Major steps taken by CBSE to ensure successful conduct of NEET Examination for the benefit of candidates

1. Hon’ble Supreme Court of India in 1987 suo moto decided to award the work of holding the Medical entrance examination for 15% All India Quota seats to the CBSE. Since then CBSE has been holding medical entrance examination for 15% All India Quota seats and later on as per the directives of Hon’ble Supreme Court of India and as per All India Medical Council Act, 1956 and the Dentist Act, 1948 as amended in 2017, CBSE is holding National Eligibility Cum Entrance Test (UG) for 100% seats of MBBS/BDS in the country.
2. Through this examination, Govt. of India has taken an initiative to curb malpractices in the admission of MBBS & BDS.
3. The increase in number of candidates who apply for these entrance examinations in past 05 years is as follows:

4. These examinations are conducted by CBSE in a highly controlled and sanitized environment, to ensure that the benefit of the examination is passed on only to the genuine and ethical candidates. Therfore, the Board selects its centers very carefully and lays down strict norms for the candidates.
5. As per directives of the Hon’ble Court to ensure free and fair conduct of AIPMT, CBSE framed Dress Code and Barred electronic items, communication devices and other such items in the exam centers. The Hon’ble Supreme Court of India also decided one PIL on dress code in favour of CBSE’s guidelines.

6. Efforts are also made to provide the best suitable environment to the candidates for appearing in the examination and therefore, not only the cities but the examination centres are also being increased to accommodate more and more candidates near to their home places. 7. In the year 2018, CBSE has taken following measures to conduct the NEET (UG) successfully:
● Pen was provided by CBSE to all the candidates
● More than 4000 observers were deputed across the country at centres to oversee the examination.
● About 700 Board’s officials were deputed in all 136 cities to control the examination at local level.
● It is not out of place to mention here that the entire work of evaluation of Class X &XII was slowed down as all the officials of the CBSE were sent to conduct the NEET (UG) examination.
● For this examination, nearly 56000 rooms were arranged in 2255 centres.
● Nearly 2,00,000 persons were deputed by the schools for the conduct of NEET (UG).
● 153 City Coordinators were appointed in the cities of examination to coordinate with the centres in the city.
● Nearly 15000 police persons were deputed at examination centres with the help of State Police Department.
● Candidates were informed about the rules and regulations, conduct in examination etc everyday by sending SMS to individual candidate. Accordingly, nearly 1.33 crore SMS were sent to the candidates. Further, their parents were also communicated through various modes requesting them to ensure that their ward is following the instructions issued by CBSE.
● More than 1,00,000 SMS and 30,000 mails were sent to centres on different issues, so that they can hold the examination successfully.
● A Radio Programme was also organized to make the candidates aware about the last minute preparations and action to be taken by the candidates, so that they are reaching the centre on time.
● A capacity building program through Web Radio was organized for all 2255 centres informing them about the preparations to be made at the centre.

● Nearly 12000 metal detectors were used to frisk candidates.
● Communication Jammers were installed at the centres across the country to ensure that communication devices are not being used.
● The entire examination was videographed by deputing about 3700 videographers.


8. NEET (UG) is the only professional examination in which the question paper for Physics, Chemistry and Biology is administered in 09 regional languages other than Hindi & English. The details of language wise candidates in 2018 are as given:

10. The news about ,a case where a child from Tamil Nadu claimed that he had been forced to go to Udaipur center by CBSE was wrong, because his online application records show that the child had himself opted for Udaipur as an option for exam center. Similarly, news about depriving Tamil Nadu candidates of attempting question paper in Tamil. was also wrong. In fact, all candidates, who had opted Tamil as medium were given centres within Tamil Nadu, and were given question papers in Tamil.
In 4 out of 2255 centers in India, during the conduct of examination, when it came to notice that the medium of Question paper was not correct for the candidates, CBSE immediately responded by providing them question paper in the language of their choice.
11. CBSE has been successful in conducting these high stakes exams largely due to the cooperation of the student and parent community through the years.
12. The media has also unconditionally supported the Board’s initiatives to curb the menace of adoption of unfair means by candidates.
13. CBSE shall continue to endeavor to strengthen these exams further every year and bring in as much facilitation for the students as possible for taking these exams, and also for ensuring fairness, transparency, authenticity and sanctity of NEET exams.

