I think you should be realistic and think more before saying such things bro. Don't you understand the region Japan is situated in? If Japan went nuclear, what do you think S.Korea reaction will be? In fact i believe they will even sever their alliance cooperation with Japan altogether(it has been holding on only due to US pressure over S.Korea to cooperate with Japan) as this will be the last straw to break the camels back. So Korea Japan will turn sour, thus drawing Korea even closer to China. Russia wont take this lying down as well and Moscow will be firmly against this. In short it will only strengthen Japans neighbour to come closer together against them. So a lose-lose situation.

Su-70 is not used for air to air combat. It is only used for ground / sea strike, carrying precision bombs and stand off ground attack / anti ship missiles.

Japan has 21 tons of (separated ) plutonium, that could be used in a weapons program if Japan ever decided to exercise that option. It's enough to bomb the world 50 times over.
The nuclear threat isn't an option against Japan.

S stands for Sukhoi. Same as Su. No country invade Russia. So Russia don't need air to air combat, only ground attack ops against terrorists in Syria. This is why Su-70 does not carry air to air weaponry.
