Khan’s activities have been closely watched by U.S. and other intelligence agencies since the late 1970s

Throughout the late 1980s and 1990s, Western intelligence agencies learned of additional signs that Khan was selling his wares to others, particularly Iran and North Korea. In 1995, the IAEA obtained Iraqi memoranda that exposed Khan’s offer to Iraq of centrifuge assistance and nuclear weapons design information from 1990.

By the late 1990s, intelligence agencies had indications that Khan had provided centrifuge assistance to both Iran and North Korea. But U.S. efforts to limit Khan’s activities were ineffective, partly because of conflicting U.S. and Pakistani priorities, as well as an incomplete picture of the network’s activities gleaned from on-going intelligence efforts.

Dr Khan’s remarks cause stir, create confusion

ISLAMABAD, July 4: Detained nuclear scientist Dr Abdul Qadeer Khan on Friday accused President Pervez Musharraf and the army of being involved in transferring nuclear technology to North Korea.

Dr Khan’s statements given to foreign news agencies and his remarks later made in interviews with national TV channels created a lot of confusion. In his first statement to Associated Press he directly accused the president and the army of sending consignments of centrifuges to North Korea in 2000.

But later, in DawnNews’ programme ‘News-Eye’ he said the secret had already been unveiled by the president in his book ‘In the Line of Fire’ which was launched in the United States on Sept 25, 2006.

He said no sensitive shipment could be sent to any country from any airport in Pakistan without the knowledge and supervision of the army.

“People know that a military aircraft or a foreign country’s plane was used for sending the consignment,” he said.

In one of his statements, Dr Khan said that the uranium enrichment equipment had been sent from Pakistan in a North Korean plane which was loaded under the supervision of Pakistani security officials.

Asked what was his involvement in the transfer of nuclear technology, he said only that centrifuges had been picked from Kahuta.

Defence Minister Chaudhry Ahmed Mukhtar said that being a scientist Dr Khan should not have given such statements to the media. “Such statements can be harmful for the country” and could also create more problems for Dr Khan who was already under virtual house arrest.

The scientist who had confessed to being involved in the illegal transfer of nuclear technology to some country in 2004 later said that he had been pressurised to make the confession and that he had been made scapegoat at that time.

Dr Khan said the army had “complete knowledge” of the shipment of used P-1 centrifuges to North Korea and that it must have been sent with the consent of Musharraf, who was the army chief and president.

“It was a North Korean plane and the army had complete knowledge about it and the equipment,” Dr Khan said.

“It must have gone with his (Musharraf’s) consent.”

When asked why had he taken the sole responsibility for the nuclear proliferation, Dr Khan said he had been persuaded to do so by friends, including PML-Q chief Chaudhry Shujjat Hussain, a key figure in the ruling party at the time.

They said that it was in the best national interest.

He said that he had been promised complete freedom in return, but “those promises were not honoured”.

Dr Khan also said that he had travelled to North Korea in 1999 with a Pakistan army general to buy shoulder-launched missiles.

Meanwhile, the government is reported to be contemplating how to respond to the series of statements and interviews that Dr Khan has been giving since restrictions imposed on him were relaxed by the PPP government.

Now he has access to telephone and frequently gives interviews and statements.

Analysts said even today Dr Khan enjoys support of a majority of people but such statements from him could create problems for the country.

It is learnt that the government is considering to make public details of interrogation in which Dr Khan talked about his nuclear proliferation activities.

In this regard a detailed briefing has been given to Prime Minister Yousuf Raza Gilani.

PML-N chief Nawaz Sharif has also been briefed on the interrogation.

AP adds: Dr Khan’s allegations, reported earlier on Friday by the Japanese news agency, Kyodo, are his most controversial yet and could prove deeply embarrassing for both the army and Musharraf.

Army and Foreign Ministry spokesmen declined to give immediate comment.

Musharraf’s spokesman said he would respond to Khan’s allegations after speaking to the president.

