Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey project discussed in Ashgabat

The draft agreement on Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey transport and transit corridor was discussed during a five-sided meeting in Ashgabat, a message from the government of Turkmenistan said on Nov.17.

The meeting was attended by the representatives of delegations from the abovementioned countries.

The sides emphasized the significance of the project which aims to create new opportunities for the participating countries and for the region as a whole to get access to world markets, the message said.

Moreover, this project aims at intensifying trade and economic relations in Eurasia.

During the meeting, it was noted that this transport and transit corridor project will promote Afghanistan’s socio-economic revival and allow the country to join major regional and international infrastructure projects, according to the message from the government.

Experts from the participating countries believe that this is a timely initiative and it will contribute to the further progress and prosperity of each country in the region by increasing the volume of general trade and reducing the expenditures on the cargo transit.

During the negotiations, the sides also discussed the issues related to the further cooperation between the countries in accordance with the principles of equality, mutually beneficial partnership and respect and intensification of fruitful cooperation in political, trade, economic and humanitarian spheres, according to the message.

Turkmenistan earlier showed interest in joining the Baku-Tbilisi-Kars (BTK) railway project. Azerbaijan, Georgia and Turkey are implementing this project to transport cargo from China and Central Asia.

TAP ready to handle additional gas volumes

The Trans Adriatic Pipeline (TAP) is ready to transport additional gas volumes when they will be available in the future.

The project’s representative told Trend that currently TAP is committed to transporting 10 billion cubic meters of gas from the Shah Deniz-2 project.

“In the future, TAP can increase its capacity to around 20 billion cubic meters per annum when more gas volumes become available to transport,” TAP’s representative said commenting on the perspectives for transporting gas from other sources, in particular, from Turkmenistan.

At the same time, earlier TAP’s representative said Iran is not considered as the supply source for the project as long as the issues related to Iranian nuclear program are in place.

“TAP will not transport any sanctioned gas under the current political circumstances,” the source said.

The TAP project was selected by the consortium of Azerbaijani Shah Deniz field development as the transportation route to the European markets. The approximately 870 km long pipeline will connect with the Trans Anatolian Pipeline (TANAP) near the Turkish-Greek border at Kipoi, cross Greece and Albania and the Adriatic Sea, before coming ashore in Southern Italy.

TAP’s shareholding is comprised of BP (20 percent), SOCAR (20 percent), Statoil (20 percent), Fluxys (19 percent), Enagás (16 percent) and Axpo (five percent).

Turkish President Recep Tayyip Erdogan recently said following the negations with Turkmen President Gurbanguly Berdimuhamedov in Ashgabat, that the Trans-Anatolian gas pipeline project (TANAP) could also count on supply of Turkmen gas to Europe.

TANAP may transport gas both from Azerbaijan and Turkmenistan to Europe through Turkey’s territory, Erdogan said at the time.

After the high-level negotiations held on Nov.7, Turkmenistan’s Turkmengaz State Concern and Turkish company Atagaz signed a framework agreement on cooperation in the purchase and sale of natural gas.

The best option to transport Turkmen gas to Europe is to to lay a 300-kilometer gas pipeline through the Caspian Sea to the coast of Azerbaijan – Trans-Caspian gas pipeline.

The EU issued a mandate in September 2011 to start negotiations on working out an agreement between EU, Azerbaijan and Turkmenistan on the Trans-Caspian project.

Azerbaijan earlier expressed readiness to offer its territory, transit opportunities and infrastructure for the implementation of this project.

The issue of the need to diversify the sources and routes of gas supplies to Europe is very relevant and on everyone's lips in recent years. However, making ideas become real is important, and in this regard, Azerbaijan has succeeded enough.

In particular, Trans-Anatolian Gas Pipeline (TANAP) and Trans Adriatic Pipeline (TAP), which are the constituent elements of the Southern Gas Corridor, will be built within the framework of 10 billion cubic meters of gas supply on the European market in the second stage of the Shah Deniz field development.

