Azerbaijan’s State Budget 2015 to finance the Southern Gas Corridor

f709769d5dfc81ea41612e86ad427279.jpg

Azerbaijan will promote reduction of transfers from the State Oil Fund (SOFAZ) to the state budget.
Yesterday Samir Sharifov, Azerbaijan’s Minister of Finance, said at the Parliamentary hearings on the State Budget 2015 draft law that in 2015 transfers would be reduced by AZN 1 bn more and such trend would continue in future, abc.az reports.

“Such policy is also associated with financing of the Southern Gas Corridor project, as funds for it will be raised from two sources: the SOFAZ and the state budget by means of increase of the SOCAR (State Oil Company of Azerbaijan Republic) charter capital”, - Minister said.

At the same time, he considers the budget forecast of the average export oil price in 2015 at the level of $90 per barrel to be reasonable.

“Price has been forecasted taking into account the detailed analysis of macroeconomic situation, stress tests, analysis of possible external risks etc. Price forecast at the level of $90 per barrel will provide state budget revenue without any sudden problems”, - Minister said.

It should be noted that in October 2014 actual export price of Azerbaijani oil was set below the level of $90, though insignificantly.

The draft state budget 2015 provides for transfers from the SOFAZ at the level of AZN 10.388 bn with total planned revenue of AZN 19.438 bn.

Azerbaijan expects rise in natural gas production from 2016
Fri, Oct 31 12:34 PM EDT
BAKU, Oct 31 (Reuters) - Azerbaijan expects natural gas output to rise from 2016, when new wells are due to start production, with a further increase seen from 2018, thanks to greater production at its vast Shah Deniz gasfield, a source close to the government said.

"Gas output is set to rise to 29.55 billion cubic metres (bcm) in 2016 and to 29.92 bcm in 2017 from 28.42 bcm expected to be produced in 2015 and 2014," the source told Reuters.

He said 186 new drilling wells were expected to start production in 2016.

Gas output in Azerbaijan rose to 22.6 bcm in the first nine months of 2014 from 21.5 bcm in the same period last year.

Shah Deniz gasfield in the Caspian Sea, operated by BP with partners, holds estimated reserves of 1.2 trillion cubic metres.

Shah Deniz I has an annual production capacity of about 10 bcm of natural gas. The second stage of the field -- Shah Deniz II -- is due to go on line in 2018, producing six bcm destined for the Turkish market.

A further 10-bcm of capacity will be added to Shah Deniz II in 2019, with that gas due to be sold in Europe. (Reporting by Nailia Bagirova; Writing by Margarita Antidze; Editing by Crispian Balmer)
