It is not Indian English. What do you think the "S" in USA stands for? A state in India means exactly the same as it means in USA. Texas, California, Illinois, Arkansas - what are these? STATES!!! India modeled itself as a federal republic, like the United STATES of America. Although the division of power between center and states is different for India.

Uttar Pradesh's population is over 200 Million, thats more than Pakistan's if am not wrong. Governing such a big state is a night mare.

Furthermore there is disparity in wealth and income, all the natural resources are located in the east while most of the factories and industries are located in the western part, which means there is very little development in the eastern part of UP. There is even difference in language and culture!

There are States. States will have divisions. Divisions have districts. And below districts you have sub-districts. Sub districts are called various things in different states.

Hope this clarifies things? These are mainly administrative in nature.
