Promotion of e-learning

The Ministry of Human Resource Development (MHRD) has launched many schemes for promoting e-learning across students in schools & Universities.The key e-learning initiatives run by MHRD are as follows:-



(i) SWAYAM: The ‘Study Webs of Active Learning for Young Aspiring Minds' (SWAYAM) an integrated platform for online courses, using Information and Communication Technology (ICT) and covering school (9th to 12th) to Post Graduate Level. At present, about 1000+ MOOCs Courses are listed on SWAYAM, wherein about 30 Lakhs students have enrolled to these courses. It also offers online courses for students, teachers and teacher educators



(ii) SWAYAM Prabha: SWAYAM Prabha is an initiative to provide 32 High Quality Educational Channels through DTH (Direct to Home) across the length and breadth of the country on 24X7 basis. It has curriculum based course content covering diverse disciplines.



(iii) National Digital Library (NDL): The National Digital Library of India (NDL) is a project to develop a framework of virtual repository of learning resources with a single-window search facility. There are more than 153 Lakhs digital books available through the NDL.



(iv) E-pathshala: E-books of the resources developed by National Council of Educational Research and Training (NCERT), State Council of Educational Research and Training (SCERT) / State Institutes of Education (SIEs), State boards etc. SIEs in multiple languages and uploaded on e-pathshala website and disseminated through mobile app (android, iOS and Windows). E-pathshala has been listed/made available on the UMANG App of Govt. of India, which was launched by Hon’ble Prime Minister of India on 23 November, 2017 during GCCS-2017.



(v) National Repository of Open Educational Resources (NROER) : To make digital resources available for teachers and students as free and open source material. To enable the participation of the community in development and sharing of digital resources. To facilitate the adoption and creation of digital resources in different Indian languages.

2441 schools selected for establishing Tinkering Labs in schools across India

The Ministry of Human Resource Development has launched the Rashtriya Avishkar Abhiyan (RAA), a convergent framework across School Education and Higher Education to encourage children towards learning Science and Mathematics through activities related to Science and Mathematics. Some of the interventions under RAA for promotion of science are strengthening of school Science and Mathematics laboratories, Science Fair/Exhibition and Talent Search at district level; provision of mathematics and science kits to schools, visit of students to higher educational institutions and learning enhancement of students.



During last three years, an amount of Rs 952.47 crore has been approved for In- service Teacher training of Maths and Science teachers at upper primary level, learning enhancement programme, computer aided learning and innovations under Sarva Shiksha Abhiyan (SSA). Further, an amount of Rs. 425.39 crore has been approved for in-service training of science and maths teachers, remedial teaching, provision of science and maths kits, science exhibitions etc under Rashtriya Madhyamik Shiksha Abhiyan (RMSA).



NITI Aayog under the Atal Innovation Mission is establishing Atal Tinkering Laboratories (ATLs) in schools across India. The objective of this scheme is to foster curiosity, creativity and imagination in young minds; and inculcate skills such as design mindset, computational thinking, adaptive learning, physical computing etc. Till date, 2441 schools have been selected across the country to establish ATLs.



The National Curriculum Framework (NCF) 2005, suggested a paradigm shift in science education in India. As per NCF 2005, inquiry skills should be supported and strengthened by language, design and quantitative skills. Schools should place much greater emphasis on activities aimed at stimulating investigative ability, inventiveness, creativity and transfer of learning in varied situations. The perspective of NCF-2005, on science has been translated into syllabi, textbooks and teacher support material developed by the National Council Of Educational Research And Training (NCERT). The NCERT has continuously been building capacity of science teachers and teacher educators at the secondary stage for content and pedagogies which promote inquiry, thinking and problem-solving skills in students. NCERT also conducts National Science Exhibition every year to further promote scientific temper among students.

