New Delhi, Oct 25(bdnews24.com)Foreign Minister Dipu Moni has cancelled her visit to India for the Oct 29-Nov 2 ministerial conclave of the Indian Ocean Rim Association for Regional Cooperation scheduled to be held at Gurgaon near New Delhi.
Though Moni was expected to represent Bangladesh in the 12th meeting of the Council of Ministers of the 19-member bloc of the Indian Ocean Rim countries, her visit to New Delhi for the conclave has been called off.
Sources in New Delhi confirmed that Foreign Secretary Mohamed Mirajul Qayes would lead the Bangladesh delegation to the ministerial meet of the IOR-ARC.
The Foreign Minister was also expected to hold a bilateral meeting with her Indian counterpart S M Krishna on the sidelines of the IOR-ARC conclave.
India assumed the chair of the 15-year-old bloc during the 11th meet of its Council of Ministers in southern Indian city of Bangalore last year.
The 12th meet to be held in Gurgaon in northern Indian state of Haryana is the second such conclave being held during the chairmanship of India.
Moni had led the Bangladesh delegation in the 11th IOR-ARC Council of Ministers meet in Bangalore last year.
Her visit to India was cancelled at a time when the ties between the Congress-led United Progressive Alliance Government in New Delhi and the Awami League-led government in Dhaka seem to be losing momentum, particularly due to the impasse over the proposed agreement on sharing of water of common river Teesta and lack of progress on the issue of ratification of the 1974 Land Boundary Agreement and its additional protocol signed in 2011.
New Delhi is also reaching out to the Bangladesh National Party and is set to host the opposition party's chief Khaleda Zia from Saturday.
Khaleda is likely to call on Indian President Pranab Mukherjee in New Delhi, apart from travelling to Ajmer to offer prayers at the shrine of the Sufi saint Khwaja Moinuddin Chisti. She may also have a meeting with Indian Prime Minister Manmohan Singh.
Diplomatic sources in New Delhi, however, said that Moni had to cancel her visit to India because she was not keeping well. They declined to comment on the speculations about any connection between the hiccups in Delhi-Dhaka ties with cancellation of Moni's visit to India.
Apart from Krishna, Foreign Ministers of Iran, Kenya, Madagascar, Oman, Seychelles, Sri Lanka, Tanzania and Yemen will attend the IOR-ARC meet in Gurgaon.
The IOR-ARC is a regional cooperation initiative of the Indian Ocean Rim countries. It was established in Mauritius in March 1997 to promote economic and technical cooperation.
The bloc now has 19 members Australia, Bangladesh, India, Indonesia, Iran, Kenya, Malaysia, Madagascar, Mauritius, Mozambique, Oman, Seychelles, Singapore, South Africa, Sri Lanka, Tanzania, Thailand, United Arab Emirates and Yemen. It also has five 'Dialogue Partners' - China, Egypt, France, Japan and United Kingdom. It also has two Observers Indian Ocean Research Group (IORG) and Indian Ocean Tourism Organization (IOTO).
The United States has evinced interest in joining the bloc as a "dialogue partner" and the issue is likely to be discussed during the upcoming meet of the Council of Ministers.
