I have seen him at pretty much all of President Hu's state visits.

Here he is again during Pres. Hu's trip to the US.

I am wondering is he the guy that carries the Chinese equivalent of the Nuclear football?

How does a colonel get to walk along side of the Chinese pres and US vice-pres.

there was same like this guys with mushy also all time i dont know why

He must be someone from the PLA 61889 Regiment (i.e. the Central Security Regiment). But he's NOT the most senior officer in charge of the president's security detail.

The officer in charge will be a deputy chief of the Central Security Bureau, therefore must be either a Senior Colonel (Brigadier General in the Western system) or a Major General. That officer will be accompanying the president but will not sport an uniform.

The guy in the picture is a Colonel, which will make him commander of a normal PLA regiment. But the 61889 Regiment is not exactly a normal regiment, so I'm not sure how senior he is in the regiment.

he is there as the symbol of the Chinese armed forces.
in Chinese, it is called 外交武官,not sure what is the english term.

In other words he is a Military attaché.

I am just curious why he would be taken along for state visits.

By the way I really like the new PLA dress uniforms, much more professional looking and less comic than the old soviet style suits and hats.

What's the old one looks like.

I personally think all winter uniform styles look nice.
