Turkmenistan interested in construction of ships in Azerbaijan

Turkmenistan is interested in the construction of ships at the Baku Shipyard.
1news.az reports with reference to the Report that the statement came from the president of the State Oil Company of Azerbaijan (SOCAR) Rovnag Abdullayev speaking to reporters.

He drew attention to the results of his visit to Ashgabat, noting that very good friendly relations in the political sphere were established between Azerbaijan and Turkmenistan.

"Now we need to make efforts to give an impuls to the economic sphere too," Abdullayev said.

SOCAR head said that during his visit to Turkmenistan, he spoke at a conference, and was received by President of Turkmenistan Gurbanguly Berdimukhamedov.

SOCAR president pointed to the presence of opportunities for cooperation between the two countries in various areas of the economy, including logistics, consumption and transportation of crude oil and petroleum products.

At the same time Abdullayev emphasized the interest of the Turkmen side to the potential of Baku Shipyard.

He also noted that that among other issues the issue of use of infrastructure capacity was agreed. "That is, the Turkmen side will benefit from infrastructure capabilities of our country, and we, in turn, will get access to the infrastructure of Turkmenistan," the president of SOCAR said.

Turkmenistan to intensify partnership with Azerbaijan in all spheres

Turkmenistan intends to continue intensifying the partnership with Azerbaijan in all spheres, Turkmen President Gurbanguly Berdimuhamedov said, Turkmen Dovlet Khabarlary (TDH) state news service reported on Nov.20.

He made the remarks during a meeting with the President of the State Oil Company of Azerbaijan (SOCAR), Rovnag Abdullayev who was participating in the Turkmenistan Oil and Gas Conference 2014.

Berdimuhamedov said that Turkmenistan remains committed to the traditional interstate agreements based on the unbreakable bonds of friendship and good neighborhood and the principles of equal mutually beneficial cooperation.

Abdullayev conveyed the greetings of Azerbaijani leadership and the wishes of prosperity to the friendly Turkmen people and further development of bilateral good neighborhood relations, according to TDH.

Berdimuhamedov, for his part sent best wishes to the leadership and people of Azerbaijan.

“The guest stressed that the openness of Turkmenistan’s foreign policy, the favorable investment climate create a reliable platform for developing fruitful relations in all spheres, including in the oil and gas sphere,” the report said.

During the meeting, it was noted that the current unprecedented growth of the export potential of Turkmenistan’s fuel and energy complex, strengthening of the international cooperation in this sphere, will allow to achieve the goals of the international community for the third millennium, according to the government's message.

“In this context, Turkmenistan intends to use its huge hydrocarbon resources to the maximum, for the development of the national economy and to meet the common interests,” the message said.

SOCAR president, for his part, praised Turkmenistan’s initiative to create an international expert group under the UN auspices to work out a new international legal mechanism for ensuring the reliable and stable supply of energy to world markets, said the message.

The first meeting of the expert group scheduled for December 2014, will be an important step in its implementation which is in the interest of Azerbaijan as well, said TDH.

Turkmenistan is one of the key players in the energy market of Central Asia and the Caspian Sea region. The country has the fourth largest natural gas reserve in the world.

Azerbaijan, which has become an independent natural gas exporter to Europe, is also interested in offering transit, which can bring additional revenues to the country.

It was earlier reported that SOCAR is ready to offer a diversified system of oil and gas pipelines, infrastructure and other opportunities to Turkmenistan for the implementation of projects in the oil and gas sphere.

The construction of a 300-kilometer gas pipeline under the Caspian Sea to the coast of Azerbaijan is regarded as the best option for ensuring the delivery of Turkmen energy resources to European market. Further, Turkmen hydrocarbons can be delivered to Turkey, which borders the European countries.

Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey are working on an agreement on organizing railway transportation, Azerbaijani Deputy Transport Minister Musa Panahov told reporters on Nov.28.

He said the work under the project for construction of a new railway from Afghanistan to Turkmenistan and linking it with the new Baku-Tbilisi-Kars (BTK) railway is underway, adding that this will create conditions for attracting cargo from Afghanistan and in the opposite direction.

The deputy minister said that alongside with Afghanistan and Kazakhstan, India and Pakistan also show great interest in joining the BTK railway project.

Baku-Tbilisi-Kars railway is being constructed on the basis of the Georgian-Azerbaijani-Turkish intergovernmental agreement.

The State Oil Fund of the Republic of Azerbaijan (SOFAZ) finances the project in accordance with the Azerbaijani president’s decree 'On the implementation of the Baku-Tbilisi-Kars project activities' dated February 21, 2007.