“No flight, no equipment could go outside without the clearance from the ISI and SPD and they used to be at the airport, not me,” Dr Khan said, referring to the powerful Inter-Services Intelligence agency and the Strategic Planning Division that manages Pakistan’s nuclear arsenal.

Dr Khan said he had visited North Korea twice, in 1994 and then in 1999, when he was sent to procure missiles during the so-called Kargil conflict.

Dr Khan told Kyodo that the missiles were shoulder-fired SA 15.

Dr Khan told AP that Musharraf had requested him to make the second trip and he did so accompanied on a special plane by General Iftikhar Hussain Shah.

Qadeer is repeating hearsay one after the other!

Though I am not found of Musharraf I have found a copy and there is specific reference to the claim of Qadeer, and some other shocking revelation from Musharraf, who made the Nuclear Program under institutional control, basically it is now under the say who ever is in charge of the Government, that was not allowed and thought of, the Nuclear Program has all ways been a independent system that runs and manges without any outside interference, the disclosure of this information shows the government i.e. some other hand were also involved in the proliferation too, such as Musharraf, and I dont rule Qadeer for that matter.
 
It is our twisted logic of insecurity, national pride and expansion and the army's persistent attempts to try to undermine our neighbors that have led to this dubious heroization of Dr. A.Q. Khan. Pakistan's future is now at stake as extremists and self-styled jihadi groups threaten to undermine the country. Just look at the recent events in NWFP. Are we any more secure having a nuclear bomb while the country is being co-opted by crazy militants influenced by Wahabbism? Is nuclear capability of any use in this dire situation?
 
I am an Indian.

Even so, I would state that AQK has done service to Paksitan and heeded the call of Zulfikar Bhutto that Pakistanis would rather eat grass but will have their bomb.

AQK may have used dubious means to acquire the knowhow, but he did Pakistan a favour.

Thereafter, if he went free lance or with GoP approval is not his fault. No one who is working in a sensitive dept can do what he likes.

I have Musharraf's book. Please quote which page you are referring to and in what context it shows some other hand is involved?

The National Command Authority has the President as the Chairman of Authority and Vice Chairman will be Prime Minister. The President will delegate all or any of these powers and functions to Director General Strategic Plans Division or such other person as he may deem appropriate.

Our strategic assets are now out of one-man-show and under proper command control of National Command Authorty.

Lastly, A.Q.Khan is respected by all of us, but the WORLD has proofs against him i.e IAEA and CIA. This proliferation he has been doing since 1990's. And, he should definately NOT have ENDORSED Nawaz Sharif!
 
It is unfortunate but a fact that heroes are also made of flesh and blood and thus given to the weaknesses and faults. IMO, Dr AQ Khan has been influenced by the media which has portrayed Nawaz Sharif as his friend and Musharraf as his enemy. Thus with the flow of the times, he has also taken a swipe at Musharraf. It is much easier to kick the fellow when he is already down.

However, what AQ Khan has done is wrong. By accusing Musharraf he is harming Pakistan state. If whatever he did was in the best interest of Pakistan, he should have kept quite even now for the same reason.

He wants total freedom. He does not realize that he could be kidnapped and taken out of Pakistan by agents of RAW, CIA or Mussaad. Each of the above agencies will love to damage Pakistan state thru AQ Khan. When he is in their custody; he could be made to say any thing on TV.

Regret to say that more he comes out with statements, more he will fall from grace. For Gods sake Dr Khan, please keep your mouth shut.

Whatever has happened has happened, to try and take your dirty linen out in public will only cause more problems for the country that you love and live in.I have always maintained like Salim that you cannot do this level of transference without the knowledge of higher ups. But since you have chosen to take the blame for it, maintain your and the nations dignity and dont go for cheap theatrics like the interviews he is giving now.

What ever Dr.Qadeer did, he wasn't the only one doing it. I am pretty sure President Musharraf, the Army knew what was going on.