Online interactive M.Tech Programme can be pursued with IIT, Madras from workplace

IIT Madras offers Online-interactive M.Tech Programme to be pursued from the workplace. Candidates from those industries, which are approved by IIT Madras and have necessary infrastructure to support the programme, are eligible to apply. Selection is done through test/interview and those selected register for courses, attend classes regularly through online, two-way connectivity and earn credits. Examinations are conducted by the Institute and necessary supervision and evaluation is done by the IIT faculty. Candidates earning required credits are awarded degrees. There is no difference between the degrees awarded to regular students and those pursuing it from their workplaces. Candidates can use the Institute Labs for performing experiments, if the curriculum so demands. In cases where the curriculum is designed for a particular industry wherein the candidates are already familiar with the practical aspects, the laboratory is not insisted in the curriculum. However, all enrolled candidates make at least one visit spanning a week-end for interaction with the course teachers.

Investments in research infrastructure in premier educational institutions to be stepped up considerably through RISE

The Government has announced to step up investments in general and research infrastructure in premier educational institutions, including health institutions, by launching a major initiative named ‘‘Revitalising Infrastructure and Systems in Education (RISE) by 2022’’ with a planned total investment of Rs. 1,00,000 crore in next four years. Higher Education Financing Agency (HEFA) would be suitably structured for funding this initiative.

In addition to Government equity, HEFA would leverage funds from the market to service the requirements of the Centrally Funded Institutions (CFIs).

The different areas where resources would include providing World Class infrastructure for teaching in the CFIs, building robust research eco system, providing linkages between Labs, building high-end Labs to support high-end research, completion of construction of (28) new institutions started since 2014 and providing for infrastructure of the institutions that are expected to be opened in accordance with the requirements of the growing economy.

There would be different windows of financing based on the internal revenues of the institutions, as envisaged in the scheme to be approved.

Steps taken to facilitate engagement of foreign faculty by IITs

In order to address shortage of faculty in premier educational institutions, including Indian Institutes of Technology (IITs), various measures have been decided, especially for recruitment of foreign faculty. These include creation of pan-IIT faculty pool, effective use of VAJRA Scheme of Department of Science & Technology (DST), appointment of eligible OCI Card holders as permanent faculty, hassle-free visa to foreign faculty, reducing of annual income ceiling from US$ 25,000 to Rs.9.10 lakh per year. In addition to this, Government has also launched the Global Initiative for Academic Networks (GIAN) to enable foreign faculty to teach courses in the higher educational institutions in India.

Real education must help to build character, capacity, calibre and conduct: Vice President

Intelligence plus character is the goal of true education; Addresses Annual Convocation of Birla Institute of Management and Technology

The Vice President of India, Shri M. Venkaiah Naidu has said that real education must help to build the character, capacity, calibre and conduct. He was addressing the Annual Convocation 2018 of the Birla Institute of Management and Technology, in Noida, UP today.



The Vice President said that India’s very young human resource capital is our greatest wealth and the country must be able to effectively harness nation’s demographic dividend. He further said that this is rich human potential can turn into a force multiplier only when the youngsters acquire adequate skills and expertise in tune with the requirements of various sectors like industry, agriculture and services.



The Vice President asked educational institutions to reorient their syllabi and methods of pedagogy to prepare tomorrow’s students, who will not only be articulate and self-confident, but also well-equipped to face the challenges of the 21st century. He further said that we need to have a stable and expanding educational infrastructure at all levels and the Government of India is very much alive to this pressing need. The need to increase focus on research publications in Management institutions like BIMTECH, he added.



Underling the importance of skill development, the Vice President said government is implementing various schemes in association with institutions like NASSCOM to implement skill upgradation programmes in association with educational and professional bodies. He further said that skilling in different vocations is very crucial for India to emerge as one of the top countries in the manufacturing and services sectors. The Skill India programme seeks to bridge skills deficit in various areas and the progress of such initiatives is being monitored constantly and course corrections are being made wherever needed, he said.



Saying that it is the best time for talented youth to not only look for opportunities but also create their own businesses in India, the Vice President said that management students must aspire to be job creators and not job seekers. He further said that the youth must take advantage of the opportunities created by the government to push for entrepreneur-based employment. Various initiatives like Startup India, Stand Up India and Make in India will help in tapping the entrepreneurial talent in the country, he added.

The Vice President said that Education does not end with the acquisition of degrees or completion of college curriculum and the real education must help to build your character, capacity and calibre and ensure that you always conduct yourselves with dignity and equanimity, irrespective of the daunting challenges. Education is not only for employment but for empowerment and enlightenment of an individual, he added.

