Chinese group offers huge investment in Pakistan's livestock and dairy sector.


Royal Group Co Ltd, a Chinese leading enterprise in the dairy industry and buffalo milk production intends to invest $500 million initially in the livestock and dairy sector of Pakistan.

An eight members delegation of Royal Group Co Ltd led by Royal Group President, Chen Yi, called on Additional Secretary, Board of Investment (BOI) Mukarram Ansari at BOI to explore investment opportunities in the livestock and dairy sector on Wednesday.

BOI's Ansari also briefed the delegation regarding investment opportunities in Special Economic Zones (SEZs) being developed by Pakistan to accelerate export-oriented industrialization.

Red Sindhi cattle are the most popular of all Zebu dairy breeds. The breed originated in the Sindh province of Pakistan, they are widely kept for milk production across Pakistan, India, Bangladesh, Sri Lanka, and other countries.
They have been used for crossbreeding with temperate (European) origin dairy breeds in many countries to combine their tropical adaptations (heat tolerance, tick resistance, disease resistance, fertility at higher temperatures, etc.) with the higher milk production found in temperate regions. It has been crossed with Jerseys in many places, including India, the United States, Australia, Sri Lanka, etc

Buffalo milk export to boost Pakistan’s Forex reserves.

"Pakistan is rich in buffalo breeds, buffalo research, and buffalo milk production. To leverage its advantages and enhance Pakistan-China cooperation in this field, we hope to set up a dairy processing plant in Pakistan,” Chen Yiyi, President of Royal Group, told China-Pakistan Agricultural and Industrial Cooperation Information Platform (CPAIC) after completing a week-long visit to Pakistan.

Gu Wenliang, Agriculture Commissioner of the Chinese Embassy in Pakistan, told the reporter that Pakistan is the fourth largest milk producer in the world, with buffalo milk accounting for 60%.

There are 41 million buffaloes in Pakistan and milk yield is higher than that in China. According to an Economic Survey report of Pakistan’s government, in fiscal year 2019-20, the output of buffalo milk in Pakistan reached 256,000 tons.

ISLAMABAD: The government has approved a plan to jumpstart the economy through free distribution of American bulls’ semen worth Rs40 billion to improve breeding and preach farmers about changing their crop cultivation practices, the prime minister’s aide said.
“Cows will give the biggest jump to the economy through breed improvement” and will also ensure victory for the government in the next elections, Jamshed Iqbal Cheema, the newly appointed special assistant to PM on food security, said while sharing his plan with a group of journalists.

Three million American exotic sex semen will be freely distributed among farmers every year for the next three years to increase milk production from just four litres to 15 litres a cow, he added.
“This will inject Rs300 billion in the rural economy in the next three years with an investment of only Rs40 billion,” he added.

The plan largely revolves around achieving goals that Prime Minister Imran Khan had set in his first speech after taking oath of the office. It also resembles the agriculture package announced by PTI’s financier Jahangir Tareen.

“If we are able to provide exotic semen free of cost, we will also win the next elections,” Cheema said.

“Some politicians questioned the prime minister that it will take 13 months for a cow to conceive and another nine months to deliver a calf and by that time, general elections will be over,” Cheema revealed.

“My answer to the PM,” Cheema continued, was that giving Rs5,000 bull semen free of cost to a farmer will be like investing in his child’s education, which he will not forget while casting his vote.

He said a Pakistani cow produces 1,100 litres of milk a year as compared to 11,000 litres by an American cow and after using American exotic semen the production will jump to 5,000 litres.

The semen of the bulls would be primarily used to breed cows to give a fillip to milk production, mostly in Punjab. The cows born out of semen straws of the imported bull would give more milk and enhance its production, he added.

He said that there was abundant land in Pakistan but water table was not sufficient to make this land cultivable, the second lowest level for the thickly populated nations after Egypt.

In the next one year, the government will focus on agriculture sector, said Fawad Chaudhry, the federal minister for information, who was also present. The minister said that the agriculture and education sectors suffered the most post-18th Amendment in the Constitution, which devolved these responsibilities to the provinces.

Fawad said that Cheema would complete the task that had been initiated by Tareen.
Pakistan’s agriculture sector has not been able to meet the country’s needs for food, feed and fibre.


New Finance Minister Shaukat Tarin has also vowed to focus on agriculture to achieve over 5% economic growth rate in the next fiscal year, which will be the second last. Year of the PTI government.