A new 105-kilometer branch of the railroad is being constructed as part of the Baku-Tbilisi-Kars project. In addition, the railway's Akhalkalaki-Marabda-Tbilisi section is under reconstruction in Georgia that will increase its capacity to 15 million metric tons of cargo per year. A post is under construction in Akhalkalaki for the transition of trains from the existing tracks in Georgia to the European ones.

A test train is expected to run on the Baku-Tbilisi-Kars railway by late 2014 and it is planned to complete the implementation of the project in 2015.

The peak capacity of the corridor will be 17 million metric tons of cargo per year. At the initial stage, this figure will be equal to one million passengers and 6.5 million metric tons of cargo.
 
Azerbaijan to lease orbital position for second satellite

The issue of determination of the orbital position for the second telecommunications satellite of Azerbaijan will be resolved by early 2015, the deputy minister of communications and high-technologies of Azerbaijan Iltimas Mammadov told reporters Nov.26.

Mammadov said that the signing of contracts for the construction and launch of a geostationary satellite is expected in early 2015.

The tender for the second satellite program involves six companies. The ministry plans to lease an orbital position for the Azerspace-2 satellite for a long term as well, the ministry said earlier. This step will be taken in order to eliminate the problems associated with the coordination of orbital positions.

Azerspace-2 satellite launch is scheduled for 2017. Some 30 months will be given for the construction of the satellite.

The first Azerbaijani Azerspace / Africasat-1a telecommunication satellite was launched on February 8, 2013. The satellite is located at the orbital position of 46 degrees east longitude.

Satellite operator of Azerbaijan renders services of digital television, data transmission, creation of VSAT multiservice networks and provision of government communication via the use of Azerspace / Africasat-1a telecommunication satellite. The service area of Azerspace / Africasat-1a includes the countries of Europe, the Caucasus, Central Asia, Middle East and Africa.
 
BTK to become shortest transport corridor between Europe and Asia

Baku-Tbilisi-Kars (BTK) railway is the shortest transport corridor that will link Europe and Asia, Azerbaijan’s Deputy Prime Minister Abid Sharifov said on Nov.28.

He made the remarks during the international research workshop titled ‘The future of transport and logistics in Central Eurasia’ at Azerbaijan Diplomatic Academy.

Sharifov said the timeframe for cargo transportation is one of the most important issues in the transport sector, adding that the commissioning of the new railway will allow to significantly reduce the transportation time between Europe and Asia.

“This railway is of great importance not only for Azerbaijan, but also for the other countries involved in this project,” he said.

Moreover, Azerbaijani Deputy Transport Minister Musa Panahov said during the event that the work within the project continues both in Turkey and Georgia.

He said the railway will be commissioned by late 2015 and the first test train will run on the railway to Georgia’s border with Turkey in late 2014.

Panahov said the work within the Silk Wind project initiated by Kazakhstan is also underway, adding that the project is aimed at launching the China-Kazakhstan-Caspian-Caucasus-Turkey-Europe container train.

Director General of the Baku International Trade Port Taleh Ziyadov also emphasized the significance of Baku-Tbilisi-Kars railway.

He said Azerbaijan has a favorable geographical position and significant infrastructure opportunities which allows the country to have its place in the international transport corridors.

BP resumes operations on Central Azeri platform in Azerbaijan

BP, an operator developing the block of the Azeri-Chirag-Guneshli fields, launched the "Central Azeri" platform. It was stopped earlier for scheduled preventive maintenance, the company said Nov. 28.

"All planned work has been completed,” the company said. “The operations have been launched on the platform. It will work to full capacity in the coming days."

"Central Azeri" platform was stopped for scheduled preventive maintenance on October 31. Earlier, it was reported that it must reach full capacity on December 2.

Total ACG production during the nine months of 2014 was 179 million barrels or approximately 24.2 million metric tons in total compared to 24.5 million metric tons (181 million barrels) for the same period of 2013.

Central Azeri (CA) produced on average 169,600 b/d and had 24 wells operating (17 oil producers, 1 water injector and 6 gas injectors).

The contract for the development of Azeri-Chirag-Guneshli large offshore field in the Azerbaijani sector of the Caspian Sea, with proven oil reserve of nearly 1 billion metric tons, was signed in 1994.

Shares in the contract for development of Azeri-Chirag-Guneshli block of fields are distributed as follows: BP (operator in Azeri-Chirag-Guneshli) - 35.78 percent, Chevron - 11.27 percent, Inpex - 10.96 percent, AzACG - 11.65 percent, Statoil - 8.56 percent, Exxon - 8 percent, TPAO - 6.75 percent, Itochu - 4.3 percent and ONGC - 2.72 percent.