Namely Azerbaijani gas is considered as the main source for the Southern Gas Corridor, which has great potential both for the supply of gas from other Azerbaijani deposits and other countries. The possibility of Middle Eastern and Mediterranean sources’ joining the project is not ruled out. Turkmenistan can also be considered as an additional source of gas.

Thus, Turkish President Recep Tayyip Erdogan, after the recent talks with the head of Turkmenistan Gurbanguly Berdimuhammadov in Ashgabat, said that TANAP, which will ensure transportation of Caspian gas through Turkey till its borders with Europe, could count on Turkmen gas supplies to Europe as well.

The commissioning of TANAP will take place in 2018. The initial capacity of the pipeline is expected to be 16 billion cubic meters with the possibility of reaching 31 billion cubic meters per year in 2026.

“TANAP may transport gas both from Azerbaijan and Turkmenistan to Europe through Turkey’s territory,” Erdogan said.

Following the high-level negotiations held on Nov.7, Turkmenistan’s Turkmengaz State Concern and Turkish Atagaz company even signed a framework agreement on cooperation in purchasing and selling of natural gas.

Prior to this, following the high-level talks in Ashgabat in July 2013, the governments of Turkmenistan and Turkey also signed a framework agreement on cooperation in supplying Turkmenistan’s natural gas to Turkey and further to Europe.

In 1999, Turkey and Turkmenistan agreed on supplying 15.6 billion cubic meters of gas and signed a corresponding contract.

The construction of a 300-kilometer gas pipeline under the Caspian Sea to the coast of Azerbaijan is regarded as the best option for ensuring the delivery of Turkmen energy resources to European market.

Further, Turkmen hydrocarbons can be delivered to Turkey which borders the European countries.

The main parties of the negotiations on the Trans-Caspian gas pipeline are the EU and Turkmenistan. The tripartite negotiations on this project between the EU, Azerbaijan and Turkmenistan started in September 2011.

Azerbaijan, as a transit country, has repeatedly declared its readiness to provide its transit capabilities in the presence of an agreement between two parties (the EU and Turkmenistan).

In principle, the Trans-Caspian gas pipeline project can be beneficial for all parties, but most of all it is needed by the EU and Turkmenistan. Its construction will actually mean deepening of the Southern Gas Corridor, which serves for diversification of the sources of gas supply to the EU, and expansion of the corridor resource base.

Turkmenistan, which is rich in gas resources, will gain access to a new and alternative market. At the same time this project’s realization will allow Azerbaijan to utilize its own transit opportunities and generate additional revenues.

Turkey, along with benefits from the transit of Turkmenistan’s gas, will also get an access to an additional source of gas imports.

The main question remains: who will construct the gas pipeline?

The EU and Turkmenistan have to undertake the main costs of the pipeline’s construction, given their greater interest in the project’s realization.

Azerbaijan and Turkey, which will act as transit countries may take part in the project by carrying out works on preparation and expansion of gas transportation infrastructure on their own territories.

However, reaching a consensus on this issue could play an important role in the formation of a new and major competitor in the international gas market, that is, the Caspian gas.

im not sure this pipline would ever builded :disagree: i read about it among russians they are very unhappy about the pipline they may some say russia will use force to stop it recently taliban said we didn't attack turkmenistan and now we see armenian helicopter i believe they are doing something , im sure u heard putin's word about kazakhstan i think russians are forcing their will over kazakhstan leaders , kazakhstan said they will may leave the alliance which threatened their country's independence

Georgia has not the economical importance or influence of Azerbaijan in Caucasus. Also, before Saakashvili, they had strong presence of Russian stooges in their country, which they are still present in Georgia but much weakened, and also there exists tons of separatists who ask help from Russia. Also, They have a smaller army, ... Hence, they will obviously be in more trouble in encountering Russia.