In the 1970s, nuclear scientist, A Q Khan, mysteriously escaped from Europe and came to Pakistan. A decade later, Israel's Mossad kidnapped and smuggled a renegade Israeli scientist, Mordechai Vanunu, as he flew from London to Rome. Dr Khan is a fallen hero. Vanunu was a traitor who exposed his country's nuclear secrets. We in Pakistan are too soft. We should learn from a western democracy like Israel. Dr Khan almost begged the government for a pardon on his wrongdoings. Everyone who dealt with him, including those who interrogated him, called him 'sir'. And no one has censored his explosive telephone interviews.

Compare this with Vanunu, who spent 18 years in prison, 11 of them in solitary confinement. His speech and movement were restricted when he was released in 2004. He was re-arrested several times when he violated those restrictions, including giving various interviews to foreign journalists and attempting to leave Israel. Exactly one year ago, Vanunu was sentenced to a further six months in prison for speaking to foreigners.

This is not to suggest that Dr Khan should receive similar treatment. He is a hero who served his nation well. That's why he received a presidential pardon. But Pakistanis, and especially politicians, should be about politicizing his case. Would it be wise for Dr Khan to get what he wants, which is absolute freedom of movement without any security restrictions? He continues to be a targeted man. There are powerful and resourceful people in the world who would like to see him taken out of Pakistan and debriefed. If this happens, it will be the ultimate breach of our national security.

Ardeshir Hassanpour was Iran's prized nuclear expert. He died in Isfahan in January 2007. Stratfor, the US-based private intelligence company, alleged that Mossad had killed him. Tehran quietly announced his death and that was the end of it. If Mossad didn't do it, then he was possibly done in by his own people for being in contact with outsiders.

Strong nations do no tolerate a breach of their national security. But in Pakistan, the state has become a punching bag. When Dr Khan almost created another crisis for the country last week, our nuclear and strategic establishment looked to the nation's leaders for someone to 'own' it and come to its defence. There was no one. You know we have hit rock bottom when this happens. Such is the magnitude of political failure in Pakistan today.

The past two years have seen a rapid collapse in the power of the state. Something is intrinsically wrong with our political system when an elected government releases terrorists and foreign-aided separatists in Balochistan without taking any guarantees that they won't resort to violence again. Even worse is the fact that our elected representatives are more prone to foreign pressure – and more willing to accept it – than any previous military rulers have. In today's Pakistan, we need a Putin and not a Gorbachev.

It's time for the Pakistani state to practice some 'strategic arrogance'. Turning around the image of Pakistan from a punching bag to a 'tough' state has become a priority. And this cannot happen without reorganizing the country's political system. This system breeds instability and weakness. No country can have stability with multiple and conflicting centers of power and decadent politics monopolized by a few. The solution might entail something bordering on dictatorship. But there should not be any apologies when survival is at stake.

Unless the Pakistani state is strengthened and the system is cleared of paralyzing power conflicts at the top, we will continue to see the likes of Jamshed Gulzar Kiyani coming out with state secrets and Dr. A Q Khan casually spilling juicy details of how we built our strategic assets. We can do without these dazzling displays of freedom. Others don't tolerate it. Why should we?[/

What ever Dr.Qadeer did, he wasn't the only one doing it. I am pretty sure President Musharraf, the Army knew what was going on.

There is little doubt in anyone's mind that this so. Atomic bomb was ready by the mid 80's. Ever since the sanctions on Pakistan, AQ Khan was given a free hand. There are dozen of research articles on this published in the Western Media. Our missile program has had benefit of the North Korean technology and there has to be a ' quid pro quo'. All this is forgiven by all Pakistanis because this was in national interest of Pakistan.

Musharraf came late of the scene, Libyan, Iranian and North Korean connection go back to ZA Bhutto's time. All the Pak regimes since the 1970s have actively supported acquiring of equipment thru covert means known in the Western media as AQ Khan's network.

To put the blame on Musharraf smacks of a Nawaz/AQ Khan conspiracy. I personally dont care too much about Musharraf, but what if the details come out and it can be proven that GOP was activerly involved for a long time?

This will hurt Pakistan state badly. How our national hero has fallen and to what extent Sharif brothers will destroy Pakistan in their personal vendetta against Musharraf sends shivers down my spine.