Civil Services (Preliminary) Examination – 2018

Union Public Service Commission will be conducting the Civil Services (Preliminary) Examination-2018 on 03.06.2018 (Sunday) all over India. The Commission has uploaded the e‑Admit Card for the convenience of the admitted candidates on its website (http://www.upsc.gov.in). The candidates are advised to download their e-Admit Cards and take a printout thereof. The admitted candidates will have to produce the printout of their e-Admit Card at the allotted Venue for appearing at the Examination.

In case the photograph is not clear, blurred or not available on the e-Admit Card, candidates will have to carry two (2) identical photographs (one photograph for each Session) along with proof of Identity such as Aadhaar Card, Driving License, Passport, Voter ID Card etc. and the printout of e-Admit Card at the Venue of the Examination for appearing at the Examination with an undertaking. No paper Admit Card will be issued for this Examination. In case of any discrepancy in the e-Admit Card, the same may be communicated to the Commission immediately by email (at email ID uscsp-upsc@nic.in) for taking the decision in the matter.

The candidates are advised to take a printout of the e-Admit Card well in advance to avoid the last minute rush. “Important Instructions to the candidates” must be read carefully by the candidates.


It may also be noted that entry into the Examination Venue shall be closed 10 minutes before the scheduled commencement of the Examination i.e. 09:20 A.M. for the Forenoon Session and 02:20 P.M. for the Afternoon Session. No candidate shall be allowed the entry into the Examination Venue after closure of the entry.



Candidates should also note that they shall not be allowed to appear at any other Examination Venue except the Examination Venue mentioned in the e-Admit Card.



Candidates are also advised to bring Black Ball Point Pen as the candidates shall be required to fill the OMR Answer Sheets and Attendance List with Black Ball Point Pen only.



Candidates may submit representations, if any, on the questions asked in the Question Papers of this Examination to the Commission through the “Online Question Paper Representation Portal (QPRep)” only by accessing the URL: http://upsconline.nic.in/miscellaneous/QPRep/ during the period from 4th-10 June, 2018. No representation through any other mode and after 10th June, 2018 shall be accepted by the Commission.



Mobile phone, (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device and calculator are banned inside the Examination Hall. Any infringement of these instructions shall entail disciplinary action against the concerned candidates including debarment from future Examination / Selection.



Valuable / costly items and bags are also not allowed inside the Examination Venue.

Clarification of Ministry of HRD regarding action taken on the issue of bogus teachers

This is in response to some reports appearing in the online press that no action has been taken on the 80,000 bogus teachers who have been identified after introducing Aadhaar number verification on the Gurujan portal of AISHE.

The HRD Ministry has clarified that the fact mentioned in the report that no action has been taken is incorrect and it is not reflecting the actual position in the matter. All the 80,000 names have been shared with both AICTE and UGC – the regulators, for taking up with the respective institutions and verify the reasons for incorrect entries. Both the regulators are still on the job since the number of cases is very high. It is also to be clarified that in this case an opportunity is being given to the institutions to rectify mistakes if any in showing entries in Aadhaar numbers. This facility has been opened in the AISHE portal for making the corrections.

Registration for Swachh Bharat Summer Internship Extended Apply by 15th June 2018

The last date for registration for Swachh Bharat Summer Internship, a privileged scheme for the country’s youth to associate formally with Swachh Bharat Mission and also earn career benefits, has been extended. Students of Higher Education institutions and members of NYKS can now register for the internship till 15thJune 2018. Earlier the last date for registration was till 15th May 2018. The extension has been given to facilitate the youth across the country, particularly those in colleges who would be pre-occupied with academic matters and examinations.

Students and NYKS youth can, now, continue to sign up for Swachh Bharat Summer Internship by logging on to the portal (www.sbsi.mygov.in). Under this scheme the interns, are required to complete at least 100 hours of sanitation related work in villages. This would qualify them for Swachh Bharat Certificates. Those who complete the internship with additional, specified outputs would also gain 2 curriculum credits specially allowed by UGC. Additionally, top performers would receive awards at various levels. The period for taking up Swachh Bharat Summer Internship has been kept any time before 31st July 2018.

The Prime Minister, Shri Narendra Modi, announced the launch of Swachh Bharat Summer Internship (SBSI) during his Mann Ki Baat address on 29th April 2018. Following his call, thousands of college students and NYKS youth have already joined the programme to contribute to the cause of Swachh Bharat. The scheme is sponsored by Ministry of Drinking Water and Sanitation (MDWS) in association with Ministry of Human Resource Development (MHRD) and Ministry of Youth Affairs and Sports (MYAS).

