I am confused about pakistani responses here. everytime terrorists get caught from your side in India , Pakistan says they were non state actors and can't do anything about them--- unless of course they attack China and then your military goes on a big offensive, killing even scores of civilians among terrorists up in the northern regions.

Now Modi has a guy who is going to deal with your non state actors and you get all upset and defensive/ start to defend these non state actors/ terrorists? So which is it--- you are not to be blamed for non state actors or these are state actors?
