



Finally, I call upon all of you to imbibe the core values of our culture, traditions, heritage and history. We have the tradition of respecting and living with nature. Respect nature and promote culture for a better future.

Be proud of your parents, teachers and the institutions which shaped your personalities and careers. Always remember that whatever you do and wherever you are – you shall always be an Indian and an alumnus of the Dr. D. Y. PatilVidyapeeth, Pune.

Various identification mechanisms introduced on students’ certificates to promote uniformity and transparency

The University Grants Commission (UGC) vide its letter dated 21st March, 2017 has requested all the Universities to introduce identification mechanisms like photograph and Unique ID/Aadhaar number in students’ certificates. Such features are useful for the purposes of verification and curbing duplication. At the same time, they help in introducing uniformity and transparency within and across the system of higher education in the Country. UGC has also requested all the Universities to inscribe the name of institution in which a student is enrolled for a program of study as well as the mode of delivery (regular, part-time or distance). Ranking and Accreditation System for Higher Educational Institutions

The Ministry of Human Resource Development has launched the National Institutional Ranking Framework (NIRF) on 29th September, 2015 to rank institutions across the country. The parameters for ranking broadly cover “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”.

In India, the National Assessment and Accreditation Council (NAAC) does the institutional assessment and accreditation, while National Board of Accreditation (NBA) does programmatic accreditation of technical programmes and courses.

India Rankings 2016 and 2017 have already been released which are available at ‘https://www.nirfindia.org/Home’. India Rankings, 2018 is set to be released in the first week of April 2018.

The University Grants Commission (UGC) has issued the Mandatory Assessment and Accreditation of Higher Educational Institutions, Regulations, 2012, whereby all eligible Higher Educational institutions are required to get themselves accredited.

To rationalize the expansion of courses in engineering / technical, management etc. and to bring quality in technical education, AICTE has made it mandatory to have NBA Accreditation for institutions seeking new courses / expansion of existing courses.

Ranking promotes competition among the Universities and drive them to strive for excellence. Government has also started a scheme called ‘Institutions of Eminence’ in which 20 institutions both public and private, would be selected on challenge method and they would be actively supported to come up in the global rankings.

In NIRF, to promote Research and Development in Higher Education,Research and Professional Practices’ has been given the highest weightage of 40%, for ranking Universities.

Proposal for extension of Kasturba Gandhi Balika Vidyalayas up to 12th standard prepared by HRD Ministry

Dropout rate of girls at primary level is steadily decreasing


Kasturba Gandhi Balika Vidyalayas (KGBVs) are residential schools at upper primary level for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and BPL. It aims to reduce gender gap at elementary education and is operational in Educationally Backward Blocks (EBBs). In KGBVs, 75% girls from SC, ST, OBC or Minority Communities would be accorded priority for enrollment and only thereafter, 25% girls from families of Below Poverty Line would be enrolled.

Presently, 3703 KGBVs have been sanctioned in the country out of which 3603 are operational with an enrolment of 3.67 lakh girls out of which 29.81% are from SC category, 24.87% are from ST category, 31.41% are from OBC category while 7.74% are Muslims and 6.18% are from BPL category. .

  1. per the announcement in Budget 2018-19, school education is to be viewed holistically starting from pre-primary to 12th standard. Accordingly, a proposal regarding extension of KGBVs up to Senior Secondary level in convergence with Girls Hostel component in a phased manner, has been prepared by this Department.


Dropout percentage of KGBV students is not captured at national level. However, the dropout rate of girls at primary level has been steadily decreasing in the last three years. The details of annual average dropout rate of girls at primary level as per Unified District Information System for Education (U-DISE) are as under:

130 Higher Educational Institutions are running self-defense programmes for women

The University Grants Commission (UGC) had set up a Task Force under the Chairmanship of Prof. Meenakshi Gopinath, Ex-Member, UGC to review the existing arrangements for the safety and security of girls and women in particular and of the entire youth in general on campuses of institutions of higher learning. The Task Force submitted its report titled as “SAKSHAM- Measures for Ensuring the Safety of Women and Programmes for Gender Sensitization on Campuses” to the UGC on 30th October, 2013. A copy of the Report of Task Force is available at http://www.ugc.ac.in/pdfnews/5873997_SAKSHAM-BOOK.pdf .

UGC accepted the recommendations of the Task Force and to ensure compliance of the recommendations of Task Force, UGC notified University Grants Commission (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015. As per these Regulations, it is the responsibility of Higher Educational Institutions (HEIs) to organize training programmes and workshops for the students for gender sensitization as indicated in the SAKSHAM Report.

UGC has, inter-alia, requested Vice-Chancellors of all Universities on 16.02.2018 to provide information regarding introduction of self-defence programmes for women. It has further informed that, as on 26.02.2018, 130 HEIs are running self-defence programmes for women.

Model Curriculum prepared by AICTE for various engineering and management courses

The All India Council for Technical Education (AICTE) has prepared outcome based Model Curriculum for Under Graduate (UG) and Post Graduate (PG) Programme in Engineering and PGDM/MBA Programme in Management. The Model Curriculum for Engineering revises the credit points from 180 to 160, facilitates students to opt for electives from their disciplines as well as cross disciplines, provides opportunity for students to take up induction programme & internships and includes non-credit course on value education for holistic development of students.