Georgia is basically alone in the region while Azerbaijan always will have the backing of Turkey (but in what form is the question). I hope those countries dont accept Russian troops. Dependency always starts with some troops, some financial aid blabla and before you realize it the country has become nothing but an outpost for Russia. What about bases for Turkish troops? wouldnt it be ideal if Turkish (other Turkic troops would be welcome too if possible) troops were stationed in several Turkic countries? or would it be impossible due Russian pressure on those Turkic states?

German model of mortgage lending in Azerbaijan

Chairman of Central Bank of Azerbaijan has made public some details of new mortgagel strategy, APA reports.
According to him, new strategy is based on three principles.

“One of them is giving of preferential mortgage by state and optimization of these funds in the future. Second principle is more liberalization of commercial lending and carrying out of this work by banks, new proposal canals for banks, creation of new long-term fund canals. This happens through other segments of financial markets, particularly pension funds, insurance funds. On the other hand, we offer German model of mortgage. This mortgage is formed by personal charges. This model requires a special institution. The population collects funds up to certain sum. After collection, the population is able to get mortgage loan from bank. I think this model will be more useful in Azerbaijan”, Rustamov explained.

Parliament starts discussion of state budget package for 2015

The budget package includes the laws “On the state budget of the Republic of Azerbaijan for 2015”, “On the minimum subsistence in the Republic of Azerbaijan for 2015”, “On the level of need criteria in the Republic of Azerbaijan for 2015”, “On the budget of the State Social Protection Fund of the Republic of Azerbaijan for 2015”, as well as expenditure estimates of the Azerbaijani Parliament and the Chamber of Accounts of the Republic of Azerbaijan for 2015. Moreover, the draft laws on expenditure estimates of the Azerbaijani Parliament and the Chamber of Accounts of the Republic of Azerbaijan, confirmation of the MoU between Azerbaijani government and OSCE on “OSCE Project coordinator in Baku” will be discussed at the meeting.

Asadov noted that the state budget for 2015 has been developed by taking “real events” into account and the draft document has been discussed at the relevant committees of the parliament.

“Revenues of state budget for 2015 are forecasted to be AZN 19,438,000,000, up AZN 1,054,000,000 or 5.7% from 2014, the expenditures to be AZN 21,100,000,000, up AZN 1.,037,000,000 or 5.2% from current year”, he said.

Ziyad Samadzadeh noted that today, economic and political tension prevail in the world: “Azerbaijan’s successes during past decade is so significant, which other countries did not achieve them. Azerbaijan gained achievements in economy and strengthen its international image year-on-year. State budget package meets requirements of legislation. The budget package has been discussed at the economic policy committee”.

What about bases for Turkish troops? wouldnt it be ideal if Turkish (other Turkic troops would be welcome too if possible) troops were stationed in several Turkic countries? or would it be impossible due Russian pressure on those Turkic states?
well turkmenistan and uzbekistan are both heavily armed countries they dont need any one helps to defeat some bunch of terrorist turkmenistan never joined csto uzbekistan withdrew from it in 2012 they plan to resume their power over this two countries idk whats happen between putin and nazarbayev but it's seem relations between kazakhistan and russia gets cold recently it's get worse right now kazakhistan uzbekistan and turkmenistan is under putin's Pressure and it seem they have uper hand i just wonder how azerbijan is the island of safety from putin's arsholeness

Turkmenistan intends to continue intensifying the partnership with Azerbaijan in all spheres, Turkmen President Gurbanguly Berdimuhamedov said, Turkmen Dovlet Khabarlary (TDH) state news service reported on Nov.20.

He made the remarks during a meeting with the President of the State Oil Company of Azerbaijan (SOCAR), Rovnag Abdullayev who was participating in the Turkmenistan Oil and Gas Conference 2014.

Berdimuhamedov said that Turkmenistan remains committed to the traditional interstate agreements based on the unbreakable bonds of friendship and good neighborhood and the principles of equal mutually beneficial cooperation.
