No. I am not forgetting Kashmir. No Pakistani ever does. But I don't think the BJP Hindutva govt represents all, or even the majority of a country of 1.4 billion people. There is definitely a peace community in India--more than in Israel viz a viz the Palestinians. Less than two decades ago India and Pakistan were on the brink of some kind of 'settlement' on Kashmir. So I don't see majority of Indians as genocidal. Actually, now I see Europeans as much more bloody and war-mongering and I think the peace since 1945 in Europe is more like an anomaly than normal. And it is already being shattered as we can see in the war between Russia and Ukraine: Europe is back in business of engaging in yet another bloody war which could lead to WW 3.

In addition to producing power, several hydroelectric projects is going to help us in reducing the water scarcity for up to a year in the event of a Chinese diversion and manage flooding in the event that China releases exceptionally high levels. Indian govt have started executing the largest hydropower project, worth 11,000 megawatts (MW), in Upper Subansiri. The north-eastern hydroelectric projects are underway and it is one of those strategic moves which will help us to counter the potential effects of Chinese flow diversion through the dams China is building
 
I think Indian leadership is going to make an epic historic mistake to not seize the moment to make peace along the lines of Musharraf-Manmohan Dialogues of mid 2000s. The olive branch has been extended from Pakistan. I don't think Indians should count on Pakistan to go down on its knees. The will of independence from India is extremely strong in Pakistan to allow Pakistan to be an India dependent like some other countries, whose names I will omit here so to not to offend them. Also, Even in the worst case scenario, a broken up Pakistan would be a nightmare for India--and the world.
Indians are by nature mercantile and practical. They should look at the business potentials and not through the distorted historic angle. Again, it would be a big mistake to assume that Pakistan is going to be on its knees. Indians should think like what Germany and France did a few years after WW 2: Rising tide raises all. Otherwise, if and when Pakistanis decide to eat the proverbial grass and face the challenges then Pakistan certainly has enough human and natural resources to rise again. It is not a Sri Lanka or Greece dependent on tourism. There is enough resources and will power to rise again.

Yes. Pakistan is near broke and almost in default. Such countries, especially with nukes, are the most dangerous countries in the world.
But this is a 'defense' forum where hyperbole is rampant and I don't think Indians are stupid enough to choke Pakistan's water supply. And honestly a part of me thinks Indians are not cruel enough for such a course of action: Geopolitics aside, the people of the Subcontinent have yet not sunk to the lows of the Europeans in cruelty in subjugation and warfare--yet! Hence the need to redefine the terms with all parties. How that has translated to one side breaking the provisions is the work of an overly imaginative mind. Nation states with a largese of economic and Global political clout can spend political capital to buffer themselves from any negative consequences.

India has sent a notice to Pakistan calling for an amendment of the Indus Waters Treaty even as the dispute resolution mechanism of the treaty remains in a logjam for 5 years. This is for the first time New Delhi has called on Islamabad for the amendment of the treaty that was signed in 1960 in Karachi between the then-Indian PM Jawaharlal Nehru and then-Pakistani president Ayub Khan.

Sources told WION, "India has issued notice to Pakistan for modification of the Indus Waters Treaty (IWT) of September 1960. This is as per Article XII (3) of IWT...Pakistani intransigence on the Indus Waters Treaty forced India to issue a notice of modification to the Treaty."
Under the notice, India has called on Pakistan to enter into intergovernmental negotiations within 90 days to "rectify the material breach" of the treaty and also "update the treaty to incorporate the lessons learned over the last 62 years", sources explained.

Under the Indus water treaty of 1960, the waters of 3 Eastern Rivers - Sutlej, Beas, and Ravi are allocated to India for unrestricted use while the waters of 3 Western rivers - Indus, Jhelum, and Chenab go to Pakistan. Additionally, New Delhi has the right to generate hydroelectricity through the run of the river projects on the 3 Western rivers, subject to specific criteria for design. Pakistan can under the treaty raise technical objections to the design of Indian hydroelectric projects on Western rivers.

One of the key issues has been dispute resolution mechanisms that have led to India issuing the notice. For example, in 2015, Pakistan requested the appointment of a Neutral Expert to examine its technical objections to India’s Kishenganga and Ratle Hydro Electric Projects (HEPs).
The following year, that is 2016, Pakistan unilaterally retracted from the "neutral expert" mechanism and proposed that a "Court of Arbitration" decide on its objections. Meanwhile, India made a separate request for the matter to be referred to a Neutral Expert. The initiation of two simultaneous processes on the same issue essentially creates a legal issue.

Sources pointed out, "at Pakistan’s continuing insistence, the World Bank has recently initiated actions on both the Neutral Expert and Court of Arbitration processes. Such parallel consideration of the same issues is not covered under any provision" of the treaty, adding, " faced with such violation of the treaty provisions, India has been compelled to issue a notice of modification". In 2016, World Bank took a decision to “pause” the initiation of two parallel processes and request India and Pakistan to seek an amicable way out.
Despite repeated efforts by India to find a mutually agreeable way forward, Pakistan refused to discuss the issue during the five meetings of the Permanent Indus Commission from 2017 to 2022. The last Indus water talks took place in Delhi between India's Indus water commissioner AK Pal and Pakistani counterpart Mehr Ali Shah. The next meeting of the Indus water commission will take place in Pakistan.