The focus of curriculum for PG Programme in Engineering is advanced study of specialization through core subjects, flexible and diverse program specific electives, open electives to widen skills, collaborating and interactive learning to ensure talent development.

The model curriculum for MBA/PGDM Courses has been designed with an objective to provide in depth knowledge of the academic disciplines and applied fundamental areas necessary to meet the requirement of business enterprises. Courses on Indian ethos and business ethics and compulsory internship/ field work have been made an integral part of course curriculum.

The AICTE is aware about the need for imparting training to teachers. It is preparing comprehensive training policy for Teachers Training Programmes for upgrading the skills of teachers through AICTE Quality Improvement Centres which are set up in leading academic institutions in various parts of the country. AICTE has already started consultative process with all stakeholders in this regard.

The AICTE, as per its policy conducts surprise inspections of AICTE approved institutions to verify the information provided by them and takes appropriates actions based on inspection reports.

The following Central Universities have been identified to start the Yoga Department from the academic session 2016-17:

Evaluation procedures redefined by CBSE to make system of marking more objective and error free

The Central Board of Secondary Education (CBSE) has a structured and robust Evaluation system. CBSE, as a part of continuous improvement endeavor, keeps reviewing all its process and activities from time to time to add value and refine them based on experiences. An internal committee of CBSE looked into the existing system to make the system more objective and error free. The study also took into account the experiences of the Regional Offices of the Board for identifying the nature and pattern of usual mistakes in the evaluation process. The feedback and the review of the evaluation process helped the Board to redefine some of the evaluation procedures. Board has added additional layer of supervision for ensuring marking of the answer script strictly as per marking scheme. The additional feature of posting and uploading of marks using IT solution have also added with the provision of auto totaling of marks.

CBSE conducts examination for class X and XII for its affiliated schools as per the scheme of studies offered by the Board and opted by the child. There is no change with regard to pattern in class XII examinations.However, for class X in order to promote vocational education at secondary level, the Board has decided that the failed one subject (out of Math’s, Social Science and Science offered in class X by the Candidate) will be replaced by the 6th vocational subject offered as additional 6th subject as enabling passing criteria. In additional, the Board has also modified the passing criteria as a one-time measure for the batch of class X 2018 examination. This has been done in order to enable the present batch of class X to cope with the new system of assessment introduced by the Board from the year 2018 onwards.

Central RTE Rules amended to ensure learning outcomes amongst students

The Goal-4 of Sustainable Development Goals is to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. The major emphasis is on access, equity and quality of education. All the major schemes of the Ministry viz. Sarva Shiksha Abhiyaan (SSA), Rashtriya Madhyamik Shiksha Abhiyaan (RMSA), Mid-Day Meal (MDM) Scheme, Shakshar Bharat and Rashtritya Ucchatar Shiksha Abhiyaan (RUSA) are being implemented with the objectives of development of educational Infrastructure, emphasis on equal opportunities for all and ensuring quality & standard of education.A number of corrective steps have been taken by the Government to further improve the quality of education in the country. Some important measures are:

  1. Focusing on quality education, the Central RTE Rules have been amended on 20thFebruary, 2017 to include reference on class-wise, subject-wise Learning Outcomes. These would serve as a guideline for States and UTs to ensure that all children acquire appropriate learning level. For the first time in November, 2017 National Achievement Surveys (NAS) was conducted for classes III, V and VIII to assess the learning outcomes of students in government and government aided schools on all subjects.
  2. The RTE Act, 2009 was amended in 2017 to ensure that all teachers acquire the minimum qualifications prescribed under the Act by 31st March, 2019. This would ensure an improvement in the overall quality of teachers and teaching processes, and consequently learning outcomes of children. Further, it reinforces the Government's emphasis on improvement of quality of elementary education.
  3. The Department is placing a lot of emphasis on the development and provision of e-content for students and also training of teachers, head masters and Principals.
  4. Government is implementing a centrally sponsored scheme namely RashtriyaUchatterShikshaAbhiyaan (RUSA) with the aim of promoting access, equity and quality in higher education. Under RUSA, inter-alia, central assistance is provided to States for creation of model degree colleges, infrastructure grants to colleges and Universities, creation of Universities either through up gradationof existing autonomous colleges or clustering of colleges. Further, Higher Education FinancingAgency (HEFA) has been set up by the Government to mobilize funds from the market as perrequirements of the centrally funded higher educational institutions.
  5. The University Grants Commission (UGC) has been constantly striving to develop a system of higher education of quality, appropriate to the national needs and aspirations and in tune with global trends. The Commission is committed to constant improvement of the quality of higher education and defining excellence in the processes of teaching, learning and research. In order to ensure quality of higher education is further streamlined, UGC has notified a number of regulations which are mandatory for every institution of higher education across the country.

65 projects at cost of nearly Rs.140 Crores approved under Uchhatar Avishkar Yojana (phase-II)

The Government in association with All India Council for Technical Education (AICTE) promotes innovations and research & development in established and new technologies, generation, adoption and adaptation of new technologies, to meet developmental requirements of the country and for the overall improvement of educational process. Towards these ends, the Council operates three schemes, namely, Modernization and Removal of Obsolescence (MODROBS), Research Promotion Scheme (RPS) and Nationally Coordinated Projects (NCP).

