I understand your response here. even you are confounded by the attitude and posture adopted by PA in face of increased threat perceptions.:tsk:
justification for nonaction that is what has been projected by PA by quoting 'subservience to GoP' so far. history has been replete with examples of PA ignoring this subservience even in face of strong pro-democracy senitments.
the first and foremost duty of PA is to uphold the constitution and by its inaction, it is dangerously close to violating Article 1 Part 1 of the said constitution.

Establishment of a conducive environ for a negotiated settlement for the whole issue demands the ability and willingness to enforce peace, something that is exhibited in installments and after the imperative need has passed. In any case, PA is the only organisation within Pakistan that commands the respect and support of the common citizen without inhibitions, and it can be relied upon to secure the national interests in the best possible way. As such any action (howsoever stringent) taken by PA, will be supported by the common Pakistani citizen. Irrespective of your championing the cause of democracy, the truth is, even if PA employs full force and goes for massive induction of force, no public ire shall be directed at it.

and the oft highlighted issue of 'fighting own bretheren' perception, will only strengthen in face of further hesitancy on part of PA, as the situation will be exploited by Talibs to highlight the fact (rightly or wrongly) that even members of PA are hesitant to act against them as they are right, a far risky proposition IMO.
