There is no power struggle that requires an 'accident with a cow on a highway' in the Army - You're confusing the PA with the IA.

In the PA, if he really needed to be sidelined, he would be given a weak posting, his career halted, dismissed from service under a variety of pretexts or, if need be, put under surveillance and court martialled if he stepped out of line.

I would wait for some official confirmation before saying stuff. He is on Umrah as far as we know and if that was his car perhaps his family was involved and in that case hope they make a speedy recovery. However, damage doesn't look too severe and by the looks of it, the car was only travelling at about 40-50mph.