Following is the text of Vice President’s address:

“I am delighted to address the Annual Convocation-2018 of the Birla Institute of Management and Technology. At the outset, let me convey my greetings and good wishes to all students, parents and faculty, who assembled here today.



It is always an uplifting feeling when one is in a campus of higher learning. I am, therefore, happy to spend time with you all this morning.



All educational institutions from schools to universities are engaged in the noble mission of transformation. The same is true of institutions of higher education like BIMTECH. We often hear that India is a rich country, of not so very rich populace. But in truth, we are blessed with all kinds of natural resources starting with our great Himalayas, the Vindhyas, other mountains across the country, the legendary Ganga, Indus, Cauvery, rich forests in the Himalayan foothills, the Western and Eastern Ghats in peninsular India. We are also endowed with great mineral riches.



We have huge natural skills, sun and wind energy as well, but in my view, our greatest wealth is that of a very young human resource capital. A strikingly young population where every alternate person is below 30 years and this makes us one of the world’s youngest major developing nations.



However, the crucial question is: Are we able to effectively harness this immense human capital? As management students, all of you might be familiar with the words “demographic dividend” in the context of India’s young population. But this rich human potential can turn into a force multiplier only when the youngsters acquire adequate skills and expertise in tune with the requirements of various sectors like industry, agriculture and services.

The educational institutions from elementary schools to universities need to reorient their syllabi and methods of pedagogy to prepare tomorrow’s students, who will not only be articulate and self-confident, but also well-equipped to face the challenges of the 21st century.



This would call for a stable and expanding educational infrastructure at all levels and the Government of India is very much alive to this pressing need. It took many initiatives to promote literacy, high school education, vocational education, science education, besides art and commerce education. The government also accorded top priority to skill development and co-opted institutions like NASSCOM to implement skill upgradation programmes in association with educational and professional bodies.



The progress of such initiatives is being monitored constantly and course corrections are being made wherever needed. The task being of great magnitude, the Union Government is working in conjunction with State Governments as well as various institutions in this mighty nation-building task.

Management institutions like BIMTECH must also focus on research publications. The Recent report by the National Institutional Ranking Framework (NIRF) for the year 2018, notes that India’s overall share in world publications is only about 4%.



Of the total 83,09,449 research publications in 2016-17, only 3,36,978 are from India. In the management discipline, the share is just 2%. In engineering, it is 6% and pharmacy 5%. Indian institutions must strive to significantly increase the number of publications in peer reviewed international journals.



India’s economy is projected to grow by more than 7 per cent this year. It is expected to become the third largest economy in the world in 10-15 years and also a $10 trillion economy in the future. The growing economy will open a world of opportunities for young Indians, who constitute the majority of our population. Already India has become one of the favorite destinations for FDI in different sectors. This is the best time for talented youth to not only look for opportunities but also create their own businesses. Management students must aspire to be job creators and not job seekers.



Various initiatives like Startup India, Stand Up India and Make in India will help in tapping the entrepreneurial talent in the country.



The youth must take advantage of the opportunities created by the government to push for entrepreneur-based employment. Some well-known India startups have shown the way to others by proving that one can build a good business by combining entrepreneurial talent with technology.



Skilling in different vocations is very crucial for India to emerge as one of the top countries in the manufacturing and services sectors. The Skill India programme seeks to bridge skills deficit in various areas.



Earlier, I referred to the transformative role of education, especially higher education. You know the world is at the cusp of Industrial Revolution 4.0. For us to succeed, our nation needs huge numbers of trained manpower in all areas. It is, therefore, imperative that we all work together and make our schools, colleges and trained institutes excellent centres of learning – not only of academic knowledge but also of skills of diverse kinds.



Here, I would like to recall that India was once known as ‘Vishwaguru’. Dear students, India was famous for its celebrated seats of learning in ancient times. Knowledge-seekers from various parts used to come to Takshashila, Nalanda and other centres of learning. Many subjects, including astronomy, archery and warfare were taught at Takshashila. It was stated that more than 10,000 students used to study at Nalanda.