In order to enhance the quality of technical education in the country, the Government is taking the following steps: -

(i) Higher Education Financing Agency (HEFA): This is a not-for-profit organization that will leverage funds from the market and supplement them with donations and CSR funds. These funds will be used to finance setting up and improvement in infrastructure and research facilities in our top institutions and will be serviced through internal accruals.

(ii) PM Research Fellowship: Under this scheme, the best students who have completed or are in the final year of B. Tech or Integrated M.Tech or M.Sc. in Science and Technology streams from IISc/IITs/NITs/IISERs/IIITs will be offered direct admission in PhD programme in the IITs/IISc. Such students, who fulfill the eligibility criteria, and shortlisted through a selection process, as laid down in the PMRF Guidelines, will be offered a fellowship of Rs. 70,000/- per month for the first two years, Rs. 75,000/- per month for the 3rd year, and Rs. 80,000/- per month in the 4th and 5th years. Apart from this, a research grant of Rs. 2.00 lakh will be provided to each of the Fellows for a period of 5 years to cover their foreign travel expenses for presenting research papers in international conferences and seminars. A maximum of 3,000 Fellows (1000 per year) would be selected during a three-year period.

(iii) Smart India Hackathon (SIH): SIH is being undertaken by MHRD on yearly basis to identify new and disruptive digital solutions for solving the challenges faced by our country.

(iv) Setting up of virtual classrooms and massive open online courses (MOOCs): Virtual classrooms under SWAYAM and MOOCs are newer forms of technology-enabled learning which help to broad-base quality education across all geographical regions. MOOCs have emerged as an inexpensive mechanism for offering quality education online, to a very large number of learners. The benefits of quality faculty, teaching excellent courses in top institutions, can be transmitted with the help of virtual classrooms and online courses to students & faculty across all institutions irrespective of their physical location thereby making education truly seamless and borderless.

(v) National Digital Library: Ministry of Human Resource Development under its National Mission on Education through Information and Communication Technology has initiated the National Digital Library (NDL) pilot project to develop a framework of virtual repository of learning resources with a single-window search facility. It is being developed to help students to prepare for entrance and competitive examination, to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources.

(vi) Training and Research in Frontier Areas: It is proposed to establish centers of excellence for advanced training and research in the frontier areas including biotechnology, bioinformatics, nano-materials, nano-technologies, mechatronics, higher performance computing engineering/industrial design, etc.

(vii) Setting up of Inter-Institutional Centres, Creation of Excellence Clusters and Networks, Establishing Alliances across Institutions: This includes provision for Setting up of Inter Institutional Centers, Creation of Excellence Clusters and Network, Establishing Alliances Across Institutions.

(viii) Startup India Initiative in Higher Educational Institutions: The erstwhile scheme “National Initiative for Technology Transfer” has been revamped as Startup India Initiative in Higher Education. Under this initiative, special efforts would be made to strengthen international research linkages and involve a larger number of Indian institutions in forging such links with industry through a framework of research parks for collaborative and joint research programmes.

(ix) Implementation of the IMPRINT Research Initiative (Impacting Research Innovation and Technology): This scheme is meant for adopting engineering and technology as the vehicle to addressing the societal needs and achieving national prosperity.

(x) National Institutional Ranking Framework: This framework outlines a methodology to rank institutions across the country. The methodology draws from the overall recommendations and broad understanding arrived at by a Core Committee set up by MHRD, to identify the broad parameters for ranking various universities and institutions. The parameters broadly cover Teaching, Learning and Resources; Research and Professional Practices; Graduation Outcomes; Outreach and Inclusivity and Perception.

(xi) Technical Education Quality Improvement Programme (TEQIP): This is a World Bank funded project to enhance quality and equity in selected engineering education institutes and improve the efficiency of the engineering education system in focus States/ Union Territories.

(xii) Research Parks: In order to provide impetus to research in the country, the Government has approved setting up of 9 Research Parks one each at IIT Madras, IIT Kharagpur, IIT Bombay, IIT Gandhinagar, IIT Delhi, IIT Guwahati, IIT Kanpur, IIT Hyderabad, and IISc Bangalore. IIT Madras Research Park has become fully functional with 43 R&D clients, 4 Incubators, 55 Start-ups, and 5 Centres of Excellence. IIT Gandhinagar Research Park has been approved with full funding from the Department of Science & Technology.

(xiii) Quality Initiatives by AICTE: AICTE has approved an action plan focusing on Planning, Selection, Induction Training, Curriculum Revision, Mandatory Internships, Industry Readiness, Promotion of Innovation & Start-ups, Exam Reform, Teachers’ Training and Mandatory Accreditation.

With a view to promote innovation of a higher order that directly impacts the needs of the Industry and thereby improves the competitive edge of the Indian manufacturing, a scheme called “Uchhatar Avishkar Yojana (UAY)” was approved by the Government. The project envisages collaboration between academia and industry –within or outside India. Under UAY Phase- I, 87 projects at a cost of Rs. 265.59 Crore with joint funding by MHRD, participating Ministries and Industry in the ratio of 50:25:25 have been approved. Under UAY Phase-II, the Apex Committee of UAY in its meeting held on 20.11.2017 has approved 65 projects at a cost of Rs. 139.48 Crore for a period of 3 years.

