I would have also added something along the lines of, "Is this the Indian government's official stance towards Pakistan, or is the India Army now dictating the foreign policy of a democratically elected government in India?"
Actually Bipin Rawat is an official stakeholder in Indian foreign policy as he is a member of Strategic policy group which decides foreogn policy

Gen Zia: What is a constitution? It is a booklet with twelve or ten pages. I can tear them away and say that tomorrow we shall live under a different system.
Lets not get pedantic here, Each and every COAS of Pakistan. has meddled with not just foriegn policy but with governance and electorate and right upto changing the constitution. The Indian chief just made a remark.