We need to recapture the past glory and become the global knowledge hub of the 21st century. Our institutions of higher learning must maintain excellent standards without compromising on the rigors of teaching and research. I am confident that institutions like BIMTECH will be in the forefront of providing world class education.



Education does not end with the acquisition of degrees or completion of college curriculum. Real education must help to build your character, capacity and calibre and ensure that you always conduct yourselves with dignity and equanimity, irrespective of the daunting challenges. Education is not only for employment but for empowerment and enlightenment of an individual.



Education should also instil values of honesty, integrity and a sense of empathy. As you all are aware, modern day lifestyle in today’s fast-paced, competitive world is leading to lifestyle diseases like diabetes, heart attacks and cancers.



We need to reverse this trend by returning to our roots— eat time-tested traditional food, take up regular physical activity like yoga and spend more time in the lap of the nature. In fact, we have age-old tradition and culture of respecting trees, rivers and animals. Never tinker with nature and preserve culture for a better future.



Dear students! I would also like to advise you to always remain rooted to our culture and traditions, irrespective of whether you are in India or abroad. Never neglect your parents, mother tongue, motherland and the place of birth—be it village or city.



I am happy to learn of the various initiatives taken by BIMTECH like imparting computer literacy, empowering girl children in nearby villages and taking up adult literacy programmes in prisons in Uttar Pradesh. I particularly commend your initiative to familiarize students with the realities of the rural India. .



The world has recognised our prowess in many areas of technology, including software applications and related skills. I am sure that institutions like BIMTECH would focus on areas like Artificial Intelligence, Internet of Things, Machine Learning and Analytics. This alone would enable the would-be-managers to take on the emerging challenges.



We have a long way to go in catching up with the advanced countries and aspiring managers like you must be in the forefront of this transformative effort, especially in a building a knowledge-centric, new India.



Knowledge has no frontiers, no boundaries. You must develop the ability to access the state-of-the-art in the field you have chosen. You must be able to learn from your seniors and peers. You must have the ability to apply different bits and pieces of information and convert them into useful knowledge. You must be a problem-solver, innovator, who constantly seeks solutions to challenges in the contemporary world.



It is often said that intelligence plus character is the goal of true education. I am sure that BIMTECH would have helped you to build on these traits. I am also sure that you will uphold ethical values, inclusive mindset and the passion to lead from the front in all your endeavours.



In conclusion, I wish you all the very best in your career and life and hope that you will use your knowledge for the betterment of the society and the nation.

Clarification regarding GST on supply of food and drinks in educational institutions.

With a view to remove any doubt or uncertainty regarding rate of GST applicable on supply of food and drinks in educational institutions, it is clarified that: -

i. GST rate on supply of food and drinks in a mess or canteen in an educational institution attracts GST at 5% without INPUT Tax Credit (ITC).

ii. If schools up to higher secondary level supply food directly to students, then the same are exempt from GST."

HRD Ministry is setting up a committee to reduce the fear of maths amongst students – Shri Prakash Javadekar

15,000 suggestions have been received on reducing the NCERT Syllabus till date

Human Resource Development Ministry today constituted the committee under the Chairmanship of Gujarat Education Minister Shri Bhupendrasinh Chudasama to suggest the ways to make the maths subject easy. This was announced by the Human Resource Development Minister Shri Prakash Javadekar after the Annual Meeting of National Council of Educational Research and Training- NCERT at New Delhi today. While briefing the media persons, Shri Javadekar said that this decision was taken on the basis of National Assessment Survey to eliminate the fear of maths among the students. He further said that eminent educationists and senior officials will be the part of this committee.

Shri Javdekar said that in second significant decision, another committee will be setup under the chairmanship of Deputy Chief Minister of Telangana Shri Kadiyam Srihari to suggest and strengthen the teacher’s in-service training. Eminent educationist and senior official will also be part of this committee. Both committees will submit their reports within three months. Education Ministers of six states and education secretaries of the states also participated in today’s annual meeting of NCERT.