Shodhganga@INFLIBNET centre provides platform to make Ph.D theses available to researchers

The University Grants Commission (UGC) has an Inter University Centre (IUC) called INFLIBNET (Information and Library Network). The Shodhganga@INFLIBNET centre is a repository of Ph.D theses across the nation. This Centre provides a platform for researchers to deposit their Ph.D theses and make them available to the entire scholarly community in open access.

The number of Ph.D students has been on the rise and as per All India Survey on Higher Education (AISHE) data for 2016-17, the number of students enrolled is 141037 in various disciplines including Agriculture, Arts, Commerce, Computer Science/Applications, Education, Engineering/ Technology, Law, Management, Medicine, Science, Veterinary Science and others.

Research is one of the important factors determining the National Institutional Ranking Framework (NIRF) of Higher Educational Institutions (HEIs).

Special Focused Districts under Sarva Shiksha Abhiyan for SCs, STs and Minorities

The Centrally Sponsored Scheme of Sarva Shiksha Abhiyan (SSA) provides assistance to State Governments and UTs to ensure free and compulsory quality elementary education for all children in the age group of 6-14 years in accordance with the provisions of the Right of Children to Free and Compulsory (RTE) Act, 2009. Against the estimate of 20.78 crore children in the 6-13 age group as per Census, 2011, 19.67 crore children are enrolled at elementary level as per Unified District Information System for Education (UDISE), 2015-16.

Universal enrolment at elementary level is the primary goal of SSA. It has provided 2.04 lakh primary and 1.59 lakh upper primary schools for ensuring universal provisioning of schooling facilities. Preference for opening of school is given to tribal areas, and areas with high concentration of Scheduled Caste (SC), Scheduled Tribe (ST) and minority population. Under the SSA, the districts with high concentration of population of SCs, STs and Muslims have been identified as Special Focus Districts (SFDs). The criteria for identifying the SFDs in case of SCs and STs is a population of 25% and above, while for Muslims, it is 20% and above population.

Through the interventions made under SSA in SFDs, at the national level the enrolment share of SC children at elementary level is 19.78% as per UDISE, 2015-16, whereas their share in population is 16.6% (as per Census 2011). Similarly, the enrolment share of ST children at elementary level as per UDISE 2015-16, is 10.35%, whereas their share in population is 8.6% (as per Census 2011).

Besides, Kasturba Gandhi Balika Vidyalayas (KGBVs), which are upper primary residential schools for girls belonging predominantly to the SC, ST, Other Backward Caste and minorities, have played an important role in furthering the goal of girls’ education in educationally backward blocks of the country. Under the SSA, provisions have also been made for residential schools/hostels for children living in sparsely populated areas, children living in areas where schools cannot be opened due to unavailability of land and children in need of care and protection.

Additionally, madarsas/makatabs which are affiliated to the State Boards of Secondary Education/State Madarsa Boards and are desirous of introducing the State curriculum, are eligible for grant for textbooks, in-service teacher training, school grant and teacher grant under SSA.

Awareness Programme on Swachhata in Educational Institutions

All educational institutions have been asked to spread awareness about sanitation and hygiene. Department of School Education & Literacy has advised States and Union Territories to encourage school education authorities for promoting cleanliness and hygiene practices in schools by undertaking various activities, including Swachhata Pakhwada, appointment of Student Ambassador, singing Swachhata songs in BalSabha/Children’sassembly, celebrating Swachhata Diwas and drawing/painting competitions focusing on Swachhata in each school. During Swachhata Pakhwada 2017 observed during 1-15 September, 2017, Green School drive was taken up in schools across the country. Dustbins with blue and green colour were used for recycled and unrecyclable wastes, respectively. Planting of trees around school premises and around toilets to utilize waste water for gardening, were also taken up during the drive, in which 6.81 lakhs schools in the country participated. The Departmentof School Education & Literacy has instituted SwachhVidyalaya Puraskar (SVP) in 2016 at district, State and national levels to recognise inspire and celebrate excellence in sanitation and hygiene practices in schools. The SVP aims to encourage schools to achievea higher Swachhata scale and standard, for which a Standing Operating Procedure has been released.

University Grant Commission have issued guidelines on Swachh Bharat- Swasth Bharat Scheme, wherein among other things, Universities/Colleges have been asked to maintain proper waste segregation and disposal system and to ensure that it is implemented at the structural level. Universities/Colleges have also been asked that a separate project must be designed for students which may include embedding instructions about cleanliness, creating awareness camps in organizing cleanliness drives so that cleanliness is inculcated in their attitude and learning. In order to generate peer pressure amongst Higher educational Institutions in the area of hygiene, a Swachhata Ranking exercise was also undertaken based on various hygiene parameters including solid & liquid waste disposable process, water availability, water purity, kitchen hygiene, garbage disposable facility in campus, etc. 3500 Institutions participated in the exercise. Out of these, 25 Institutions were awarded during the Swachhata Pakhwada 2017. This will be an annual exercise so that built in standards of hygiene are upgraded over time through peer pressure.

With the devolution of more funds to the States as recommended by the 14th Finance Commission, States have been advised to prioritize allocating of funds to Education sector.

The priorities areas of Government on education during 12th Five Year Plan (2012-17) was focus on expansion, equity and excellence with greater emphasis on quality of higher education mainly by setting up of new institutions, greater emphasis on funding of State institutions to improve infrastructural facilities.