ISLAMABAD: Federal Finance Minister Shaukat Tarin has directed the Federal Board of Revenue (FBR) chairman to ensure to reinstate the previous sales tax of 10 percent on value-added dairy products, and the said changes were incorporated in the final budget to be passed by the Parliament. Chairman Pakistan Dairy Association (PDA) Ali Ahmed Khan, along with other members of the PDA, met the finance minister, commerce minister, and the FBR chairman on Friday to discuss the taxation issues of the dairy sector.

The finance minister committed to the dairy sector to remove sales tax anomalies from the Finance Budget 2021-2022 and previous budgets, and to reinstate the previous sales tax of 10 percent on value-added dairy products. The minister also agreed to restore the liquid milk segment, which is vital for nutrition among children and to make dairy products safe, to the zero-rated tax regime. Both sides agreed that these steps would further the government’s efforts to provide affordable nutrition to all Pakistanis, as well as support the farmers of Pakistan.

The finance minister asked the FBR chairman to ensure that the above changes were incorporated in the final budget to be passed by the Parliament.

“Pakistan Dairy Association will work closely with Prime Minister’s program to promote safe, healthy and nutritional dairy products, fight against stunting and malnutrition, improve the livelihood of farmers and provide safe milk to build a strong nation,” PDA chairman Ali Ahmed Khan said.

The minister asked the FBR to work closely with the PDA team and develop a program to provide incentives to the dairy industry to make safe and nutritional products affordable. With the intent of sustainable development of dairy in Pakistan, the dairy industry proposes a three-year program of consistent policies in taxation regime, which will allow them to reinvest a major part of the incentive for the growth of dairy sector, to develop farmer’s capabilities, and to increase the awareness of nutrition through safe milk among people of Pakistan. “Pakistan Dairy Association admires the vision of Prime Minister Imran Khan to fight against malnutrition.

The PDA is also grateful to the chairman FBR and his team for their pro-business approach, for their understanding of the dairy sector’s issues, and for their commitment to drive revenue through growth by facilitating industry, he said.

Buffalo embryos imported from Pakistan.

China’s General Administration of Customs issued a notice on the quarantine requirements for buffalo embryos imported from Pakistan.

It means that China and Pakistan have opened a trade channel for the import and export of buffalo embryos, and both countries will make a breakthrough in the process of improving animal husbandry with high-quality genetics.

Chinese experience with Pakistani buffalo dates back to 1974 when Pakistan presented China with 50 Nili-Ravi buffaloes, a world-famous breed of river dairy buffalo, as a national gift.Royal Group is the only listed buffalo milk processing company in China.

According to Derek Qin, Director of Overseas Business Department, Royal Cell Biotechnology (Guangxi) Co. Ltd, the sales volume of buffalo milk in China is about RMB 5 billion. Royal Group’s buffalo milk accounts for about 60 percent of the buffalo milk market in China as a whole.

After joining the “Belt and Road” project pool of China’s National Development and Reform Commission in June this year, Royal Cell’s “China-Pakistan Disease Free Pasture and Breeding Project” was again included in the first batch of agricultural projects under China-Pakistan Economic Corridor (CPEC) at the third meeting of the China-Pakistan Agricultural Joint Working Group held recently.

“In October 2020, Royal Group officially launched the “Dairy Buffalo Industry Upgrading Project” and established Royal Cell in May 2021.

“Royal Cell opened its first buffalo embryo production and research laboratory in Pakistan in May this year. Currently, the joint venture between Royal Cell and JW Group Pakistan, namely Royal JW Buffalo Industry Company, Ltd., is under registration and the farm construction will start next month.

“JW Group has excellent experience in working with Chinese companies. JW Group recognizes Royal Group’s whole industrial chain layout of milk buffalo in Pakistan, and highly affirms our ‘milk buffalo provenance chip strategy”.

Teng Cuijin, Chairman of Royal Cell Biotechnology told China Economic Net (CEN) in a recent interview that, Royal JW Buffalo Industry Company, Ltd plans to invest US$100 million over five years to build up buffalo farms and the whole supply chain of buffalo milk in Pakistan.

” It is expected to contribute an annual output value of US$90 million and create roughly 1,000 vacancies for Pakistanis in need, ranging from buffalos breeding, crop raising, milking and dairy processing.” In scientific research, we welcome Pakistani research institutions to the laboratory for exchanges and studies. We plan to provide training to local research institutions and universities, and share the technology of embryo production and buffalo breeding with the Pakistani people.”