HRD Minister was happy to announce that Government has received overwhelming response to reduce the burden of NCERT syllabus. 15000 suggestions have been received till date while Government is expecting more than 1 Lakh responses by the end of this month.

Shri Javadekar further said that all the education Ministers have welcomed the decision of Central Government to formulate a Integrated Scheme on School Education by subsuming Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). He said that hostel facility under Kasturba Gandhi Balika Vikas KGBV Scheme has been extended up to 12th Class from earlier 6th to 8th Class. Shri Javadekar said that this year budget allocation for education has been increased by 20 percent and government is committed to increase it 20 percent every year. He said that Education Minister of States have also welcomed the new initiatives like Operation Digital Board and Integrated BEd course. He added that Government will provide sports equipments worth of Rs. 5000 to 10000 to every school per year. He said that 5000 to 20000 will be given to every school for the development of library. Composite Grant for the School has been increased from earlier 14000 to 50000 to 25000 to 100000. Girl student with special needs will be paid Rs. 200 monthly stipend.

Clarification regarding JEE (Main) Examination by CBSE

The weblink cisthetaglobal.com carried a news item that 7-8 questions out of the 90 questions of JEE 2018 paper were carried from a model paper of a coaching institution by the name of Narayana Academy. In this context, CBSE has stated that these questions or items did not exist in 2016. Giving more details, CBSE has explained that the JEE question papers are prepared in original by over 100 item writers. These item writers are subject experts. They prepare over 1500 items over a period of two months during the year of the exam. All these questions are prepared by the item writers in original and they are handwritten. After that, 90 questions are drawn randomly and 8-9 sets are created. Any one set is randomly picked for use in JEE.

According to CBSE, the said 7-8 questions were prepared in original by 7 different item writers and were handwritten. After this, the moderator made many handwritten changes too. Followed by this, the vetter also made handwritten changes. The final handwritten version was ready only about 2-3 months back, after which it was sent to the confidential printer.

CBSE states that it is indeed very strange that handwritten changes in all these 7 questions that CBSE has record of, appear exactly in a so-called website claiming to belong to a particular coaching institute and also claiming to be two years old. It may be mentioned here that the Press has also carried the statement of the said coaching institute today stating that the items have been doctored to spoil the image of the said coaching institute.

CBSE reiterates that all these 7-8 items/questions were originally written only about two to three months back and they cannot and could not have figured in any model paper by any coaching institutions two years back. There is an atmosphere of falsities and rumour mongering being deliberately perpetuated against a prestigious organisation like CBSE. CBSE appeals to all not to pay heed to such falsities.

In pursuance of the direction passed by the Hon’ble High Court Delhi, DGT/ MSDE had constituted an Appellate committee for examining the Grievance of ITIs whose cases are rejected for accreditation/affiliation vide notification dated 04.01.2018.

A composite list of 310 ITIs ‘Not Recommended’ by NCVT Sub-committee, during its various meetings is uploaded on NCVT portal. All these ITIs and other aggrieved ITIs can file their appeal on or before 16.04.2018, for which a detail guideline and format for appeal is available on NCVT portal (www.ncvtmis.gov.in).

Childline and POCSO e-Box Information at hand for 26 crore School children

Unique initiative after Smt. Maneka Gandhi suggested it to Union HRD Minister

National Council Of Educational Research And Training (NCERT) has published the information regarding Childline (1098) – 24x7 Helpline for children and POCSO E-box on the back side of the front cover of all the course books from class 6th to class 12th. To equip the children with the information regarding the possible modes of protection / complaints, the Ministry of Women and Child Development had requested Ministry of Human Resource Development and NCERT to publish this information. In a telephonic discussion last year, Smt. Maneka Sanjay Gandhi had requested Shri Javadekar to popularize POCSO e-Box and Childline 1098 through NCERT publications, screening of educational films on child sexual abuse in the schools and having strict norms for employing the support staff.

Smt Maneka Sanjay Gandhi, Minister of Women and Child Development thanked the HRD Minister and NCERT for implementing her suggestion and stated that the parents, guardians and teachers should remain vigilant about the children as well as their behavior and any suspected situation should be reported immediately on the Childline No.1098 and the POCSO e-Box.

