BEIJING, March 4 (Xinhua) -- China said Friday it plans to raise its defense budget by 12.7 percent to 601 billion yuan (91.5 billion U.S. dollars) in 2011, compared with an increase of 7.5 percent last year.

The year's draft defense budget was 67.6 billion yuan more than 2010, and accounted for about 6 percent of the country's total budget, said Li Zhaoxing, spokesman for the annual session of China's national legislature.

"The government has always tried to limit military spending and it has set the defense spending at a reasonable level to ensure the balance between national defense and economic development," said Li.

The former foreign minister said China's defense expenditure is transparent and defensive in nature.

The bulk of the spending would go towards moderately improving armament, military training, human resource development, infrastructure of grassroots units and the living standards of the servicemen, said Li.

"China is committed to peaceful development and a national defense policy that is defensive in nature," said Li.

He said, compared to the world's average, China's military spending is low given its 1.3 billion population, vast land and long coastal lines.

"The limited military strength of China is soley for safeguarding its national sovereignty and territorial integrity and would not pose a threat to any country," said Li.

Yes the actual figure is about 220 billion dollars. 3.5% of China's GDP
You both are ridiculous. The official budget is 91.5 billion. Even if that doubled, it still would not reach 220B USD. Not even the Pentagon would release that kind of figure. SIPRI placed the figure at 115 billion in 2009, so assuming the 7.5% rise in 2010 coupled with 12.7 of 2011, it would be 138 billion this year.

5.8*0.035=200 billion dollars

Where did you get the idea that the budget is 3.5% of GDP? Making it up?

Not even the Pentagon as that ridiculous 200 billion estimate of yours, and they regularly overestimate the PLA budget.

He is much tougher than Hu Jin Tao, he also vow to expand the military. I would say that under Xin Jin Pin's adminstriation. The defence budget could go as high as 5 % of China's GDP.

That is perfectly OK, because China has too much money now and need to spend them instead of letting them get chew away by inflation.

The defence budget is definitely going to grow by a two-digits figure this year. Did any of you notice the news regarding the 40% hike of PLA's salary?

Last year, civil service salary 50% hike. My father's factory, workers salary 30% hike.
So soldiers is normal wage increases.

He is much tougher than Hu Jin Tao, he also vow to expand the military. I would say that under Xin Jin Pin's adminstriation. The defence budget could go as high as 5 % of China's GDP.

Again, you imagine he will increase it to 5%, just like you imagined the current figure to be 200 billion. Stop doing it. Your posts make me facepalm everytime.

Research & Development remains one of the main priorities of the National Defence Policy of China

Anyway publishing such sensitive details in a public forum not good.

China maintains a separate spending for Research & Development.
