I don't know why they quoted him. But he is not the first to tweet about this new it came from some other source.

KT also quoted a fake account of current DGISPR as well. So KT is KT they can do any thing.

What the cow was doing on a motorway? Motorway is fenced on both sides no cow or other animal can get on a motorway unless pay a toll fee at a enterance checkpoint.I think it's just another bullshit news.
