The thing is, since the 1982 bombing of the Marines in Lebanon, Palestinians/Arabs try not to damage America directly because then whatever the anti-war sentiments in America are, would be muzzled. And there are starting to be significant opposition to Israel in America but not for the Palestinians but to disengage Americans from yet another foreign war. So I doubt, even if Hezbollah have the capability, they would directly target Americans and even Hamas may let go of American hostages as priority. It would be politically less damage for Biden in the 2024 elections if there are fewer American hostages/killed.