Through these course books, the information is expected to reach approximately 26 crores school students in 15 lakh schools. NCERT was also advised that there may be chapter in social science regarding the issues mentioned above. The narrative may continue till class 12th for having a reasonable impact on young minds. The information will not just reach these children, but is about to stay with them on daily basis. As a result, it is expected that the children will be more aware and they may use the Child Helpline or POCSO E-box, in case of any distress. The easy accessibility of this information in the hand of children themselves may also deter the prospective abusers, at least to a reasonable extent.

The information in the form of these books will also be available to 10 lakh teachers teaching through NCERT books along with the family members and to the care givers of these children. The percolation of such useful information directly up to the last mile, is expected to create an environment of child safety and empowerment in the country.

Childline (1098- 24*7 Helpline for children) services

CHILDLINE 1098 is a national 24-hour toll free emergency phone service for children in distress. The Helpline for Children is currently operational in 412 locations across the country. Childline received 1.45 crore calls during April 2016-March 2017 and more than 78 lakh calls during April -November 2017.The Child line provides assistance to children in distress either by way of tele-counselling or physical rescue.



POCSO (Protection of Children from Sexual Offences) E-box

POCSO e-Box is an online complaint management system for easy and direct reporting of sexual offences against children and timely action against and timely action against the offenders under POCSO Act 2012. Make it mandatory to have proficiency in mother tongue for recruitments up to Group-I level: Vice President

We must teach our children how to live with nature; Shun ostentatious weddings;

The Vice President of India, Shri M. Venkaiah Naidu has suggested to state governments to make it mandatory to have proficiency in mother tongue for job recruitments up to Group – I level. Addressing a gathering of students, teachers and parents after inaugurating a Computer Laboratory and RO Water Plant at the Andhra University High School in Visakhapatnam, he said that there is a need for cultural renaissance in the country. Culture is a way of life and religion is a way of worship, he added.

The Vice President also called for comprehensive reforms in the education system and asked people to return to our roots, heritage, traditions, culture and values.

The Vice President said that ‘we must teach our children how to live with nature’ we have the tradition of respecting nature –worshiping trees, animals and rivers. Ethical values should be inculcated in children, he added.

The Vice President said that India was once known as the Vishwaguru and people from across the globe used to come and study in ancient centres of learning like Nalanda, Takshashila. He further said that today the world is again looking at India, and our education system must produce youngsters who will be able to confidently face global challenges. Education must empower, enlighten and enhance knowledge, he added.

Later, the Vice President attended Sree Venkateshwara Kalyanam at MRC Kakatiya Convention Center in the city, where he called upon people to shun ostentatious weddings.

The Vice President said that marriage is a sacred ceremony and there shouldn't be any display of wealth and wastage of food. A country like India cannot afford wastage of food, he added.

The Vice President asked people to keep their surroundings clean and take it as a mission to maintain cleanliness at all places. Government alone cannot do everything. People’s participation, cooperation and involvement are essential in making a city clean and green, he added.

As a part of the ‘Swachhata Pakhwada’ being observed from 16thto 30th April 2018, Ministry of Parliamentary Affairs organized todaya Swachhata Awareness Programme in Bharti Public SchoolSwasthya Vihar, which is also the winner of the 52nd Youth Parliament Competition 2017-18. Minister of State for Parliamentary Affairs and Statistics & Programme Implementation, Shri Vijay Goel, presided over the programmeand administered the ‘Swachhata Pledge’ to the students.

Encouraging the students to become leaders of the ‘Clean India Campaign’,Shri Goelsaid that children are the biggest ambassadors of the ‘Swachh Bharat Abhiyan’ who can play a vital role to fulfil the dream of the Father of the Nation, Mahatma Gandhi, of a clean and hygienic India. Emphasizing on the need of inculcating a spirit of hygiene and cleanliness in the children, the Ministerlauded the efforts of the school to attract young students towards ‘Swachh Bharat Abhiyan’.

On the occasion, studentspresented theme based songs on ‘Swachh Bharat Campaign’. The programme ended with plantation of trees by Shri Goel, Shri S.N. Tripathy, Secretary, and Shri Satya Prakash, Joint Secretary, Ministry of Parliamentary Affairs.