A Russian company is in talks to order at least 30 ships from shipyards in Russia and Azerbaijan.

Arnold Ivanov, CEO of Industrial and Ecological Alliance (IEA), said his operation has signed a preliminary agreement with Russian yard Krasnoye Sormovo for 20 ships.

These are split between river-sea tankers of up to 8,000 dwt and bulkers of up to 7,000 dwt.

"We plan to build about 30 ships within our project on restoration of river navigation between Baltic, Caspian and Azov seas with the cost of $833m (including $540m for the fleet building)," he told the Fineko news agency.

Construction will take three and a half years, with the vessels costing $15.5m each.

Some work - as much as 40% - looks likely to be sub-contracted out to the new Baku Shipyard Company (BSC) in Azerbaijan, however.

This yard could also win a deal from IEA for between 10 and 15 specialised containerships for use in the Caspian region.

Ivanov added: "We have already raised a loan from Beirut branch of Lloyd Banking Group for this purpose. Financing has been already opened and it will allow us to start building of the first tanker not later than in December, though earlier we planned to do it in 2015."

He claimed to have a preliminary deal in place with Rosneft to use the vessels.

BSC is a $450m yard owned 65% by state oil company Socar, 25% by Azerbaijan Investment Company (AIC) and 10% by Singapore’s Keppel group.

Earlier this year, it signed a deal with Socar for 10 high-speed crew boats.

Today the oil sector in GDP has somewhere 45 percent, which is less than half. The fall of oil prices in the world, of course, will have a negative impact on our plans, but we have developed various scenarios and at an oil price of $ 60 our economy will grow steadily.

The President also spoke about the negative impact of the current oil prices on the state budget:

"The only negative thing I can see is that what we planned to do for the year, we will do in two years. We will just cut the expenditures of budget for non-priority infrastructure projects. It is good that we have already implemented a lot of these projects in previous years. "

Ilham Aliyev also talked about the situation in other sectors of the economy:

"The serious measures to promote entrepreneurship, concessional lending, allocation of subsidies to farmers were taken for the development of the economy even before the situation that prevailed this year. In our country the farmers are exempt from all taxes except for the land tax, and the government actively subsidizes the development of production in the countryside.

Information and communication technologies are steadily developing in Azerbaijan. Now Azerbaijan is a country with a space industry. The first satellite was already launched. Soon the second one will be launched. That is this area and agricultural sphere are actively developing.

We have high hopes for tourism. A lot of modern hotels are being created across the country, and we can see the growing number of tourists who prefer Baku as a place of rest. Here are the basic directions, plus, of course, the policy of industrialization, which we carry out for several years, are bearing fruit. We try to be completely self-sufficient not only for food, but for building materials. But in this respect there is still much to do."
 
Azerbaijani ICT Minister meets vice-presidents of Cisco Systems and Intel Corporation


Azerbaijan`s Minister of Communications and High Technologies Ali Abbasov has met with the vice-presidents of world-known American companies Cisco Systems and Intel Corporation.

At the meeting, Minister Ali Abbasov spoke about intensive activity in the direction of dynamic development of the information and communications technologies (ICT) sector in Azerbaijan, including ongoing state programs, reforms carried out, as well as national and regional projects implemented in the country.

The Minister also spoke about favorable business environment created for the development of IT companies, innovative entrepreneurship in Azerbaijan, noted long-term plans to be implemented in this area.

In turn, the vice-presidents met with interest the ongoing reforms in Azerbaijan and informed the Minister about the activities of their companies, including manufacture of equipment for corporate networks, a wide range of electronic equipment, computer components, microprocessors, system logic devices and other products as well as new services.

Then, the sides exchanged views on prospects of the cooperation.

Azerbaijani citizens not to feel oil price decrease on world market - Ilham Aliyev

Azerbaijani citizens will not feel the oil price decrease on the world market, Azerbaijani President Ilham Aliyev said during the opening ceremony of the first All-Republican Forum of ASAN Volunteers in the Heydar Aliyev Center in the Sabirabad district.

"The oil prices have sharply decreased,” the president said. “Has anyone felt this in Azerbaijan? No, and no one will feel this because we have a powerful economic basis."

President Aliyev went on to add that AZN rate is stable.

“This testifies to the fact that Azerbaijan also has economic power, a well thought-out policy and a social policy," the president said.

"Perhaps, stable AZN rate is not a very positive factor for our export potential,” President Aliyev said. “But this is a social issue. And this must be this way."
