Reasons you provided are :
1. Its considered unnecessary because of small size of Pakistani Sea line.
2. Its very costly and out of budget
3. Its has good Anti Carrier Defence
4. It Doesn't need/wants strategic or long range presence in IndianOceans as India should have to counter China..

The only thing your PN can do is ack ack cover. Its comparable to a third rate navy. The only saving grace is your sub fleet. Surface fleet is nothing but coast guard. The minute the PAF diverts to protecting the PN, that will be the day your skies go to the IAF. The comparison between the PN, should be with the Bangladeshi Navy. Not the IN. Now go and pee in what you call your coastline.

If Nuclear Weapons , Nuclear Subs , MRBMs , Stealth Jets ( all are strategic assets ) are NEEDED by PN ( i dont know why , since India started all its programs to counter CHINA , NOT PAKISTAN ) why not ACs ?

Did you know that PAKISTAN is the ONLY Nation to have "Declared" Nuclear Weapons, yet No ACs.

Yes because we don't need one we need more Frigates and Corvettes and 4 to 6 Cruise Missile Destroyers and may be two nuclear submarines in future

Well I would say a second hand carrier for now would be ideal since PN would need to train a whole new generation of sailors not to mention new CBG and operating plans would have to be drawn. Also not to mention this will also severly contain PN budget which is already pretty meager.

To be honest , its not True. IMHO the Real reasons are :

- Army Rules , Less focus on PAF , Lest Focus on PN ( See why IN is going better and better , compared to IA and IAF, due to focus , though there is no shortage of money for all three branches )
- Weak Economy aka No Money ( Remember, why it was said that we need to eat Grass for Nukes.. ! )
- Corrution and Chaos in Pakistan ( This is also True for India , where Several Military Projects , including Civilian Projects like Cryo Engines , go delayed )

why would Pakistan need an aircraft carrier? We aren't trying to globally project our military - our military's task is the same as any super power or developing country but as far as strategic goals- we - are not the same as USA or Russia or China. What we will be having plenty of is anti carrier missiles - the Chinese have been most helpful in this regard rest assured. But we dont need air craft carriers plain and simple. It's just not necessary.

Actually, India's massive coast line forces it to have a carrier. As it is harder to defend, India needs a lot of naval assets, and the ability to power project in a short amount of time across it's shores., which is a carrier is necessary.

If you look, all the nations that have carriers, they have massive maritime borders they need to defend, the US, UK, Russia, Italy, France, China...etc.

What Pakistan needs is subs, anti-carrier systems, frigates, basically everything else but carriers.

If we want to defend Pakistani waters only than we don't need Air Craft Carrier but if we plan to establish Naval bases in KSA in future than AC will be needed in fact two will be needed