The Swachh Bharat Abhiyan was launched by Prime Minister, Shri Narendra Modi on the 145th Birth Anniversary of Mahatma Gandhi on 2nd October 2014 at Rajghat, New Delhi. It is aimed to make India a ‘Clean India’ by 2nd October 2019 on the 150th birth anniversary of the Father of the Nation. In order to derive maximum benefits from this programme, it is important that our student community must know and be aware of the mission. In this direction, Ministry of Parliamentary Affairs is running awareness programme about Swachh Bharat Abhiyan through the platform of Youth Parliament Competition so as to attract our students towards this mission.

Human Resource Development Ministry Launches Unnat Bharat Abhiyan 2.0

750 Higher Education Institutions to get together for Development of Rural India

Human Resource Development Ministry today launches Unnat Bharat Abhiyan 2.0 in New Delhi. Addressing the launching ceremony at AICTE headquarters through video message, Minister of Human Resource Development Shri Prakash Javadekar said that the students are the real agents of change who can develop, empower and brighten the future of the country.

Shri Javadekar said that Unnat Bharat Abhiyan 2.0 is in line with Prime Minister Shri Narendra Modi's vision to transform India, in which students from colleges and universities will go to nearby villages to get acquainted with the life of the village people and the problems faced by them in day to day life.

He reiterated the quote of Mahatma Gandhi that India lives in villages and every village has its own specialty and challenges also. He added that this unique initiative of HRD ministry will serve as real Bharat Darshan for students and it is also an opportunity for them to learn about the basic challenges faced by rural people and to bring out practical solutions for their betterment.

The Minister advised students to involve local village people at every stage of problem identification and solving issues relating to health, cleanliness, waste management, plantation, financial inclusion, women and child development etc. Shri Javadekar informed that the Ministry will bring out a practical handbook relating to Unnat Bharat Abhiyan. The Minister also congratulated the delegation from across India present on this occasion and gave his best wishes for the success of this endeavour.

Addressing the launching ceremony of Unnat Bharat Abhiyan 2.0, the Minister of State for Human Resource Development, Dr. Satya Pal Singh said that India had witnessed the migration of rural population in the past, but now the process of sustainable development through the Unnat Bharat Abhiyan 2.0 will help to reverse this migration. He congratulated the Human Resource Development Ministry for launching the higher version of Unnat Bharat Abhiyan and expressed the confidence that commitment of the HRD Ministry will make this campaign a success. He appealed to the professors and students of the Higher Education Institutions to motivate the rural public, particularly the young generations for social economic development of the villages through various schemes and initiatives of rural development. Dr. Satya Pal Singh also congratulated the Indian Institute of Technology – IIT Delhi for developing excellent technology to take the development process to the rural areas.

Speaking on this occasion, the Secretary (Higher Education) of Human Resource Development Shri R. Subrahmanyam appealed to the student community to take the lead of this programme to make it a national movement. He said that 750 institutions chosen in the first lot have participated in today’s seminar; however, thousands of institutions have offered their willingness to joint this movement. He said that to cover the 45000 villages of the country under this movement, we need the participation of 8252 institutions of Higher Education. He said that Prime Minister Narendra Modi wants the participation of every single institute of Higher Education in Unnat Bharat Abhiyan 2.0 to make it a people’s movement. He said that Higher Education Institutions are largely funded by Government and people’s money and their participation in this campaign will be a payback time. He said that the knowledge of Higher Education Institutions should be translated in to field in the social and economic growth of rural people. He said that this is the two ways process, and Higher Education Institutions will also learn from the wisdom of rural people while sharing their knowledge.

Unnat Bharat Abhiyan is a flagship programme of the Ministry of Human Resources Development, with the intention to enrich Rural India. The knowledge base and resources of the Premier Institutions of the country are to be leveraged to bring in transformational change in rural developmental process. It also aims to create a vibrant relationship between the society and the higher educational institutes, with the latter providing the knowledge and technology support to improve the livelihoods in rural areas and to upgrade the capabilities of both the public and private organisations in the society.

