While France intervened in Libya, Nato gladio structure FETO was also started operation against the Turkish navy. Hundreds of officers incl. Admirals who formed BlackSeaFor and were working on alternative power balances, especially in the Black Sea and East Med, were imprisoned with caliper cases. Retired Admiral Cem Gürdeniz was one of them. Maybe dozens of videos on the subject are still on youtube...
The important issue in here was to prevent Turkey's possible blocking position. Because tens of billions dollars contracts were continuing, so not only culturally but commercially matters were important for TR. Furthermore, a mutual EEZ agreement was reached with Gaddafi. They achieved this turkish silence, especially by attacking naval staff.
Even so, the participation of the Turkish navy in the operation was mostly related to the evacuation of approximately 50,000 Turkish citizens who were stranded in Libya at the time. When the bombings started, the most crowded foreign community in Libya was Turks.
