my advice to you is read the Iranian constitution and you will find out unlike U.S and many other countries the Iranian president has NO veto power and whatever parliament passes the President has to do it
and how does Iranian people and parliament look at Turkey ?? this does not need much explantion to you can see clearly here there is almost unity among Iranian members when it come to Turkey .Turkey is look at as enemy state and there are many reason for that as you know them all like

Azerbaijan has no Israeli bases on its land , or any other foreign base on its land.
Mossad helped Azerbaijan deal with threats such as terrorism and etc.

So much laughable remarks, there's no such foolish unity among Iranians about Turkey, and Turkey is no where seen as an enemy state but in the minds of some propaganda subjected idiots. At least I couldn't see such creeds in the eyes of millions of Iranians whom opted Turkey as their destination for the Norouz holidays, some days ago.

Mate, your (and many other Iranian members) bias against Turkey is very visible...so i won't discuss "how can Turkey and Iran cooperate further with sanctions gone.

I will just answer some of your accusations.

- NATO county
Yes, we are a NATO country like much of the EU countries, despite of them being NATO country, you intend to sell them Natural Gas don't you ?

- NATO bases next stationed next our border
There many NATO bases in Turkey.

Apart from Incirlik Airbase, most of them are Radar bases, some are old bases, Near Iran there is only one NATO base (Pirreşit) and it is a radar station. Not like there are NATO soldiers there waiting to invade Iran.

- U.S missile shield and Radar
Only Radar Base in Malatya/Kürecik. There are no missiles in Turkey those are in Romania.

- Join Al Saud anti Iran team
This an empty allegation. Name one thing Turkey did against Iran by joining so called "Anti Iran team" ?

- Continuous joined military maneuver with Israel in Turkey
At the past Turkey trained Israeli pilots....i don't know about any military maneuvers with Israel in Turkey.

- War in Syria
That is none of your business. Turkey will act in according to it's own interests and we are not going to ask for permission from anybody on the earth. If it serves our interests we will do business with KSA or Israel or Iran. Nobody can say a damn thing.

which I doubt they would sell. Azerbaijan and Turkmenistan are already working together to export their gas through our own project.

and no Iran hasn't negotiated , its just an offer which completely doesn't make sense
Azerbaijan already has investments reaching up to 40+ billion and will provide Turkmenistan with its own facilities
for its gas. The construction of Azeri led pipeline has already started.

Iran will be interested to have some financial share. It's not necessarily about exporting Iranian gas. look up at countries which have shares in Shah Deniz energy field, and also look at the stock holders of companies which built BTC pipeline, and you'll see the point Iran's gas export capability is limited and they are more focused on building Iran-Oman-India pipeline now and also fulfilling their 20 years gas export agreement with China. After that, they had plans to study on Iran-Iraq-Syria-Greece pipeline(which it's hindered now), and maybe activating the old Iran-Russia pipeline(passing through Azerbaijan) as their next priorities. I guess talks with Turkmenistan is mostly related to supply/swap gas to export to India.
