Ex-army chief VK Singh tried to topple J&K government: Report

How amusing, funds were illegally diverted, diverted without sanction. Would anyone point out the legal framework pertaining to funds disbursal for all the intelligence organisations in the country? Might enlighten a few posters. And why not find out why and under what circumstances the TSD was set up in the first place? When was this "report" received by the babus- what was their follow up action?

That is not entirely correct. The Defence Minister has made a statement in Parlament saying that he asked the CoAS what he wanted to do with that allegation & that the Chief said to leave it there. It would be quite difficult to accuse Antony of lying.
 
The IB-CI folks had an interesting explanation for the "anomalies" they had found btw. Lets also look at who the 1.9-2 crores were given to in a bid to oust the state government.

Not really. The COAS has no say whatsoever is what to do- MOD is the apex body in all such matters since it falls under the mandate of the defense acquisitions DG and the likes.
 
Of course MMS has been gunning for V K singh as he was proving an impediment in Bikram Singh's elevation, and also for revelations on Tatra etc. All senior officials will have a dossier on them with juicy stories - some true, mostly false. The point is that the Army and MOD would otherwise never share a sensitive report, that too preliminary, with the press. Its vendetta politics - pure and simple.

I agree that timing of this leakage could be political but that can't discredit the validity of the probe report.
 
@Bang Galore Yaara this smells..stinks bad in fact. I am very clear that the Ex-COAS stepped across the line when he went to the SC against his direct superiors (MOD), somethings (chain of command) are too important to be jeopardized for ANY reason. Legally he had the right, ethically- its very ambiguous and to me not quite right.

But this is a de-facto smear campaign- along the lines of the whole "COAS diverted troops towards Delhi- coup" news which had come out. Which was really hilarious- if only people knew that the COAS CAN'T divert or order troop movements AT ALL!

The BJP should distance itself from V.K.Singh pronto. Regardless of the merit in these latest allegations, it is a report from the Army that is being debated. The BJP should not be picking V.K.Singh over the army or over other Generals including the present CoAS and the man most likely to succeed him, Lt.Gen. Dalbir Singh Suhag, both of whom came under fire from V.K.Singh. Does the BJP want to risk alienating a present chief and a future chief by taking sides in this matter? The BJP has no dog in this fight, better to let V.K. Singh go his own way. He is quite clearly controversial. As as been pointed out earlier, the government of Atal Bihari Vajpayee sacked a Naval Chief on the charge of insubordination. Best to leave this well alone.

I think it was probably because it was a case of hearsay and probably not provable and that was why the RM asked the Chief whether he wanted to pursue it because it would be his testimony alone that would be used & whether it might be best not to wash dirty linen in public. After all the man against whom the allegation was made was also a recently retired high ranking officer.
 
First and foremost, everyone or anyone doesn't just become a COAS. These folks, the select few in line, are groomed for a long time to take up such a position. Heaps of performance reports and subjective reports- mind you not objective but subjective. Any tendency for any possible aberrant proclivities get caught out. How does whatever you wrote disapprove the fact that the report was submitted by army and must have had the green signal of present coas?

That is why its such as issue to begin with. But the COAS also has a stand and merit- he is not going to just barge in and allege that an ex-officer offered him a bribe in his own office. BUT when you add it all up, specially the topple state govt. and the diverted troops bit (from feb) it becomes clear that there is mal-intent against him. How was he supposed to have diverted elements of a para-bat? That's not even possible- he can't just ring them up and ask them to start marching- that would require the cooperation of whoever heads the para-reg and/or 50th independent. Not even remotely possible. The quality of allegations here is pisspoor, on the other hand the army's report points to something else. Misappropriation of off-air surveillance equipment for personal and illegal use. That on the other hand needs to be looked into.

Certainly the timing smacks of a deliberate attempt to smear but the earlier story of the IE was about bureaucratic & government reaction to what they perceived was provocative movements. The fact that the troops went back on being ordered to do so was proof of no ulterior motive, after all people intending to carry out a coup would hardly listen to the defence secretary over the Chief. I think that was a demonstration of this governments complete ineptitude that they were so jumpy. I don't believe that they really considered it an attempted coup(after the event, on reflection), otherwise the Chief would have been sacked. A big mess really, I wish this former Chief would fade away. The country really does not need this.

#on-topic..If that secret intelligence unit was a spy unit to keep a check on the J&K government whose some of the ministers are really suspicious to keep a check on then its okay else the MoD can surely set up a commission to investigate these absurd charges which have no chance to be proved right but at the same time such treatment to an ex-army chief may have some negative implications on the morale of our security forces.....

#I dont know how the hell these sorts of sensitive reports are frequently leaked in the media houses, such sorts of cases are ought to be kept secret for the sake of the national interest.....Our media seriously needs to have some accountability on their part, how can they just flash such sensitive reports for the sake of TRP, popularity and all; first the letter written by General VK Singh to MoD and now this#fed up may be a breach of the official secrets act too....

The fact that the report doesn't assign any charge that he was going gung-ho after someone (RM/state govt) but rather states allegations that might be true, furthermore the proceedings were conducted by a Board of officers under DGMO- which can't establish culpability at all since it doesn't have the mandate to do so.

The troops wouldn't have to be diverted in the first place IF a coup was being carried out. IF the COAS could get the commanding officer of the para-reg to side with him- only after that could he have diverted troops- then he didn't need to divert them in the first place. During that time the 9th para was already VERY close to the NCR. And could have EASILY carried out a coup and no one would have had the BALLS TO STAND IN THEIR WAY!

The government's own assessment is that there is simply no evidence, that tracks have been well covered (supposedly). This should never have come out at all. Period.

1.Fearful Congress-wallas have been after VK.

2. Had this Rajput officer taken over, there would have been peace not only in India but all over SA.
