Why can’t Turkey, a NATO member with article 5 protection, bring a cargo support ship with fuel (for the power plant and hospitals), food, and water to Gaza?

Perhaps the Yüzb.KudretGüngör with an armed escort Turkish navy ship with US, NATO and UN observers onboard both ships to show the mission is purely humanitarian. The worst wounded could be evacuated to Turkey for medical care.