Government is implementing various schemes for education sector, the major schemes are Sarva Shiksa Abhiyan (SSA), under which financial assistance to the States and UTs are provided for additional teachers. Under Rashtriya Madhyamik Siksha Abhiyan (RMSA) scheme, financial assistance is provided to the States/UTs for opening of New Government secondary schools and for development of infrastructure. During the Twelfth Five Year Plan, a new scheme called the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) has been approved which aims to achieve equity, access and excellence in higher education. The scheme supports components such as upgrading autonomous colleges to universities, clustering colleges to establish a university, setting up of new professional colleges in un-served and underserved areas as well as providing infrastructure grants to universities and colleges to scale up capacity.

Further, Higher Education Financing Agency (HEFA) has been set up by the Government
to mobilize funds from the market as per requirements of the centrally funded higher
educational institutions. The Budget 2018-19 has announced to raise Rs. 1,00,000 crore through HEFA to fund education institute to fast track research & academic infrastructure.

More than Rs. 200 Cr released for the scheme for improving quality in educational development and preparation of teachers

The focus of the Government is on improving quality in educational development and preparation of teachers and their working conditions in classrooms, schools and colleges, as also their continuous professional development. The Scheme Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT) aims at addressing comprehensively all issues related to teachers, teaching, teacher preparation, professional development, curriculum design, and developing assessment & evaluation methodology, research in developing effective Pedagogy.

A total of 64 proposals from various Universities/Institutes which were received from all over the country have been approved till now for setting up institutional arrangements under various components of the Scheme namely Schools of Education (in Central Universities), Centres of Excellence for Curriculum and Pedagogy (which further includes Centres of Excellence in Science and Mathematics Education, Teaching Learning Centres and Faculty Development Centres), Inter-University Centres for Teachers’ Education, National Resource Centre for Education, Centres for Academic Leadership and Education Management, Innovations; Awards; Teaching Resource Grant including Workshop & Seminar and Subject Networks for Curricular Renewal and Reforms. Apart from that, Induction training programmes of newly recruited faculty in higher education and Academic leadership development programme for senior academic and administrative functionaries of higher/secondary education institutions are part of the Scheme PMMMNMTT. As of now, Rs. 201.92 crores have been released till date; under the Scheme after it was launched in December, 2014 against funds allocated to the tune of Revised Estimates (RE) of Rs. 15 crores (Financial Year 2014-15), Rs. 63 crores (Financial Year 2015-16), Rs. 110 crores (Financial Year 2016-17) and Rs. 100 crores (Financial Year 2017-18).

Increase in the enrollment of students in Science subjects through various initiatives of HRD Ministry

As per the Unified District Information System on Education (UDISE) 2015-16, there has been an increase in the enrollment of students in science subjects at higher secondary level from 62.18 lakh in 2014-15 to 79.52 lakh in 2015-16.

The Centrally sponsored scheme of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) envisages universalizing access to secondary schools by providing a secondary school within a reasonable distance (5 kilometer) of every habitation, improving quality of education through making all secondary schools conform to prescribed norms and removal of gender, socio-economic and disability barriers. Under the scheme, there is a provision of appointment of 1 Head Teacher and 5 Teachers (2 language teacher, 1 science teacher, 1 social science and 1 math teacher)for every new/upgraded secondary school and Additional teacher to improve pupil teacher ratio. However, the recruitment and service conditions of Government teachers are primarily in the domain of respective State governments and UT Administration.

The Ministry of Human Resource Development has also in 2015 launched the Rashtriya Avishkar Abhiyan (RAA), a convergent framework across School Education and Higher Education to encourage children towards learning Science and Mathematics and to develop their interest through activities related to Science and Mathematics. One of the interventions under RAA is strengthening of Science and Mathematics laboratories in schools, through the Rashtriya Madhyamik Shiksha Abhiyan (RMSA). Also other interventions such as Science Fair/Exhibition and Talent Search at district level; mathematics and science kits to schools, visit to higher institutions of students and learning enhancement of students are also approved.

Several landmark initiatives launched by the Government to improve quality of Higher Education

The Central Government, the University Grants Commission (UGC) and All India Council for Technical Education (AICTE) are constantly endeavouring to improve quality of higher education and make higher education practical in the country. The Central Government has launched several initiatives viz. National Institutional Ranking Framework (NIRF), Impacting Research Innovation & Technology (IMPRINT), Uchhatar Avishkar Yojana (UAY), Global Initiative of Academic Networks (GIAN), Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM), National Academic Depository (NAD), Technical Education Quality Improvement Programme (TEQIP), Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT), National Digital Library, Campus Connect Programme etc. in the field of higher education for qualitative development of education in the country.

The UGC undertakes maintenance of standards in teaching, research and quality assurance in Universities, Deemed to be Universities and Colleges through framing and notifying regulations, schemes and disbursing grants to the eligible institutions. With a view to sustain and improve the quality of higher education and to undertake academic reforms, the UGC has notified UGC (Minimum Standards and Procedure for Award of M.Phil./ Ph.D Degrees) Regulations, 2016; UGC (Promotion and Maintenance of Standards of Academic Collaboration between Indian and Foreign Educational Institutions) Regulations, 2016; UGC (Open and Distance Learning) Regulations, 2017; UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017; UGC (Conferment of Autonomous Status upon Colleges and Measures for Maintenance of Standards in Autonomous Colleges) Regulations, 2018 and UGC (Categorization of Universities (only) for Grant of Graded Autonomy) Regulations, 2018.