Address by the Hon’ble President of India Shri Ram Nath Kovind at the 7th convocation of IISER, Mohali

  1. I am happy to be here today for the seventh convocation of the Indian Institute of Science Education and Research, Mohali. Though a young institution, IISER, as it is popularly known, is an extremely important centre of higher education and research in our country. This Institute has quickly become one of northern India’s foremost destinations for students and faculty interested in the pursuit of scientific advance. It is well on its way to fulfilling its mandate of promoting and providing facilities for basic science research and integrating these with the needs of India and of our wider society.


  1. Your location in Mohali is itself telling. It allows you to serve the talented young people of, as well become part of, the Chandigarh-Mohali-Panchkula metropolitan area. This is one of the most exciting and promising urban agglomerations in our country. In parallel, IISER Mohali is also drawing inspiration from the rich tradition of basic and applied scientific research in Punjab. This legacy goes back to the period before Independence, when Punjab was one of India’s earliest centres of scientific knowledge production and training.


  1. This legacy also provides us some excellent examples of how collaboration between scientific researchers and technologists on the one side, and the larger developmental process on the other, contributed to nation building. We cannot forget the technologists who did the groundwork for large projects such as the Bhakra Nangal Project. Again, it was agricultural scientists and universities in Punjab that provided the basis for enhanced food productivity and for the Green Revolution. And today Mohali is a hub for the knowledge economy, for Information Technology, biotechnology and bioinformatics and related fields. It is critical therefore that we see IISER as not just a standalone institution but as the fulcrum of an entire ecosystem. That is how this institution must grow and develop.


  1. A convocation ceremony is a milestone and a moment of renewal for any educational institution. For the students who are graduating today, it is especially memorable. You are leaving IISER and entering a world buzzing with opportunities. I congratulate all of you and I also congratulate your professors – who have equipped you for this occasion. This is a day to cherish and show gratitude to your parents and families, who have helped you through this process. And you must not forget the rest of society – fellow citizens, hardworking taxpayers, government agencies, and so many other stakeholders – who have supported your alma mater and contributed to your education.


  1. As you leave this Institute and build your professional careers, do remember all those who have, whether directly or indirectly, stood by you. And in your own way, in whichever manner you choose, please do give back to society, especially to those who are less privileged.


  1. Going through the list of the 152 students who are graduating today – getting undergraduate and master’s degrees or PhDs, as the case may be – I find that 66 are girl students. That is a little over 40 per cent. However both the gold medals for academic performance have gone to girl students. And three of the four awards for academic excellence have been won by girl students. It is my privilege to travel to convocations across the country. I find this commendable performance of our young women, of our society’s daughters, to be something of a national trend. They are consistently outscoring their male counterparts. This is a step forward in the cause of gender equity and in making India a developed society. I congratulate the girl students here as well as the broader IISER Mohali community for this achievement.


Ladies and Gentlemen, and dear students

  1. The purpose of scientific research is threefold. First, science and technology must continue to play a role in nation building. As our nation evolves and as our society changes, our needs too are transformed. Yet, science and technology will always be required to find answers to developmental questions. Today, the questions before us range from battling climate change to provide low-cost but effective healthcare solutions. And from helping our farmers overcome productivity and water-scarcity challenges to building sustainable cities and houses that are socially inclusive and provide a life of dignity to the last family in the last mohalla. The IISER network must immerse itself in these tasks.


  1. Second, science and technology have a symbiotic relationship with business and industry. Product invention and process innovation; converting the learning of the lab into commercially viable products; using technology to promote efficiency, enterprise and employment – there is so much science and commerce can do together. The combination of research institutions, technology start-ups incubated in campuses, and a knowledge-based business culture can be transformational. Silicon Valley in California and Bengaluru in India are two examples of this. IISER must strive to play a similar role in Mohali and the neighbouring cities.


  1. Punjab has a long history of technocrats who ventured into successful businesses. Those who are graduating today too should consider the path of entrepreneurship – and of becoming job and wealth creators as so many great scientists and technologists have done.


  1. Third, institutions of scientific education and research are important in themselves for blue-sky innovation and for expanding the frontiers of knowledge. This is the fundamental and to my mind most critical value of scientific research. It is to keep alive the instinct of curiosity that is at the root of our civilisation. As the history of science tells us, this route requires patience. But it can lead to unexpected and dramatic leaps in human imagination.


  1. I would urge those graduating today, as well as others studying at IISER Mohali, to keep these three motivations in mind as they climb higher. In their own way, these three motivations of science and research will help you to serve our fellow citizens, to serve our society and country, and to serve the larger cause of humanity. As you go forth to explore new avenues and new worlds, I wish you the very best.

