I have heard they already have begun preliminary development/ designing/ R&D stage, having such expertise at HIT and other vital facilities, an artillery system must not be an issue at all...

yeah, here we have all the facilities to manufacture artillery guuns, RnD for an indegenious Howitzer system was also underway but fue to some unknown reasons, it stopped.
perhaps this is because we are short on fundes or perhaps because HIT do not seek orders from army for time being as the army have accuquired new howitzers from foreign and therefore the work on indegenious have stpped down.
however, work in going on to make a four baralle chines anti-arcraft gun. this was told to me by my father that they were working on some AA gun, i really dont exactly know what it is but its up and running. i think i must try and get out some information.