In order to encourage research and development in the country, UGC is implementing schemes, awards, fellowships, chairs and programmes under which financial assistance is provided to institutions of higher education as well as faculty members working therein to undertake quality research covering areas of knowledge across disciplines. Some of the initiatives taken by UGC are (i) Universities with Potential for Excellence; (ii) Centre with potential for excellence in particular area; (iii) Special Assistance Programme (SAP); (iv) Research Projects and (v) Basic Science Research.

UGC has also requested the Vice-Chancellors of all Universities to upgrade and review their curriculum every three years for making them more skill oriented and interdisciplinary and with a purpose of making the students employable. The introduction of Choice Based Credit System (CBCS) is another important measure taken by UGC to enhance academic standards and quality in higher education through innovation and improvements in curriculum, teaching-learning process, examination and evaluation systems. CBCS provides a ‘cafeteria’ type approach in which the students can take courses of their choice, learn at their own pace, undergo additional courses, acquire credits and adopt an interdisciplinary approach to learning.

Further, Government is implementing a Centrally Sponsored Scheme namely Rashtriya Uchchatar Shiksha Abhiyan (RUSA) with the aim of promoting access, equity and quality. The focus of the scheme is on serving the unserved and underserved areas. Under the scheme, central assistance is provided, inter alia, for components such as Infrastructure grants to colleges and universities, upgradation of existing colleges to model degree colleges etc. Under these components, funds are provided to institutions for strengthening of infrastructure facilities for construction/renovation of libraries, laboratories, hostels etc and for purchase of equipment in State Higher Educational Institutions (HEIs).

Government has taken up far-reaching education reforms to improve quality and access to education

The Government of India has initiated major reforms in the education sector to improve the quality and access to education. Aimed at expanding access to quality education, new premier higher education institutions have been opened across the country, marking the highest ever such expansion in the history after Independence.

SWAYAM MOOCs portal ( (Study Webs of Active learning for Young Aspiring Minds) is an indigenous MOOCs portal that provides high quality education - anyone, anytime, anywhere at no cost- has been made operational. The portal has courses by the best teachers in the country and offers video lectures, e-reading material, discussion forum and assessment system - resulting in award of credits to the successful learners. Sofar, more than 1000 courses are made available and more than 33 lakh users are registered in this forum. Upto 20 % credit transfer into the academic record of students, is allowed now, for the courses taken on the SWAYAM portal.

To reach high quality educational content to the most backward areas using satellite communication, 32 DTH channels have been made functional, under SWAYAM Prabha programme. These channels air 4 hours of new content every day.

The initiative of National Digital Library (NDL) is a virtual repository of learning resources with a single window search facility. It has already brought together 15 million digital books and journals and 31 lakh learners are using this facility. It supports all academic levels including researchers and life-long learners, all disciplines, all popular form of access devices and differently abled learners.

Unnat Bharat Abhiyan (UBA) is a new initiative to make use the knowledge base in the higher educational institutions for plugging technology gaps in the rural areas. In this year, 750 institutions are being selected on challenge mode. This is expected to enrich rural India by way of customising existing technology as per local needs and also by improving the implementation of existing government schemes.

Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT) scheme has been launched in Dec, 2014, to address the issues of supply of qualified teachers, attracting talent into teaching profession, raising the quality teaching in schools and colleges.

Recently, the Government has constituted a Committee to draft National Education Policy under the Chairmanship of eminent scientist Dr. K. Kasturirangan which is expected to submit its report by 31stMarch, 2018.

Ek Bharat Shreshtha Bharat programme has been conceived by Hon’ble PM to promote mutual understanding between States & UTs in India which have diverse cultures, traditions, languages etc., through a process of sustained mutual engagement between the people. All States and UTs are paired with each other for a period of one year, after which the pairing would change. The objective is to break the inhibitions arising from diversity in culture through participative appreciation and engagement by people so that a spirit of oneness is created in the process for the nation.

Under Swachh Bharat programme the Department recognised the huge role that has to be played by HEIs in promoting Swachhta in the form of an attitude of zero tolerance to anything unhygienic. It has initiated Swachhta Rankings of Higher Educational Institutions and Swachhta Action Plans have been prepared.

Global Initiative of Academic Networks (GIAN) is an initiative launched on 30th November 2015 to garner best international knowledge and experience into the country’s higher education so as to enable Indian students & faculty to interact with best academic and industry experts from across the world. GIAN courses are short duration courses and as on date, 1075 courses have been conducted, in which more than 40,000 students gained enriched academic inputs and knowledge. These courses are also video recorded for subsequent use and some are also telecast live, depending upon the available infrastructure.

Government has embarked on building 20 Institutions of higher learning - 10 public and 10 private institutions as “Institutions of Eminence” (IoE), so that they are related among the global best institutions. These institutions to be declared in April, 2018, will have complete academic and administrative freedom and the public institutions will be given 1000 crore fund in next 3 years.

The best performing Institutions with high accreditation would be given autonomy in functioning. The Graded Autonomy Regulation introduced recently would provide liberal regulatory oversight so that the institution can plan for new courses and would strive for excellence.