Speaking on the occasion, the President said that though a young institution, IISER is an extremely important centre of higher education and research in our country. This Institute has quickly become one of northern India’s foremost destinations for students and faculty interested in the pursuit of scientific advance. It is well on its way to fulfilling its mandate of promoting and providing facilities for basic science research and integrating these with the needs of India and of our wider society.

The President said that today Mohali is a hub for the knowledge economy, for Information Technology, biotechnology and bioinformatics and related fields. It is critical therefore that we see IISER as not just a standalone institution but as the fulcrum of an entire ecosystem. That is how this institution must grow and develop.

We must focus on how science and technology can foster greater “happiness” and better quality of life: Vice President

Adi Shankara was not only a great philosopher but an extraordinary poet;

The Vice President of India, Shri M. Venkaiah Naidu has said that along with “gross national income”, we must focus on how science and technology can foster greater “happiness” and better quality of life as well as harmonious inclusive societies. He was addressing the gathering after conferring Adi Shankara Young Scientist Awards 2018 at the Adi Shankara Institute of Engineering & Technology, in Kochi, Kerala today. The Governor of Kerala, Justice (Retd) P. Sathasivam and other dignitaries were present on the occasion.



The Vice President said that the Adi Shankara Young Scientist Awards 2018 is an eloquent testimony to the inquisitiveness, ingenuity, and innovative initiative inherent in our young India. He further said that this is what gives us hope and optimism that India will be able to regain its rightful place in the comity of nations. Advancement of human knowledge has occurred in our country because of the “spirit of enquiry”, the ability to question, the ability to research and the ability to arrive at the truth, he added.



The Vice President mentioned three qualities to achieve excellence: First is the willingness to learn from each and every person, institution and learning resource we can access; The second is the ability to probe, analyse and synthesize; The third quality is to search for a completely out of the box solution that answers the problem at hand.



The Vice President said that Adi Shankara was not only a great philosopher but an extraordinary poet. He expounded the “Advaita” philosophy as per which, human beings can become divine through knowledge and the ultimate goal is to experience the Sat-chit-Ananda, the state of bliss consciousness that emanates from truth and higher consciousness, he added.



The Vice President said that knowledge must lead us to become wise and we must have the wisdom to use the knowledge we acquire for improving our lives. He further said that ultimately, it is the Ananda we are all seeking and this is what we are talking about when we talk of “gross national happiness”. We should draw inspiration from the best in the Indian tradition, remove the deadwood that has also been accumulated over many years and revitalize our country, he added.



The Vice President said that we should not be insular but be ever receptive and we should not only be proud of good ideas that we have inherited but also be willing to listen to wise words from others. He further said that we should shun complacency, we should abhor mediocrity, we should set our sights higher and a new India beckons all of us. We should and can make it happen, he added.



The Vice President congratulated the Award winners and said that these kind of Awards become a part of our education system where, in each of our millions of classrooms of our country, scientific temper is fostered and creativity is carefully nurtured and therein lies the future of our country.



Following is the text of Vice President’s address:



“I am happy to be here with all of you today at a special event that celebrates the achievements of some exceptionally talented youngsters.



I am happy to learn of the Shankara ASIANET NEWS Young Scientists Award, a six-level-mentored evaluation-based competition launched in 2016. I congratulate the winners of this competition and also those who competed in it.



It is indeed very heartening that nearly 300 teams consisting of students from six countries and twelve states in India participated in this competition. I congratulate the top 3 Performing Teams who have won a 10-day trip to NASA and Silicon Valley in the US.



This award is an eloquent testimony to the inquisitiveness, ingenuity, and innovative initiative inherent in our young India.



This is what gives us hope and optimism that India will be able to regain its rightful place in the comity of nations.



Nearly two thirds of our country’s population is below the age of 35 years. If the youth of our country can acquire the right mix of knowledge, skills and attitudes required for the 21st century world, the dividends to our country’s growth and development can be enormous.



I have decided to come to this Institute today because you seem to respect the best traditions of the past and are at the same time forward looking and proactive.



Indian history is replete with a number of scientists, mathematicians, physicians, chemists, metallurgists, surgeons, astronomers and a number of innovators who have significantly advanced human knowledge. One recalls a number of such illustrious names likeAryabhata, Pingala, Brahmagupta, Bhaskara, Varahamihira, Charaka and Sushrutha.India gave the concept of “zero” and the “binary system” to the world. We knew how to make steel alloys and smelt zinc. Our ancient surgeons could conduct many complicated surgeries including plastic surgery and cataract surgery.



