Sometimes buying is cheaper than to develop from nothing. Then why Israel doesn't develop a fighter aircraft??? You have the money budget technology.

Plus Egypt produce M1 Abrams locally.

Most of that money went into developing the economy based on industrial capabilities. That includes cnc macheines and reducing the ammount of imports whilefeeding the public from an egyptian product and increase exports. As for militarry related there is a 3D radar , a medium ranged air defence system and upgrading the abrams locally away from america and a local active protection system. There is no details at all about these we only know that they exist in the testing ground

There is 18 T-90 destroyed in Ukraine the others are T-72 and T-80 etc... Egypt will produce it (if we signed the deal because we don't know if we have them) to replace our old fleet of T-54/55/62.

The M1 is a better tank even in the export version but it is expensive to operate and complicated to maintain. The T90 is an upgraded T72 and as such has a lot of commonality with most repair shops in any country (diesel vs turbine engines.) It also has a lot of commonality in the maintenance shops where it will be going i.e. T55/62 units that are being eliminated.