IMPRINT India is an effort to direct research in the premier institutions into areas of social relevance. 10 such domains have been identified which could substantially impact the living standards of the rural areas . More than 2600 research proposals have been submitted by scientists in these areas.

The Uchchtar Avishkar Yojana (UAY) has been launched to promote industry specific need-based research so as to keep up the competitiveness of Indian industry in the global market. It is proposed to invest Rs. 250 crores every year on identified projects. The Industry is expected to contribute 25 % of the project cost.

Prime Minister Research Fellows (PMRF) scheme is launched to support 1000 bright undergraduate students every year, for direct admission in the research programmes in the reputed institutions like IISc, IITs. The fellowship carries a lot of social recognition and it ranges from Rs 70,000 to 80,000 per month for 5 year period.

Smart India Hackathon initiative is to promote innovation in the students by encouraging out of the box solutions for common problems faced by the society at large. In the first edition held in 2017, more than 40,000 students have participated to solve more than 600 problems. In 2018, the scope has been expanded to Hardware area also.

National Institutional Ranking Framework (NIRF) is the biggest ranking exercise launched in 2015, in which more than 3,500 institutions participated. The first edition of India Rankings 2016 were released in April, 2016. The India Rankings 2018 , the 3rd edition, will be released on 3rd April, 2018. The India Rankings is one of the biggest efforts for bringing in accountability and transparency in the higher educational institutions. The ranks are released in the various categories of institutions namely Universities, Engineering, Management, Pharmacy etc..

Higher Education Financing Agency (HEFA) has been approved by the Cabinet for creation of a fund with government equity of Rs. 1000 crores, to give a big push for building up robust higher educational institutions. The HEFA would finance the academic and research infrastructure projects through a 10 year loan. It is expected to spend Rs. 1,00,000 crore in next 5 years, for creation of high quality infrastructure in premier education institutions.

Rashtriya Uchchatar Siksha Abhiyan (RUSA) scheme has been given extension by Cabinet recently to provide more assistance for infrastructure to Universities and Colleges, creation of Model Degree colleges, Cluster universitite3s, Upgradation of autonomous colleges and Vocationalisation of higher education.

Under the Technical Education Quality Improvement Programme Phase III (TEQUIP-III) focus has been given to the backward States in central tribal belt and north-eastern region. Under this Rs. 2,600 Cr would be spent for improving the quality of teaching and research in the engineering institutions.

With a view to promoting autonomy for the premier institutions, the IIM Act has declared them as Institutes of National Importance and gave complete autonomy for deciding their dministrative and academic matters, without any Govt interference.

In accordance with the policy that education should be accessible for everyone, the National Scholarship Portal has been started. Apart from this, the Vidyalaxmi portal provides one-window clearance for the Education Loans with Interest Subvention.

SCHOOL EDUCATION

In order to focus on quality education, the Central RTE Rules have been amended on 20th February, 2017 to include reference on class-wise, subject-wise Learning Outcomes. The Learning Outcomes for each class in Languages (Hindi, English and Urdu), Mathematics, Environmental Studies, Science and Social Science up to the elementary stage have, accordingly, been finalized and shared with all States and UTs. These would serve as a guideline for States and UTs to ensure that all children acquire appropriate learning level.

A National Achievement Survey (NAS) was conducted on 13th November, 2017 through which the learning levels of around 22 lakh students of Classes III, V and VIII from 1.10 lakh schools across 700 districts in all 36 States and UTs were assessed. This competency based assessment was based on the Learning Outcomes developed by the NCERT. District and State report cards for NAS 2017 have been released by this Department and are available on MHRD website. Through NAS it is for the first time that the teachers have a tool to understand what exactly the child should be learning in various classes, how to teach this through activities and how to measure and ensure that children have reached the required level.

NAS for class X was conducted on 5th February, 2018 in a sample of around 15.5 lakh students in 45,337 schools. The performance of students was assessed in five major subjects i.e. English, Mathematics, Science, Social Science and Modern Indian Languages (MIL), based on a district wise sampling of schools, to enable States to identify gaps in learning at district level and design strategies to address these gaps.

The RTE Act, 2009 was amended in 2017 to ensure that all teachers acquire the minimum qualifications prescribed under the Act by 31st March 2019 to reinforce the Government's emphasis on improvement of quality of elementary education. The National Institute of Open schooling (NIOS) has been entrusted to conduct this training through Open Distance Learning (ODL) mode.

The Right of Children to Free and Compulsory Education (Second Amendment) Bill, 2017 was introduced in the Lok Sabha on 11th August, 2017 to provide for a regular examination at fifth class and eighth class at the end of every academic year. If a child fails in the said examination, he shall be given additional instruction and granted opportunity for re-examination within a period of two months from the declaration of the result. In case the child fails in the second attempt, the appropriate Government may allow schools to hold back a child in the fifth class or in the eighth class or in both classes, in such manner and subject to such conditions as may be prescribed. The appropriate Government may also decide not to hold back a child in any class till the completion of elementary education.

The Central Board of Secondary Education (CBSE) has decided to make class X Board Examination compulsory from the academic year 2017-18.

A four year B.Ed. integrated programme with multiple pathways and specialization for pre-primary, elementary, secondary and senior secondary teachers will be introduced from the academic session 2019-2020.