Sisters and brothers,



Advancement of human knowledge has occurred in our country because of the “spirit of enquiry”, the ability to question, the ability to research and the ability to arrive at the truth.



This requires three qualities.



First is the willingness to learn from each and every person, institution and learning resource we can access. That is what the ancient Indian sages had advised us: “Let noble thoughts come to us from all over the globe”.



The second is the ability to probe, analyse and synthesize. We should sharpen our skills to analyse, think rationally, logically and be able to segregate fact from fiction. At the same time, we should be able to put different pieces of information together and synthesize diverse facts into a coherent idea.



The third quality is to search for a completely out of the box solution that answers the problem at hand. Innovations enable us to “leap frog”, take the giant leaps rather grow in a linear, sequential mode.

Along with “gross national income”, we must focus on how science and technology can foster greater “happiness” and better quality of life as well as harmonious inclusive societies.



I think we should draw inspiration from the best in the Indian tradition, remove the deadwood that has also been accumulated over many years and revitalize our country.



We should not be insular but be ever receptive.



We should not only be proud of good ideas that we have inherited but also be willing to listen to wise words from others.



We should shun complacency. We should abhor mediocrity. We should set our sights higher. A new India beckons all of us. We should and can make it happen.



Let me conclude with a favourite quotation I love to recall very often as to what our father of the nation, Gandhiji had said:



“I do not want my house to be walled in on all sides and my windows to be stuffed. I want the culture of all lands to be blown about my house as freely as possible. But I refuse to be blown off my feet by any”

Union Minister of State for HRD Shri Upendra Kushwaha inaugurates the Annual Summer Fiesta for Vacationing Children of Delhi NCR region

The Minister of State for Human Resources Development, Shri Upendra Kushwaha inaugurated the Annual Summer Fiesta for children of Delhi NCR region in New Delhi today. The Summer Fiesta has been organized by the National Bal Bhawan, an autonomous organization under the Department of School Education & Literacy, Ministry of HRD for Vacationing children of Delhi NCR. The Fiesta is an annual event for children in the age group of 5-16 years to provide them learning opportunities in the world of Innovation, Curiosity and Happiness and to utilize their summer vacation through various creative activities. The Festival will run from 23rd May-22nd June, 2018.

Speaking on the occasion, the Shri Upendra Kushwaha said that we have indefinite power within ourselves and if we use all our might we can achieve anything in life. He appealed to the children to pursue their dreams with full spirit, energy and positive attitude; and success will come back to them. He also congratulated the officials of National Bal Bhawan for the wonderful cultural programme and wished them success in the future endeavors.

Secretary, Department of School Education & Literacy, Shri Anil Swarup, Joint Secretary, MHRD, Shri V Shashank Shekhar, Joint Secretary, MHRD, Shri Maneesh Garg were also present on the occasion.

The IIT - PAL designed for helping students to prepare for JEE Advanced Exam to be extended and made available through the SWAYAM portal – Shri Prakash Javadekar

The 52nd Meeting of the Council of IITs was held under the chairmanship of Union Minister of Human Resource Development Shri Prakash Javadekar in New Delhi today. While briefing the media regarding the decisions taken by the Council, the Minister highlighted that the IIT - PAL designed to help the students in preparing for the JEE Advanced Exam would be further extended, and would be made available along with handholding support through the SWAYAM portal.

Some major decisions taken by the council are as follows:

  • IIT will mentor at least 5 engineering colleges located in its vicinity in order to improve the quality and standard of engineering education in the country.
  • There will be no revision in tuition fee being charged from the undergraduate students in IITs.
  • Council did not consider any further changes in the JEE (Advanced) system.
  • IITs will organize an annual Tech-Fest demonstrating various innovations and technologies developed by them, at any suitable venue with participation from CEOs from leading public/private sector organizations.
  • The Boards of Governors of the individual IITs have been empowered to decide the fee for international students.

  • The issue of vacant seats in the M.Tech. programmes in IITs due to student joining Public Sector Undertakings (PSUs) after being admitted will be addressed in a meeting with the CMDs of major PSUs to be held under the chairmanship of the Minister of Human Resource Development.
  • A Committee comprising of Directors of IIT Delhi, IIT Hyderabad and IIT Tirupati has been constituted to recommend standards and norms for construction of campuses and infrastructure projects in IITs.
  • The service matters of non-faculty staff in IITs will be decided by the respective Board of Governors of IITs subject to their conformity with the instructions issued by the Government of India from time to time.

It would mean that the already expensive fruit would become impossible to eat as its demand will sky rocket.
