He was, but the person in the video is Group Capt. Varun Singh who is in critical condition at the moment. You can identify from the nose.

On 3 January 2018: A Mil Mi-17 helicopter of Bangladesh Air Force crashed in Sreemangal whilst carrying Kuwaiti delegates. The Kuwaiti delegates have been identified as Kuwait Armed Forces Chief of Staff Lt Gen Mohammad Al-Khuder and Kuwait Naval Forces Commander Maj Gen Khalid Mahmud Abdullah.Everyone were rescued alive.[189][190][191]

We narrowly survived major embarrassment there:

On that occasion it was pilot error due to poor visibility - they missed the helipad and landed between trees.

Everyone walked away from the crash. You can see in the photo that Kuwaiti officers regrouping right next to the crashed helicopter.

The MI-17's are generally quite reliable. The crash numbers are negligible if you consider the amount of MI-17s that have entered service.

Visibility…

Aircraft can fly in wet weather, but it’s dangerous to fly if you can’t see.

A very common cause for helicopter crashes worldwide. I wonder why pilots do not simply abort the flight and turn back in poor visibility? Can someone explain?

poor Planning by IAF, here, not knowing or bothering to check local weather reports.

Valley fog is confined by local topography and can last for several days in calm conditions during the winter.

Granted it was poor planning but my question is even more fundamental:
why not abort when you can see the fog with your own eyes?

Vehicles carrying the mortal remains met with an accident on Thursday while on their way to Sulur air base. Earlier in the day a convoy of ambulances with mortal remains of the Wednesday’s crash victims had left from Madras Regimental Centre in Nilgiris district for Sulur air base. During the journey back to the airbase, an ambulance hit another ambulance in front of it, causing the minor accident. The videos of the accident have surfaced showing cops injured, lying on the road while others transform a casket wrapped in the Indian tricolour to another vehicle.