Under the Unnat Bharat Abhiyan 2.0, the institutions have been selected on a Challenge Mode and the scheme has been extended to 750 reputed Higher Educational Institutes (both public and private) of the country. Also, scope for providing Subject Expert Groups and Regional Coordinating Institutes to handhold and guide the participating institutions has been strengthened. IIT Delhi has been designated to function as the National Coordinating Institute for this programme and the Ministry intends to extend the coverage to all the reputed Higher Educational Institutes, in a phased manner. Each selected institute would adopt a cluster of villages / panchayats and gradually expand the outreach over a period of time.

Institutes through their faculty and students, will carry out studies of living conditions in the adopted villages, assess the local problems and needs, workout the possibilities of leveraging the technological interventions and the need to improve the processes in implementation of various government schemes, prepare workable action plans for the selected villages. Such knowledge inputs would make their way into the development programmes in rural areas. The Institutes would be expected to closely coordinate with the district administration, elected public representatives of panchayat / villages and other stakeholders and will become very much a part of the process of development planning and implementation.

In this process, faculty and students of such institutes would be re-oriented and connected to the rural realities so that their learning and research work also becomes more relevant to the society.

Minister urges young civil servants to be the architects of ‘New India’

The Union Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh felicitated the toppers of Civil Services Examination (2017) at a ceremony organised by Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, here today.


During the event, Dr Jitendra Singh welcomed and congratulated all the successful candidates and described them as “architects of the New India”. He urged them to utilise the opportunities available during their long careers for building a ‘New India’, which is going to be a super power. He noted that out of the 20 top rankers, 14 have engineering background and 2 medical background. Many of them had early education from Government schools in small towns. This indicates that educational opportunities to excel are not just limited to the metro cities, he added. He said that it has been a learning experience to interact with the young achievers during the felicitation, which is being organised by the Government for the last four years.

Dr Jitendra Singh said, during the last few years, Government has initiated the practice of posting IAS officers early in their careers as Assistant Secretaries to be mentored for a period of 3 months in different Ministries/Departments of Government of India. It introduces the officers to various aspects of the functioning of the Central Government, he said. He wished all the candidates a great success for their future.

Addressing the toppers, Secretary, DoPT, Shri C. Chandramouli said that the young officers have a lot to learn during their long tenure in civil services where they will meet various challenges in due course. He expressed confidence that they would find innovative solutions to these challenges. He wished the toppers best in their future career.

Navodayans Improved their Excellent Performance in JEE (Main) Examination

Jawahar Navodaya Vidyalayas run by Navodaya Vidyalaya Samiti under Union Ministry of Human Resource Development have produced excellent performance of children in Joint Entrance Examination Main 2018 conducted by Central Board of Secondary Education. Joint Entrance Examination is conducted for admission to premier institutes like IIT/NITs in Science, Technology, Engineering and Mathematics. In a tweet today HRD Minister said that “this year 4360 Rural Students of Navodaya Vidyalaya have qualified for JEE Advanced as against 3563 students last year, which is an impressive 22% increase. Kudos to them. This is also a testimony of govt's focus on quality education.

Out of 11653 Navodaya students appeared in JEE main this year, 4360 have qualified to appear in Advance Examination to be conducted on 20 May, 2018. This accounts for 37% of success rate, which is much beyond any group of schools. In the previous year 9757 JNV Students appeared in JEE Main examination and 3563 qualified for JEE Advance examination. Out of 4360 students qualified for Advanced examination 444 students were trained with special coaching with the help of NVS alumni network and NGOs. NVS Alumni connect has also been established, through which the alumni are encouraged to support and hand hold the students of NVS.

With this feat students have crossed their first step in securing admission in good institutes like IISc, IITs, NITs and other premier institutes. Navodaya Vidyalayas were started in 1986 to provide modern quality education to the Talented children predominantly from rural areas and that have produced, for many years, excellent results. NVS mentioned it as a proud moment for the organisation and congratulated all Navodaya students. There are 625 JNVs functioning across the country except Tamil Nadu. Entire cost of education and the living is incurred by the government.

Given the number of candidates qualified in JEE main, the performance of students of Navodaya Vidyalayas is much ahead.