In pursuance of the proposal of the Union Budget, 2018-19, to treat school education holistically without segmentation from pre-nursery to Class 12, this Department has prepared an Integrated Scheme for School Education by subsuming the three Centrally Sponsored Schemes of SSA, Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE) extending Central support across all levels of school education.

The National Council of Educational Research and Training (NCERT) is undertaking an exercise to rationalize the curriculum/syllabus/subject contents from Class I to XII with the objective of all round development of students. Suggestions have been invited from various stakeholders till April 6th, 2018.

The Department plans to support ‘Operation Digital Board’ in all schools ( class 9 onwards ) and colleges as a joint effort of Centre, States, CSR and community initiatives to provide good quality education by effective use of technology and telecom services and convert every class room in the country (from class IX and above) into a digital class room.

Rashtriya Madhyamik Shiksha Abhiyan (RMSA) was launched by Government of India in March, 2009 envisaging inter-alia provision of a secondary school within a reasonable distance of any habitation and to improve quality of education imparted at secondary level by making all secondary schools conform to prescribed norms, removing gender, socio-economic and disability barriers etc. In 2013, secondary education the schemes of ICT, vocational education, Girls Hostel and IEDSS were subsumed under the umbrella of RMSA. Under the scheme, 12682 new schools and 37799 existing schools for strengthening have been sanctioned so far.

e-pathshala has been developed by NCERT (National Council for Educational Research and Training) for showcasing and disseminating all educational e-resources including textbooks, audio, video, periodicals and a variety of other print and non-print materials. So far, 3,062 audios and videos, 650 e-books (e-pubs) and 504 flip books have been made available on the portal and mobile app.

Rashtriya Avishkar Abhiyan-launched to encourage Science & Mathematics learning in children

The Ministry of Human Resource Development has launched the Rashtriya Avishkar Abhiyan (RAA), a convergent framework across School Education and Higher Education aiming to encourage children towards learning Science and Mathematics and to develop their interest through activities related to Science and Mathematics. One of the interventions under RAA is strengthening of school Science and Mathematics laboratories, through the Rashtriya Madhyamik Shiksha Abhiyan (RMSA). Further, under RMSA, important interventions i.e. Science Fair/Exhibition and Talent Search at district level; mathematics and science kits to schools, visit to higher institutions of students and learning enhancement of students have been approved.

Under RMSA, an amount of Rs. 179.73 crore has been approved in 2017-18, for in-service training of science and maths teachers, remedial teaching, provision of science and maths kits, science exhibitions, etc.

NITI Aayog under the Atal Innovation Mission is establishing Atal Tinkering Laboratories (ATLs) in schools across India. The objective of this scheme is to foster curiosity, creativity and imagination in young minds; and inculcate skills such as design mindset, computational thinking, adaptive learning, physical computing etc. Till date, 2441 schools have been selected across the country to establish ATL.

There is no proposal in UGC at present to increase the number of research fellowships.

Class-X maths re-examination not to be held anywhere in the country including Delhi-NCR and Haryana: CBSE

The Central Board for Secondary Education has taken the considered decision not to hold re-examination of Class-X maths paper even in Delhi-NCR and Haryana. Therefore the class-X math re-examination will not be held anywhere in the country. Earlier on 30th March, 2018, the CBSE issued a notification stating that re-examination of class-X would be conducted in Delhi-NCR and Haryana if considered necessary after inquiry.

The Board has said that internal inquiries and analysis based on available material and inputs from the ongoing police investigations are indicating that the alleged leak may be confined to a few alleged beneficiaries. Similarly, the trend of random evaluation done so far for class X Mathematics paper is not indicating sudden spikes or unusual patterns, giving any impression of passing on widespread benefits of alleged leaks to students. Further, the board has come across several fake question papers being put up on social media, obviously with a view to spread panic amongst our students, parents and schools.

Meanwhile, Board is constantly receiving representation from stakeholders indicating anxiety amongst of class X due to the uncertainty surrounding the Maths examination. Also, it has received over 1000 calls on our Counselling Helpline Desk enquiring about whether the re-examination will be held and requesting for announcing the dates for the reconduct of Maths Class X examination.

Keeping in mind the paramount interest of students, the Board has taken the considered decision to not hold the re-examination of Class X Maths paper even in Delhi NCR and Haryana, wherever it is conclusively established, after due enquiry in specific cases, that undue advantage of the alleged leakage has been taken by beneficiaries, action shall be taken as per the provisions of CBSE Examination Bye Laws.

HRD Ministry constitutes a High Powered Committee to examine the system of conducting Class X and Class XII examination to prevent leakages

The Ministry of Human Resource Development has constituted a High Powered Committee to examine the entire system of conducting Class X and Class XII examination conducted by the CBSE with a view to prevent leakages.

Shri Vinay Sheel Oberoi, Retd. Secretary (Higher Education), MHRD will be the Chairperson of the 7 member High Power Committee.

The terms of reference of the Committee are as under:

(a) To revisit all aspects related to the security checks built into the system for ensuring that the Question papers reach the examinees without tampering.

(b) To examine and assess all areas of potential weakness in the present system of transporting question papers from the printing presses to the examinees.

(c) To suggest ways in which the system can be made more secure with the use of technology and minimization of human intervention.

The other members of the committee include:
